Bismarck’s first major domestic campaign was directed against the Catholic Church, a struggle he called the Kulturkampf, or “culture struggle.” The immediate trigger was the founding of the Catholic Centre Party in 1870, which rallied Catholic Germans, including the Polish minority, into a formidable political force that opposed Prussian Protestant hegemony. Bismarck also feared that papal infallibility, declared at the First Vatican Council in 1870, would compromise the loyalty of German Catholics to the state.

Between 1871 and 1875, Bismarck and his ally in the Prussian Ministry of Culture, Adalbert Falk, enacted a series of measures against the Church. The May Laws of 1873 required all priests to be educated at German universities and pass state examinations; the Pulpit Law of 1871 forbade priests from discussing politics from the pulpit; and in 1875, the Jesuit Order was expelled from Germany, and civil marriage was made compulsory. By 1876, nearly half of all Prussian Catholic bishops were imprisoned or in exile, and over one-fifth of parishes were vacant.

The Kulturkampf proved a strategic failure. The Catholic population rallied behind the Centre Party, which increased its Reichstag seats from 57 in 1871 to 94 in 1874, and then to 114 by 1887, making it the largest party in the Reichstag by the end of the decade. Bismarck, ever the pragmatist, began retreating from the struggle after 1878. With the death of Pope Pius IX in that year and the election of the more conciliatory Leo XIII, Bismarck negotiated a gradual repeal of most of the May Laws. By his fall in 1890, only the compulsory civil marriage and the state supervision of schools remained in force.

Bismarck’s second great internal enemy was the Social Democratic Party (SPD), which grew rapidly after 1871, embracing Marxist rhetoric and demanding revolution, universal suffrage, and the abolition of private property. Two assassination attempts on Kaiser Wilhelm I in 1878 — though neither was committed by a socialist — provided Bismarck with the pretext to act. He dissolved the Reichstag and called new elections, in which the National Liberals and Conservatives won a majority willing to support his measures.

The law “against the public danger of Social Democracy,” enacted in October 1878, banned the SPD, its newspapers, and its affiliated organisations. Meetings of socialists were forbidden, and the police were empowered to arrest socialist agitators. Over the next twelve years, approximately 1,500 socialists were imprisoned, around 900 were expelled from their homes, and some 1,300 publications were suppressed. However, the SPD was still allowed to nominate candidates for the Reichstag, so individual socialists could stand for election.

The Anti-Socialist Laws were a spectacular failure. They did not cripple the socialist movement; rather, they drove it underground, where it became more radical, while votes for SPD candidates increased steadily at every election. In 1881, the party polled 312,000 votes and secured 12 seats; by 1887, despite over a year of exceptional police repression, it polled 763,000 votes; and in 1890, the year the laws lapsed, it achieved 1.4 million votes and 35 seats, becoming the strongest party in Germany. The law was renewed four times but was finally rejected by the Reichstag in January 1890, a defeat that contributed directly to Bismarck’s dismissal.

Bismarck combined his strategy of repression with a positive response to the “social question.” His aim, as he stated in a speech of 1881, was to convince the working class that the monarchy was their protector and that they did not need the SPD. If the state would provide for them in sickness, accident, and old age, Bismarck reasoned, they would turn away from revolutionary socialism. This policy was called “state socialism” — a term Bismarck used approvingly — though its motive was profoundly conservative, not humanitarian.

Three landmark laws were enacted. The Sickness Insurance Law of 1883 established compulsory health insurance for workers, funded by contributions from employers and employees. The Accident Insurance Law of 1884 provided compensation for work-related injuries, funded entirely by employers. The Old Age and Invalidity Insurance Law of 1889 provided pensions for workers aged 70 and above, funded by equal contributions from employers, employees, and the state. Together, these laws created the world’s first comprehensive system of social welfare.

Yet state socialism did not achieve its political object. Workers accepted the benefits gratefully, but they continued to vote for the SPD in ever greater numbers. The social legislation was also costly and was opposed by many employers, who resented the financial burden. Moreover, because the Anti-Socialist Laws simultaneously denied workers political freedom, the welfare measures were seen by many less as a gift than as a means of control.

The Great Depression of 1873–1896, following the speculative boom after the Franco-Prussian War, created severe economic hardship and powerful pressure groups. German agriculture, facing cheap American and Russian grain imports, demanded tariff protection, while heavy industry — especially iron and steel producers — sought to exclude foreign competition. Bismarck, initially a free trader, saw an opportunity to secure his political base by forging a coalition of agrarian and industrial interests, the famous “alliance of iron and rye.”

This measure raised significant revenue, since tariffs were a federal tax, and crucially diverted the imperial budget away from dependence on state contributions (Matrikularbeiträge) from the individual German states. Tariffs also strengthened the alliance between the Prussian Junkers and the Ruhr industrialists, who both looked to Bismarck for protection. The tariff mark the shift from the liberal free-trade era of the 1860s and 1870s towards a new era of protectionism.

For the workers, however, the tariff raised the cost of living by making food and raw materials more expensive, effectively reducing real wages. This helped fuel the growth of the socialist movement.

The German Empire contained significant national minorities, the largest of which were the Poles in the eastern provinces of Prussia, the French in Alsace-Lorraine, and the Danes in northern Schleswig. Bismarck pursued an aggressive policy of Germanisation, particularly against the Poles, whose province had been partitioned between Prussia and Russia. He feared Polish nationalism and Polish Catholicism as twin threats to the integrity of the German Reich.

In 1885–1886, approximately 30,000 Poles without German citizenship were expelled from Prussia, and in 1886, the Prussian Settlement Commission was established to buy Polish-owned land and settle German colonists upon it. The policy of Germanisation extended also to Alsace-Lorraine, where the French language was suppressed and conscription was enforced, alienating the local population.

The Polish minority organised politically and maintained their cultural identity despite all pressures; by the 1900s, over half of the land purchased by the Settlement Commission had actually been bought from Germans, not Poles. Bismarck’s coercive approach towards minorities stands in contrast to his later cultivation of a German national identity based on citizenship rather than ethnicity.

From 1867 to 1878, he worked with the National Liberals, who were enthusiastic for national unification and liberal reforms. However, the tariff question of 1879 destroyed this alliance. The National Liberals split, and Bismarck turned to the Conservatives, forging a bloc that lasted, intermittently, until 1890.

In the 1880s, Bismarck constructed what is known as the “Cartel” — a coalition of the two Conservative parties and the National Liberals, which won a majority in the election of 1887. The Cartel supported Bismarck’s military budgets, his colonial policy, and his social legislation. Bismarck’s method was to manipulate elections through fear campaigns — the “red menace” in the 1870s, the “Catholic menace” in the 1880s — and to use foreign crises, such as the Bulgarian crisis of 1885-1887, to rally nationalist opinion behind the government.

This pattern would have fateful consequences for German democracy.

Bismarck resigned on 18 March 1890.

The “negative integration” of the Catholic Centre and the SPD, driven by Bismarck’s persecution, created permanent subcultures of opposition in German society.

The contradictions of his system — universal suffrage without parliamentary sovereignty, social welfare without political freedom — were not resolved by him, and they would create severe problems for his successors.
