1. Defining Natural Hazards and Disasters | 定义自然灾害与灾害

A natural hazard is a naturally occurring process or event that has the potential to cause loss of life, injury, property damage and economic disruption. Examples include earthquakes, volcanic eruptions, tsunamis, tropical storms, floods and droughts. The key point is that the event alone is not a hazard unless it intersects with human interests. An earthquake in an uninhabited desert is a natural process, not a hazard.

A disaster occurs when a hazard seriously disrupts the functioning of a community and the affected people cannot cope using their own resources. Disasters therefore have a social dimension: the same physical event can cause a minor emergency in one place and a major disaster in another, depending on preparedness, wealth and governance.

Hydro-meteorological hazards are caused by atmospheric or hydrological processes, including tropical cyclones, river floods, storm surges, droughts and wildfires. Biological hazards involve pathogens, pests or disease outbreaks.
