A project is a temporary, one-off effort undertaken to create a unique product, service or result. Project management is the discipline of planning, organising, leading and controlling resources so that the project is completed on time, within budget and to the required quality standard.

1. What is a Project? | 什么是项目?

A project differs from normal business operations because it has a clear start and finish, a specific objective, and a dedicated team or budget. Once the objective is achieved, the project ends.

Routine activities, such as running a payroll or serving customers in a shop, are ongoing and repetitive. Projects, by contrast, are unique and non-routine. For example, building a new factory, launching an app, or organising a marketing campaign are all projects.

2. The Project Life Cycle | 项目生命周期

The project life cycle describes the sequence of stages through which every project passes. Although different textbooks use slightly different labels, a common model has five stages: initiation, planning, execution, monitoring and controlling, and closure.

Monitoring and controlling runs alongside execution. The project manager measures actual performance against the plan and takes corrective action if costs, timescales or quality differ from expectations.

3. Critical Path Analysis | 关键路径分析

Critical path analysis, or CPA, is a planning technique used to identify the longest sequence of dependent tasks in a project. This longest path determines the minimum time needed to complete the whole project.

Each activity is listed with a duration and its immediate predecessor. A network diagram is then drawn to show the logical order of activities. Early start and early finish times are calculated from left to right.

Earliest finish time = Earliest start time + Activity duration

Consider a small construction project with the following activities.

There are two possible routes through the network. Path A-B-D-F has duration 3 + 4 + 4 + 2 = 13 weeks. Path A-C-E-F has duration 3 + 2 + 3 + 2 = 10 weeks.

The critical path is A-B-D-F and the minimum project duration is 13 weeks.

Activities E and C have total float of 3 weeks because they can be delayed by up to three weeks without delaying the whole project. However, any delay to activity B or D will delay the entire project unless action is taken.

4. Gantt Charts | 甘特图

A Gantt chart is a horizontal bar chart used to display project tasks against a calendar. Each task is shown as a bar whose length represents its duration, and the bar is placed in the calendar according to its planned start date.

Gantt charts are useful for showing which tasks run at the same time and how many resources are needed. They make it easy for team members to see deadlines and for managers to spot potential bottlenecks.

In the simple project above, activity C and activity B both begin after activity A has finished. A Gantt chart would show B and C running in parallel from week 3. Such visual clarity is a major reason why Gantt charts are widely used.

However, Gantt charts also have limitations. They do not always show dependencies between tasks clearly, and they can become very large and difficult to read for complex projects. Updating the chart frequently requires time and discipline.

5. The Project Manager’s Role | 项目经理的职责

A project manager is responsible for the overall success of the project. The role involves planning, organising, leading and controlling the project team and resources from start to finish.

Planning requires the manager to break the project into tasks, estimate resources, set deadlines and prepare budgets. The manager must also make decisions about the sequence of work and the use of scarce resources.

Stakeholders are individuals or groups who have an interest in the project or who are affected by its outcomes. Internal stakeholders include the project team, line managers, employees and shareholders. External stakeholders include customers, suppliers, the government, financiers and the local community.

A useful framework is the power/interest matrix. Stakeholders with high power and high interest must be managed closely. Those with high power but low interest should be kept satisfied. Those with low power but high interest should be kept informed, while low-power and low-interest stakeholders only need monitoring.

Effective project management depends on identifying stakeholders early, understanding their expectations and communicating with them throughout the project. Ignoring a powerful stakeholder can lead to delays, budget cuts or outright cancellation of the project.

7. The Triple Constraint: Time, Cost and Quality | 三重约束:时间、成本与质量

The triple constraint is the idea that every project is limited by three factors: time, cost and quality, sometimes called scope. Changing one factor usually affects the other two.

If the client wants the project finished earlier, the business may need extra workers, overtime payments or more expensive equipment, increasing cost. Alternatively, the team might cut corners, which can reduce quality.

Project risk is the possibility that an event will occur and have a negative effect on the project’s objectives. Risks include bad weather, supplier failure, rising material costs, staff illness, technical faults and changing customer requirements.

The first step in risk management is to identify risks by using past experience, expert opinion, brainstorming or checklists. The next step is to assess the likelihood and impact of each risk.

Risks are often plotted on a probability/impact matrix. High-probability and high-impact risks deserve immediate action. Low-probability and low-impact risks can usually be accepted and monitored.

Risk responses can be classified as avoidance, reduction, transfer or acceptance. Avoidance means changing the plan so that the risk cannot occur. Reduction means lowering its likelihood or impact. Transfer means passing the risk to another party, for example by taking out insurance. Acceptance means simply preparing for the consequences.

风险应对可分为回避、降低、转移或接受。回避是指改变计划使风险无法发生。降低是指减少风险发生的可能性或影响。转移是指将风险转嫁给另一方,例如购买保险。接受是指简单地准备承担后果。

A contingency plan is also important. If a key supplier fails, the project manager may switch to an alternative supplier. By planning for uncertainty, the project can recover from problems more quickly.

Project management improves resource allocation. By planning tasks and deadlines carefully, managers can avoid wasting labour, materials and capital. Clear schedules also reduce idle time and bottlenecks.

10. Limitations and Common Pitfalls | 局限性及常见误区

Project management techniques do not guarantee success. The quality of the output depends on the accuracy of the data. If durations are estimated badly, the critical path analysis will be misleading.

Conditions can change during a project. A task that was originally non-critical may become critical if it is delayed too much. Project managers must therefore review the network diagram and Gantt chart regularly, not just once at the planning stage.
