The Frankfurt Parliament, which met between May 1848 and May 1849 in the Paulskirche in Frankfurt, was the first freely elected national assembly in German history. Its aim was to create a unified, constitutional German nation-state, but it ultimately failed. Understanding its origins, debates and collapse is central to A-Level study of German nationalism.

Before 1848, “Germany” was a loose confederation of 39 states, dominated by Austria and Prussia. The German Confederation, created at the Congress of Vienna in 1815, had no national parliament, no common currency and no unified legal system. Liberal and nationalist ideas spread among the educated middle classes, demanding constitutional government and national unity.

In March 1848, revolutions broke out across the German states, inspired by events in Paris. Rulers were forced to make concessions, appoint liberal ministers and promise constitutions. A preliminary parliament (Vorparlament) met in Frankfurt to arrange elections to a national assembly.

The “Kleindeutsch” (Little German) solution would exclude Austria and place Prussia at the head.
