Strategic choice is the stage in strategic management where senior managers select the most appropriate long-term direction and method for achieving business objectives. It comes after strategic analysis and before strategic implementation. The quality of this choice often determines whether a business gains or loses competitive advantage.

战略选择是战略管理中高级管理层选择最合适的长期方向和方法以实现企业目标的阶段。它发生在战略分析之后、战略实施之前。这一选择的质量往往决定了企业是获得还是失去竞争优势。

1. What is Strategic Choice? | 什么是战略选择?

Strategic choice involves deciding the future direction of the whole business, such as entering new markets, launching new products, or reshaping the business portfolio. These decisions are high-risk, long-term, and difficult to reverse.

战略选择涉及决定整个企业的未来方向,例如进入新市场、推出新产品或重塑业务组合。这些决策风险高、期限长,且难以逆转。

A key distinction is that strategic choices are made by directors and senior managers, whereas tactical and operational choices are delegated further down the hierarchy. Strategic choices normally commit large resources and shape competitive advantage.

Common examples include choosing between cost leadership and differentiation, deciding between internal growth and mergers, and considering international expansion. Candidates must be able to justify one strategic option over another using analysis rather than personal preference.

2. Strategic Choice vs Strategic Analysis | 战略选择与战略分析

Strategic analysis provides the evidence base: SWOT summarises internal strengths and weaknesses and external opportunities and threats; PEST examines political, economic, social, and technological forces; Porter’s five forces assesses industry attractiveness.

战略分析提供了证据基础:SWOT 总结内部优势、劣势以及外部机会和威胁;PEST 分析政治、经济、社会和技术力量;波特五力模型评估行业吸引力。

Strategic choice then converts this analysis into a decision. Without analysis, choice is guesswork; without choice, analysis adds little value because no action follows. The two stages are therefore complementary.

In Cambridge A Level Business, questions often ask candidates to use strategic models to recommend and justify a strategic choice between two options. A strong response must refer to both internal resources and external conditions.

3. The Strategic Choice Process | 战略选择过程

A logical strategic choice process moves through generating options, screening options, evaluating in detail, and selecting the preferred option. This is known as the rational planning model.

合理的战略选择过程包括提出备选方案、筛选方案、详细评估以及选定首选方案。这就是所谓的理性规划模型。

In practice, strategic choice is also influenced by managerial judgement, organisational culture, and politics. Thus the process is rarely completely rational, and decision-makers often satisfice rather than optimise.

A typical examination answer should show this by first identifying two or more strategic options and then applying evaluation criteria before reaching a justified conclusion. Simply describing a model is not enough.

4. Ansoff’s Matrix | 安索夫矩阵

Ansoff’s matrix classifies growth strategies by product and market: market penetration, product development, market development, and diversification. It helps managers assess the level of risk associated with different growth directions.

Market penetration involves selling existing products to existing markets, often through pricing, promotion, or loyalty schemes. It is the lowest-risk growth strategy because the business stays within its current experience.

Product development means introducing new products to existing markets, relying on brand loyalty and customer insights. Market development means taking existing products to new markets, including new regions or customer segments.

Diversification means new products in new markets, and it carries the highest risk because the business lacks experience in both dimensions. Related diversification has some link with current activities, while unrelated diversification has none.

5. Porter’s Generic Strategies | 波特通用竞争战略

Porter argued that a business can achieve sustainable competitive advantage through cost leadership, differentiation, or focus. Being “stuck in the middle” means trying all three without succeeding at any, which often leads to poor performance.

波特认为企业可以通过成本领先、差异化或集中化来获得可持续的竞争优势。”夹在中间”意味着试图同时追求三种战略但在任何一个上都不成功,这通常导致业绩不佳。

Cost leadership means becoming the lowest-cost producer in the industry, allowing the firm to undercut rivals or earn higher margins at average prices. It requires tight cost control, economies of scale, and efficient operations.

Strategic choice involves selecting which generic strategy is most appropriate given the firm’s resources and the competitive environment. No single generic strategy is always superior; the choice must fit the context.

6. Strategic Direction: Growth, Stability, Retrenchment | 战略方向:增长、稳定、收缩

At corporate level, strategic direction may be growth, stability, or retrenchment. Growth strategies aim to increase sales, market share, or scale; stability means maintaining current position; retrenchment means reducing activities to reverse decline.

在公司层面,战略方向可能是增长、稳定或收缩。增长战略旨在增加销售额、市场份额或规模;稳定意味着维持现有地位;收缩意味着缩减活动以扭转衰退。

Growth is not always the best choice. A business in a mature market with weak cash flow may choose stability to consolidate. A diversified group may retrench by selling loss-making divisions.

Exam questions may ask whether a firm should pursue aggressive expansion or defensive consolidation, requiring evaluation of internal resources and external conditions. The answer should consider opportunity cost and risk.

7. Internal vs External Growth | 内部增长与外部增长

Internal (organic) growth happens when a firm expands its own operations, for example by opening new stores, hiring more staff, or developing new products internally. It tends to be slower but easier to control.

External growth occurs through mergers, acquisitions, or joint ventures. It is faster but more expensive, and integration risks such as culture clash are common. The business may gain immediate market access and economies of scale.

Strategic choice must weigh the benefits of speed and market access against the financial cost and loss of control. Organic growth may be slower but retains culture and control.

A typical A Level question might provide data on a proposed acquisition and ask whether it is a better strategic choice than organic growth. Candidates should compare cost, risk, speed, and cultural fit.

8. Evaluating Strategic Options: Suitability, Acceptability, Feasibility | 评估战略选项:适宜性、可接受性、可行性(SAF)

Johnson, Scholes and Whittington proposed three criteria for evaluating strategic options: suitability, acceptability, and feasibility. These are known as the SAF criteria and are widely used in A Level evaluation.

Suitability asks whether the option fits the firm’s internal strengths and external opportunities, and whether it achieves objectives. It can be tested using SWOT, PEST, and Porter’s five forces.
