Demobilisation flooded the labour market, poor harvests raised food prices, and the Corn Law of 1815 protected landowners by keeping bread expensive. In 1816, mass meetings at Spa Fields in London demanded parliamentary reform and relief for the poor. A minority of Spenceans attempted to seize the Tower of London and the Bank of England, but the rising collapsed. In 1817, the Pentridge Rising in Derbyshire saw several hundred unemployed framework knitters march towards Nottingham; it was easily suppressed by troops, and three leaders were executed.

On 16 August 1819, around 60,000 men, women and children gathered at St Peter’s Field in Manchester to hear Henry Hunt speak in favour of parliamentary reform. The local magistrates, fearing disorder, ordered the Manchester Yeomanry to arrest Hunt. The cavalry charged the crowd with sabres, killing at least eleven people and injuring hundreds.

The appointment of Peel as Home Secretary and Huskisson at the Board of Trade led to the repeal of the Combination Acts in 1824, which legalised trade unions, the relaxation of the Navigation Acts, and the reform of the criminal code. This ‘Liberal Toryism’ recognised that repression alone could not secure stability.

7. The Great Reform Act of 1832 | 1832年大改革法

The Whig government led by Earl Grey came to power in 1830 with a commitment to parliamentary reform. After a long struggle, including the rejection of two bills by the Lords and widespread political agitation, the Great Reform Act was passed in June 1832. It abolished 56 rotten boroughs, reduced another 31 to one member, and created new seats for industrial towns such as Manchester, Birmingham and Leeds.

It was a significant redistribution of power towards the middle classes, but it excluded the working class and most of the poor, leaving the demand for further reform alive.

The ‘New Poor Law’ was deeply unpopular among the poor, who saw the separation of families and the harsh workhouse regime as punitive, and it fuelled working-class radicalism.
