By 1815, ‘Germany’ was not a nation-state but a loose collection of sovereign states. After the defeat of Napoleon, the Congress of Vienna created the German Confederation (Deutscher Bund), a league of 39 states dominated by Austria and Prussia. The Holy Roman Empire had been dissolved in 1806, and although many Germans hoped for national unity, the settlement of 1815 restored conservative dynastic rule and left Germany fragmented.

1. End of the Holy Roman Empire | 神圣罗马帝国的终结

The Holy Roman Empire, which had formally structured German politics for centuries, was dissolved in 1806 after Napoleon defeated Austria and reorganised western Germany into the Confederation of the Rhine. This ended the old imperial framework and accelerated secularisation and mediatisation, in which many ecclesiastical states, free imperial cities and small principalities were absorbed by larger states.

2. The Congress of Vienna and the German Confederation | 维也纳会议与德意志邦联

At the Congress of Vienna (1814-15), the great powers did not restore the Holy Roman Empire. Instead, the German Federal Act of 8 June 1815 created the German Confederation, a permanent league of 39 sovereign states and four free cities.

The Confederation was designed to maintain the balance of power in central Europe, provide mutual defence and coordinate German affairs, but it was deliberately weak. It had no common head of state, no unified army, no common currency and no single legal code.

In the Diet, Austria held the permanent presidency, which gave the Habsburg Empire a leading role. Unanimity was required for changes to the Federal Act, while a two-thirds majority could decide ordinary matters. This made decisive common action difficult.

The 39 members ranged from great powers such as Austria and Prussia to small principalities and four free cities. The Austrian Empire and the Kingdom of Prussia were members only for those territories that had previously belonged to the Holy Roman Empire.

By 1815, the central political tension in Germany was the rivalry between Austria and Prussia, often called German dualism. Austria led the Confederation through the Diet, but Prussia’s new western territories made it a rival with strong strategic and economic interests in Germany.
