In A-Level Economics, one of the most common distinctions tested by CIE is the difference between actual growth and potential growth. Actual growth refers to the annual percentage increase in real national output, while potential growth refers to the annual percentage increase in the productive capacity of the economy. This distinction is essential for understanding the business cycle, aggregate demand and supply, and the success of fiscal, monetary and supply-side policies.

1. What Is Actual Growth? | 什么是实际增长?

Actual growth is the year-on-year percentage increase in real Gross Domestic Product (GDP). Real GDP measures the total value of all final goods and services produced in an economy, adjusted for inflation. If real GDP rises from one year to the next, the economy is experiencing actual growth.

实际增长是实际国内生产总值(实际 GDP)的年度百分比增加。实际 GDP 衡量一个国家在一年内生产的全部最终商品和服务的总价值,并已剔除通货膨胀的影响。如果实际 GDP 比上一年上升,就说明经济正在经历实际增长。

The formula for the actual growth rate is:

Growth rate = ((GDPₜ − GDPₜ₋₁) ÷ GDPₜ₋₁) × 100

In this formula, GDPₜ is real GDP in the current year and GDPₜ₋₁ is real GDP in the previous year. Actual growth can be positive, zero, or negative. A negative rate is usually called a recession if output falls for two consecutive quarters.

Because actual GDP depends on current spending and production decisions, actual growth is mainly a short-run, demand-side concept. It is linked to changes in consumption, investment, government spending and net exports.

2. What Is Potential Growth? | 什么是潜在增长?

Potential growth is the annual percentage increase in the maximum sustainable level of real output that an economy can produce when all resources are fully employed. This maximum sustainable level is called potential output or the full-employment level of national output. It is also known as long-run economic growth.

潜在增长是经济体在全部资源都被充分利用时,能够生产的最大可持续实际产出水平的年度百分比增加。这个最大可持续水平被称为潜在产出,或充分就业国民产出水平。它也被称为长期经济增长。

Potential growth is determined by supply-side factors. The following list summarises the main sources of potential growth:

  • Quantity of labour: growth in population, participation rate, and net migration. 劳动力数量:人口增长、劳动参与率上升和净移民增加。

  • Quantity and quality of capital: more machinery, tools and infrastructure, along with newer technology. 资本数量与质量:更多的机器、工具和基础设施,以及更新颖的技术。

Potential growth is not directly observable. It must be estimated using data on capital, labour and productivity. In the aggregate demand and aggregate supply model, potential growth is represented by an outward shift of the long-run aggregate supply (LRAS) curve, not by a movement along the curve.

潜在增长不能直接观察得到。它必须利用资本、劳动力和生产率数据进行估算。在总需求与总供给模型中,潜在增长表现为长期总供给(LRAS)曲线向右移动,而不是沿曲线移动。


3. The PPF and the Two Types of Growth | 生产可能性边界与两类增长

The production possibility frontier (PPF) is a very useful tool for separating actual growth from potential growth. The PPF shows the maximum combinations of two goods an economy can produce using all of its existing resources and technology.

生产可能性边界(PPF)是区分实际增长与潜在增长的工具。PPF 显示一个经济体在现有资源和技术条件下,能够生产的两种商品的最大组合。

Imagine an economy currently producing at point X, which lies inside the PPF. This means some resources are unemployed or underemployed. If the economy moves from X to point A on the frontier, the output of one or both goods rises. This movement represents actual growth, because total real output has increased, but the PPF itself has not shifted.
