📚 A-Level Economics: What is Economics? Core Concepts Explained | A-Level

Economics is more than a subject; it is a way of thinking about the world. At its heart, it examines how people make choices when resources are limited and wants are unlimited. This article introduces the essential foundational concepts required for the CIE A-Level Economics syllabus, from scarcity and opportunity cost to production possibility curves and economic systems.

1. The Definition of Economics |

Economics is commonly defined as the study of how individuals, firms, governments and societies allocate scarce resources to satisfy unlimited wants. The subject is fundamentally about choice: because resources cannot produce everything, every decision involves a trade-off.

The key terms in this definition are “scarcity” and “choice”. Without scarcity, there would be no need for economics. Without choice, there would be nothing to study. Thus, economics is often called the “science of choice”.

In the CIE syllabus, you are expected to distinguish between needs and wants. Needs are essential for survival, such as food and shelter. Wants are desires for goods and services that are not necessary for survival but improve our quality of life. Since wants are unlimited, scarcity arises.

2. Scarcity and the Basic Economic Problem |

Scarcity refers to the insufficient amount of resources available to meet all human wants. Even in the wealthiest nations, resources such as oil, clean water, skilled labour and time are limited relative to desires.

The fundamental economic problem can be stated simply: unlimited wants exceed finite resources. This forces households, businesses and the government to make choices about how to use resources. Every choice involves a cost, which leads directly to the concept of opportunity cost.

Unlimited Wants + Limited Resources → Scarcity → Choice → Opportunity Cost

Scarcity is not the same as poverty. Poverty is a lack of income, while scarcity exists in every society because wants always exceed available resources. Understanding this distinction is a common exam trap.

3. Opportunity Cost |

Opportunity cost is defined as the next best alternative forgone when a choice is made. It is the value of the benefit that could have been gained from the alternative not chosen.

For example, if a student chooses to spend $10 on a cinema ticket, the opportunity cost is the value of the books, food or saving that the $10 could have purchased instead. Note that opportunity cost is not the total value of all possible alternatives, only the value of the next best one.

Opportunity cost applies to government decisions too. If a government spends an extra $1 billion on healthcare, the opportunity cost is the education, defence or infrastructure spending that must be reduced. This is why policy choices always involve trade-offs between competing priorities.

4. Factors of Production |

Resources used to produce goods and services are called the factors of production. In the CIE syllabus, you should know four categories: land, labour, capital and enterprise.

  • Land refers to all natural resources, e.g. minerals, forests, water and space. Its reward is rent.

  • Labour is the human physical and mental effort used in production. Its reward is wages and salaries.

  • Capital includes man-made goods used to produce other goods, such as machinery, tools, factories and transport. Its reward is interest.

  • Enterprise involves the entrepreneur who organises the other three factors, takes risks and makes key decisions. Its reward is profit.

Syllabus tip: be careful to distinguish “capital” from “money”. In economics, capital means real physical assets; money is not capital because it does not directly produce goods or services.

5. Microeconomics vs Macroeconomics |

Microeconomics examines the behaviour of individual decision-makers: households, firms and single markets. Topics include how prices are determined, consumer choices, costs of production and market structures.

Macroeconomics studies the whole economy at the aggregate level. Key macroeconomic issues include economic growth, inflation, unemployment, balance of payments and government fiscal or monetary policy.

A simple example: microeconomics looks at the market for wheat, while macroeconomics looks at the overall price level across all goods and services. Both perspectives are necessary for a complete understanding of the economy, and the CIE exam may ask you to classify statements as microeconomic or macroeconomic.

6. Positive vs Normative Economics |

Positive statements are objective and testable. They describe what actually is, was or will be. They can be supported or contradicted with data and evidence. Example: “A rise in the rate of VAT leads to a fall in consumer spending.”

Normative statements are subjective judgements about what ought to be. They contain value judgements and cannot be tested merely by examining facts. Example: “The government should increase VAT to reduce poverty.”

In exams, look for key words such as “should”, “ought to”, “better” or “fair” to identify normative statements. Words like “will”, “is”, “does” or “can” often signal a positive statement. Remember: positive economics is about facts, while normative economics is about opinions.

7. The Production Possibility Curve |

The production possibility curve (PPC or PPF) shows the maximum possible combinations of two goods that an economy can produce using all its resources fully and efficiently. It illustrates the key ideas of scarcity, choice and opportunity cost.

PPC Assumptions: Full Employment + Fixed Resources + Fixed Technology + Two Goods

Study the diagram you will need to reproduce and interpret. The curve is concave to the origin because resources are not perfectly adaptable between the production of all goods. As more of good A is produced, an increasing amount of good B must be sacrificed.

Point on PPC Meaning
On the curve Efficient production, all resources used
Inside the curve Unemployment or inefficiency, output can increase
Outside the curve Unattainable with current resources and technology

The slope of the PPC shows the opportunity cost of producing one more unit of one good in terms of the other. A straight-line PPC would indicate constant opportunity cost, while the typical concave shape shows increasing opportunity cost.

8. The Three Basic Economic Questions |

Every society must answer three fundamental questions regardless of its level of development:

  • What to produce? Given scarce resources, which goods and services should be made and in what quantities?

  • How to produce? Which production methods, techniques and combinations of factors should be used?

  • For whom to produce? How should the resulting goods and services be distributed among the population?

These questions are directly connected to the three key functions of any economic system: allocation of resources, organisation of production, and distribution of income.

9. Economic Systems |

Different societies answer the three basic questions in different ways. Economists classify these systems into market, command and mixed economies.

In a market economy, decisions are made through the price mechanism. Individuals and firms own resources, and prices signal what to produce, how to produce and for whom. A free market has little or no government intervention. Advantages include consumer sovereignty, efficiency and innovation.

In a command economy, the government owns most resources and makes central plans for production and distribution. This can ensure basic needs are met and reduce inequality, but often suffers from inefficiency, lack of incentives and limited consumer choice.

A mixed economy combines elements of both: most goods are produced by the private sector guided by the market, but the government provides public goods, regulates markets and redistributes income. Most countries, including the UK, operate mixed economies.

Exam tip: checkers often expect you to compare systems by criteria such as efficiency, equity, incentives and responsiveness to consumer needs. Use the three basic questions as a framework for comparison.

10. Why Study Economics? |

Economics equips students with analytical skills that are broadly applicable. It helps explain everyday phenomena such as why the price of petrol rises, why some workers earn more than others, and why governments cut interest rates in recessions.

As an A-level subject, economics builds strong foundations for university majors in economics, business, law, politics, finance and data science. It also develops careful reasoning, the ability to evaluate competing arguments, and proficiency in interpreting statistical data and diagrams.

At a deeper level, studying economics promotes better citizenship. A citizen who understands trade-offs, incentives and opportunity cost can engage more critically with policy debates on taxation, welfare, climate change and international trade.
