📚 Global Commons: Concept and Protection | 全球公地的概念与保护

Global commons are places and resources that no single country owns or controls, but on which everyone depends. In geography, the term is used to describe shared environmental systems such as the high seas, the atmosphere, Antarctica, and outer space. Because these areas are outside national borders, their protection depends on international cooperation, shared rules, and mutual responsibility.

全球公地是指不受任何单一国家主权管辖、却为全人类共同依赖的区域与资源。在地理学科中,这个概念通常涵盖公海、大气层、南极洲和外层空间等关键环境系统。由于这些区域位于国家边界之外,对它们的保护依赖国际合作、共同规则和各国的相互责任。


1. Definition and Meaning | 全球公地的定义与含义

A global common is often defined as an area or resource that is open to all states and to all people, yet cannot be enclosed by any one state. It has two essential features: it is non-excludable, meaning nobody can easily be stopped from using it; and it is finite, meaning overuse by one user reduces what is available to everyone else.

全球公地通常指对所有国家和所有人开放、但不能被任一国家独占的区域或资源。它有两个关键特征:一是“非排他性”,即很难阻止任何人利用它;二是“有限性”,即某一使用者的过度利用会减少其他人可获得的资源。

The idea of the global commons is important in physical, human, and environmental geography. It connects ideas about ecosystems, resources, sovereignty, and sustainable development.

2. The Main Global Commons | 主要全球公地

Although many resources are shared internationally, the four areas most commonly identified as global commons are the high seas and deep seabed, the atmosphere, Antarctica, and outer space.

尽管许多资源都是国际共享的,但最常被视为全球公地的四大区域是:公海与深海底、大气层、南极洲和外层空间。

  • High seas and the deep seabed. The high seas are the ocean areas beyond the 200-nautical-mile exclusive economic zone (EEZ) of any coastal state. They cover about 64% of the world’s oceans and about 45% of the Earth’s surface. The deep seabed beyond national jurisdiction is called the Area.

  • The atmosphere. The Earth’s atmosphere is a shared resource because air moves across borders and depositions of pollution and greenhouse gases affect the whole planet. It regulates climate, weather, and the distribution of freshwater.

  • Antarctica. Antarctica is not owned by any nation. Since the Antarctic Treaty of 1959, territorial claims have been frozen, and the continent is supposed to be used only for peace and science.

  • Outer space. Under the Outer Space Treaty of 1967, no state can claim sovereignty over the Moon, planets, or any other celestial body. Outer space is to be explored and used for the benefit of all countries.

3. The Tragedy of the Commons | 公地悲剧

The concept of the tragedy of the commons was popularised by ecologist Garrett Hardin in 1968. He used the example of shared pasture land: if every herder tries to keep more animals on the common pasture, the total benefit goes to each individual, but the cost of overgrazing is shared by all. The rational decision for each person leads to a disaster for everyone.

“公地悲剧”这一概念由生态学家加勒特·哈丁于1968年提出。他以共用的牧场为例:如果每位牧民都试图在公共牧场上放养更多牲畜,个体获得全部收益,而过度放牧的代价却由所有人分担。对每个人而言合理的决策,最终会导致全体人的灾难。

This idea can be applied to the global commons. Modern and industrial users may increase their own profits from fish catches, fossil fuel use, or satellite launches, while the environmental damage is spread across all countries and future generations.

4. Why Protect the Global Commons? | 为什么要保护全球公地

The global commons provide essential life-support services. They regulate the climate, recycle water, maintain biodiversity, supply food and minerals, and are valuable for scientific research. Without proper protection, human well-being and future economic development are threatened.

全球公地提供了重要的生命支持功能。它们调节气候、循环水资源、维持生物多样性、提供食物与矿物,并具有重要的科研价值。如果缺乏有效保护,人类福祉和未来经济发展都将受到威胁。

Protecting global commons also supports several United Nations Sustainable Development Goals, especially Goal 13 on climate action and Goal 14 on life below water.

  • Healthy oceans absorb about one quarter of human carbon dioxide emissions and provide habitat for many species.

  • The atmosphere protects life from harmful ultraviolet radiation and maintains a stable temperature range.

5. Governance and International Treaties | 治理机制与国际条约

Because no single state has authority over global commons, governments must work through international regimes. A regime is a set of principles, rules, and decision-making procedures that states agree to follow. The table below summarises key examples.

6. Threats to the Ocean and the Atmosphere | 海洋与大气面临的威胁

Both ocean and atmosphere are under stress from human activity. Because they are shared, damage often crosses national borders and is difficult to trace back to one source.

  • Overfishing and illegal fishing. The high seas are open to fishing by many nations. When fishing is not managed sustainably, fish stocks fall, and by-catch damages marine ecosystems.

  • Plastic pollution. Plastic waste accumulates in ocean gyres, breaks into microplastics, and is ingested by marine organisms.

  • Ocean acidification and warming. When CO₂ dissolves in seawater, it lowers the pH of the ocean. Warming sea temperatures also cause coral bleaching and shift marine species distribution.

  • Greenhouse gas emissions. Burning fossil fuels adds CO₂, methane, and other gases to the atmosphere, strengthening the greenhouse effect and causing global climate change.

  • Ozone depletion. Chlorofluorocarbons (CFCs) used in old refrigerants and aerosols destroyed ozone molecules, causing a thinner ozone layer and the Antarctic ozone hole.

7. Threats to Outer Space and Antarctica | 外层空间与南极面临的威胁

New frontiers, such as outer space and Antarctica, are increasingly under commercial and geopolitical pressure. Their remoteness no longer protects them from human damage.

  • Space debris. There are thousands of dead satellites, spent rocket stages, and fragments orbiting the Earth. They can hit working satellites and create more debris through collisions.

  • Congestion of geostationary orbit. Valuable orbital slots above the Equator are limited. More satellites mean a greater risk of interference and collision.

  • Antarctic ice melt. Climate change is warming the Antarctic Peninsula and destabilising ice shelves, contributing to sea-level rise.

  • Tourism and fishing pressure. Increased tourism and krill fishing can disturb breeding habitats and the Antarctic food web.
