This article examines the key mechanisms of global governance, evaluates their effectiveness, and explores the major challenges they face in the 21st century.

Moreover, the Doha Development Round, which was intended to address developing-country concerns, remains unfinished, and many nations have turned to regional trade agreements such as the RCEP and the CPTPP instead.

The pandemic also highlighted the failure of the Access to COVID-19 Tools Accelerator (ACT-A) and COVAX to achieve equitable access, with African nations receiving a fraction of the vaccines delivered to wealthy countries. New efforts toward a pandemic treaty remain contentious.

For instance, the United Nations Convention on the Law of the Sea (UNCLOS) provides a comprehensive legal framework for ocean governance, but illegal, unreported and unregulated (IUU) fishing continues to deplete fish stocks. Similarly, numerous environmental conventions suffer from a ‘compliance gap’ because developing countries lack the technical and financial capacity to implement them. The principle of ‘common but differentiated responsibilities’ itself remains ambiguous, with persistent disputes over what ‘respective capabilities’ actually require.

However, the growing influence of non-state actors raises questions of legitimacy and accountability. Who are they accountable to? TNCs may greenwash; NGOs may lack representativeness; and private certification schemes may exclude the very communities most affected. This ‘governance without government’ thus creates both opportunities and risks.

Second, the G20 has been promoted as a more inclusive economic steering committee, yet its decisions also lack enforcement. Third, efforts to strengthen the WHO and create a new pandemic treaty seek to close gaps in health security. Fourth, carbon markets, climate clubs (e.g., the EU Carbon Border Adjustment Mechanism), and loss-and-damage funds offer new instruments to finance and incentivise climate action. Finally, digital governance—covering AI, data flows, and cybersecurity—is an emerging frontier requiring new international norms.

From the climate negotiations in Bonn and Geneva to the trade disputes in Geneva and Shenzhen, governance is a territorial and scalar phenomenon. For geography students, understanding global governance means mapping these flows of power and resistance, and asking critical questions about sustainability, equity, and justice. The mechanisms are imperfect, the challenges are formidable, but global governance remains the only way we have to manage our common planetary home.
