In the US Constitution, foreign policy powers are formally divided between the president and Congress, but in practice the president has become the dominant actor. This article examines the constitutional basis, key roles, unilateral tools and constraints on presidential foreign policy power for Edexcel A-Level Politics.

1. Constitutional Foundations | 宪法基础

Article II of the Constitution gives the president several foreign policy powers: serving as Commander-in-Chief, making treaties with Senate consent, appointing ambassadors, and receiving foreign ambassadors. The framers designed a shared system, but concentrating executive power in one person has allowed presidential dominance.

In Edexcel exam answers, avoid describing powers in isolation. Use recent examples: Obama and the Iran nuclear deal, Trump and tariffs or NATO demands, and Biden and the Afghanistan withdrawal all illustrate different aspects of presidential foreign policy power.
