This article explains the key concepts, techniques and limitations of CBA in the context of information system development.

CBA also supports accountability because decisions are based on evidence rather than intuition alone.

A thorough CBA must itemise all tangible costs, otherwise the analysis may show a misleadingly high net benefit. Costs should also be assigned to the correct time period so that cash flows can be compared fairly.

In CBA, intangible costs may be described qualitatively or converted into estimated monetary values using surveys or management judgement. Even when exact values are uncertain, recording intangible costs makes the analysis more balanced and prevents decision makers from ignoring hidden drawbacks.

These benefits are often estimated as annual savings or additional revenue. It is important to be realistic and avoid double-counting. For example, if two different benefits both result from the same time saving, they should not both be counted at full value.

Although these benefits are hard to measure, they can strongly influence a decision, particularly in the public sector or in risk-averse organisations. A good CBA will list intangible benefits alongside tangible ones and, where possible, attach a conservative estimated value or a qualitative rating such as high, medium or low.

A computer project usually produces costs and benefits over several years. CBA therefore requires a time frame, often three to five years for a typical information system. Each item is placed in the year in which it is expected to occur. Initial costs may be high while benefits grow gradually as users adopt the system. A simple table can show yearly cash flows: development costs in year 0, then operational costs and benefits in years 1 to n. The table format helps stakeholders see when the project breaks even and how net value changes over time.

For example, if a system costs £50,000 to develop and saves £10,000 per year, the payback period is five years. The formula for equal annual cash inflows is:

Payback Period = Initial Investment ÷ Annual Net Cash Inflow

A more robust CBA technique is net present value (NPV). The NPV is calculated by summing the discounted net benefits and subtracting the initial investment:

NPV = Σ (Bₜ − Cₜ) ÷ (1 + r)ᵗ − I₀
