Every economy faces the fundamental problem of scarcity: human wants are unlimited, yet the resources available to satisfy them are limited. This forces individuals, firms and governments to make choices about what to produce, how to produce and for whom to produce. To understand these choices, economists first examine the basic resources that any economy can use.

The economic problem exists because resources are scarce relative to wants. A resource is scarce if it has an opportunity cost; using it for one purpose means giving up the next best alternative. In contrast, free goods such as air are available in abundance and do not require a choice.

Factors of production are the inputs available for producing goods and services in an economy. Economists commonly divide them into four broad categories: land, labour, capital and enterprise. Each factor has a distinct role and earns a distinct reward.

It is important to note that factors of production are “stocks” of productive resources, not the same as the goods and services they help produce. For example, a tractor is capital, while the wheat it harvests is an output.

4. Land | 土地

In economics, land means all natural resources that occur naturally and are used in production. This includes not only the physical land surface but also minerals, forests, water, oil and even climate and sunlight.

Land has two important characteristics. First, its supply is fixed in total, so it is not man-made and cannot be increased. Second, land is immobile geographically, although it can be transferred to different uses, such as converting farmland into a factory site.

Labour is the human input into production. It includes all the physical and mental effort workers use to produce goods and services, whether in factories, offices, farms or households. The quantity of labour depends on the size and age structure of the population, while the quality depends on education, training, health and skills.

6. Capital | 资本

Capital consists of man-made resources used to produce other goods and services. These include machinery, tools, vehicles, factories, computers and infrastructure such as roads and ports. Capital goods themselves are not consumed directly; they help produce final consumer goods.

In economics, the word capital can be confusing because it also means money in everyday language. Financial capital is not itself productive; it can be used to purchase capital goods.

7. Enterprise | 企业

Enterprise is the ability to organise the other three factors of production and take risks. The person who provides enterprise is called an entrepreneur. The entrepreneur decides what to produce, how to produce it and in what quantity, and also bears the risk of business failure.

企业是指组织其他三种生产要素并承担风险的能力。提供这种能力的人称为企业家。企业家决定生产什么、如何生产以及生产多少,同时承担商业失败的风险。

Without enterprise, land, labour and capital would remain idle or be combined inefficiently. Entrepreneurs are innovators who identify market opportunities and create products to meet demand. They also help the economy grow by introducing new technologies and improving productivity.

8. Rewards and the Circular Flow | 要素报酬与循环流动

Each factor of production earns a reward, and these rewards together make up the income of households. Households own factors of production and sell them to firms. Firms use the factors to make goods and services. When households buy these goods, money flows back to firms.

This simple circular flow shows the connection between factor markets and product markets. It also explains why the cost of production to firms is the income of households.

9. Factor Mobility | 要素流动性

Factor mobility refers to how easily a factor of production can move between different uses. There are two types: geographical mobility (moving from one location to another) and occupational mobility (moving from one type of job or use to another).

Capital is often the most mobile because money can be reinvested, although specialised machinery may have low occupational mobility. Enterprise is highly mobile across industries because entrepreneurs can set up businesses in different sectors.

Students often confuse capital with money. In the exam, capital must be described in terms of physical assets such as machines or tools, not banknotes. Another common error is giving examples that mix factors together, such as saying “a farm” is land, when a farm includes land, capital (buildings) and enterprise (the farmer).
