📚 Key Historical Debates on German Unification |
The German Empire was proclaimed in the Hall of Mirrors at Versailles on 18 January 1871, but the path to that moment was anything but predetermined. Historians continue to argue over the causes, nature and consequences of German unification, with debates centred on leadership, ideology, economics and diplomacy.
1. Small Germany vs. Greater Germany |
The first major debate concerns the territorial definition of a united Germany. The ‘small German’ (kleindeutsch) solution proposed a union excluding Austria, dominated by Prussia, while the ‘greater German’ (großdeutsch) solution included the Austrian Empire. In the Frankfurt Parliament of 1848-49, the kleindeutsch faction ultimately prevailed, offering the imperial crown to Frederick William IV of Prussia.
The debate was not merely geographic. It reflected competing visions of German identity: Protestant, militaristic Prussia versus Catholic, multinational Austria. The exclusion of Austria in 1866 and the formation of the North German Confederation made the kleindeutsch solution a reality, but critics argue that it left a permanent “German question” unresolved.
2. Prussian vs. Austrian Leadership |
Linked to the territorial question is the question of leadership. Austria had long presided over the German Confederation (1815-1866), but Prussia’s growing economic and military power challenged this dominance. Bismarck’s policy of excluding Austria by “blood and iron” culminated in the Austro-Prussian War of 1866, fought over the administration of Schleswig-Holstein.
Some historians argue that Prussia’s victory was inevitable, given its demographic and industrial advantages. Others emphasise the diplomatic isolation of Austria, which failed to secure French or Russian support. The peace of Prague (1866) dissolved the German Confederation and created the North German Confederation under Prussian leadership, a decisive step towards the kleindeutsch empire.
3. Bismarck’s “Blood and Iron” Policy |
Bismarck’s famous speech of 1862, declaring that the great questions of the day would be decided not by speeches and majority resolutions but by “blood and iron”, is often seen as the motto of German unification. The label “Realpolitik” attached to his diplomacy suggests a pragmatic, amoral pursuit of state power.
Yet historians question whether Bismarck was a committed nationalist or a conservative statesman using nationalism as a tool. He was not the architect of German nationalism; rather, he harnessed nationalist sentiment to secure Prussian dominance. The wars against Denmark (1864), Austria (1866) and France (1870-71) were each presented as defensive, yet each expanded Prussian power.
