The allocation of resources is one of the most fundamental concepts in economics. It refers to how an economy distributes its scarce resources among competing uses. Every society, regardless of its political system, must decide how to allocate land, labour, capital and enterprise to produce the goods and services that people need and want.

资源配置是经济学中最基本的概念之一。它指的是经济体如何在相互竞争的用途之间分配其稀缺资源。每个社会,无论其政治制度如何,都必须决定如何配置土地、劳动、资本和企业家才能,以生产人们需要和想要的商品与服务。


1. The Fundamental Economic Problem | 基本经济问题

The fundamental economic problem is scarcity. Human wants are unlimited, while the resources available to satisfy those wants are finite. This mismatch creates the central challenge of economics: how to make choices about the use of limited resources to achieve the maximum possible satisfaction of society’s wants.

基本经济问题是稀缺性。人类的欲望是无限的,而可用于满足这些欲望的资源却是有限的。这种不匹配构成了经济学的核心挑战:如何选择使用有限的资源,以实现社会欲望的最大程度的满足。

Scarcity means that not everyone can have everything they want at the same time. As a result, every individual, firm and government is forced to make choices and to prioritise between competing alternatives. This is the starting point for all economic analysis.

稀缺意味着并非每个人都能同时得到他们想要的一切。因此,每个个人、企业和政府都必须在相互竞争的备选方案中进行选择并确定优先次序。这是所有经济分析的起点。


2. Scarcity, Choice and the Factors of Production | 稀缺、选择与生产要素

When resources are scarce, choosing one option necessarily means giving up another. This unavoidable trade-off is fundamental to resource allocation. To analyse how choices are made, economists identify four factors of production, each with its own factor reward.

当资源稀缺时,选择其中一个选项必然意味着放弃另一个选项。这种不可避免的取舍是资源配置的基础。为了分析选择是如何做出的,经济学家确定了四种生产要素,每种要素都有其对应的要素报酬。

The four factors are: land (all natural resources), labour (human physical and mental effort), capital (man-made goods used for further production) and enterprise (the ability to take risks and organise the other three factors). Their respective rewards are rent, wages, interest and profit.

四种生产要素是:土地(所有自然资源)、劳动(人类的体力和脑力付出)、资本(用于进一步生产的人造物品)和企业家才能(承担风险并组织其他三种要素的能力)。它们各自的报酬分别是地租、工资、利息和利润。

3. Opportunity Cost | 机会成本

Opportunity cost is the value of the next best alternative forgone when a choice is made. It is a key concept in resource allocation because it measures the true cost of every decision in terms of what must be sacrificed.

机会成本是做出选择时所放弃的次优替代方案的价值。它是资源配置中的关键概念,因为它以必须牺牲的东西来衡量每一个决策的真实成本。

For a student, the opportunity cost of attending school is the income they could have earned by working instead. For a government, the opportunity cost of building a new hospital is the roads, schools or other projects that must be postponed. On the production possibility curve, a movement along the curve shows the opportunity cost of producing more of one good in terms of the other good forgone.

对学生而言,上学的机会成本是如果他们不读书而选择工作所能赚取的收入。对政府而言,建造新医院的机会成本是那些必须被推迟的道路、学校或其他项目。在生产可能性曲线上,沿曲线的移动显示了多生产一种商品所需放弃的另一种商品的机会成本。

4. The Three Basic Economic Questions | 三大基本经济问题

Every economic system must answer three fundamental questions. First, what to produce: which goods and services should be made with the available resources? Second, how to produce: what combination of techniques and inputs should be used? Third, for whom to produce: who should receive the goods and services once they are produced?

每个经济制度都必须回答三个基本问题。第一,生产什么:应当用现有资源生产哪些商品和服务?第二,如何生产:应当使用什么样的技术与投入组合?第三,为谁生产:商品和服务生产出来之后应由谁来获得?

Different economic systems answer these questions differently. A free market economy relies on the price mechanism and private decisions; a planned economy relies on government directives; a mixed economy combines elements of both approaches. The way these questions are answered determines how resources are allocated across the economy.

不同的经济制度以不同的方式回答这些问题。自由市场经济依靠价格机制和私人决策;计划经济依靠政府指令;混合经济则结合了两种方式的要求。回答这些问题的方式决定了资源在整个经济体中如何配置。


5. The Market Economy and the Price Mechanism | 市场经济与价格机制

In a free market economy, resources are allocated through the price mechanism. Consumers express their preferences through their spending decisions, and producers respond to price signals in order to maximise profit. Prices act as an invisible hand that guides resources towards the areas where they are most valued.

在自由市场经济中,资源通过价格机制进行配置。消费者通过支出决策表达偏好,生产者则对价格信号作出反应以实现利润最大化。价格就像一只看不见的手,引导资源流向其价值最高的领域。

Demand and supply interact in competitive markets to determine prices. If demand for a good rises, its price increases, which signals producers to supply more and attracts resources into that industry. Conversely, a fall in demand leads to a price decrease, and resources move out of that industry and into more profitable uses.

需求和供给在竞争性市场中相互作用以决定价格。如果对某种商品的需求上升,其价格就会上涨,这向生产者发出增加供给的信号,并吸引资源进入该行业。相反,需求下降会导致价格下跌,资源就会退出该行业并流向更有利可图的用途。


6. Functions of the Price Mechanism | 价格机制的功能

The price mechanism performs three important functions in a market economy: the signal function, the incentive function and the rationing function. Together, these functions coordinate the decisions of buyers and sellers and allocate resources efficiently.

价格机制在市场经济中发挥三个重要功能:信号功能、激励功能和配给功能。这些功能共同协调买卖双方的决策,实现资源的有效配置。

  • Signal function | 信号功能: Prices convey information about changes in demand and supply, helping both consumers and producers understand current market conditions. 价格传递供需变化的信息,帮助消费者和生产者了解当前的市场状况。
  • Incentive function | 激励功能: Rising prices create an incentive for producers to expand output and enter a market, while falling prices encourage them to reduce output or leave the market. 价格上涨激励生产者扩大产出并进入市场,价格下跌则促使他们减少产出或退出市场。
  • Rationing function | 配给功能: When demand exceeds supply, prices rise until only those willing and able to pay can purchase the good, thereby rationing scarce resources among competing consumers. 当需求超过供给时,价格上升,直到只有那些愿意且能够支付的人才能购买该商品,从而在竞争性消费者之间对稀缺资源进行配给。

7. The Command (Planned) Economy | 指令(计划)经济

In a command economy, the government or central authority owns the factors of production and decides what, how and for whom to produce. The state sets production targets and allocates resources through a central plan rather than through market forces.

在指令经济中,政府或中央当局拥有生产要素,并决定生产什么、如何生产以及为谁生产。国家设定生产目标,通过中央计划而非市场力量来配置资源。

This system can ensure that essential goods and services are provided to all citizens, and it can mobilise resources quickly for large-scale national projects. However, it often suffers from a lack of consumer choice, weak incentives for workers and firms, and government failure caused by inadequate or inaccurate information.

这种制度能够确保向所有公民提供基本商品和服务,并能够迅速调动资源用于大规模的国家项目。然而,它往往存在消费者选择不足、劳动者和企业激励不强,以及因信息不充分或不准确而导致的政府失灵等问题。

Historically, the Soviet Union and China before 1978 were examples of planned economies. North Korea remains largely a command economy today. These examples show that while central planning can achieve certain social objectives, it often fails to match production with consumer preferences.

8. The Mixed Economy | 混合经济

Most real-world economies are mixed economies, combining the market mechanism with government intervention. In a mixed economy, the private sector allocates resources through prices and markets, while the government provides public goods, merit goods and welfare services, and regulates market activity.
