Globalisation refers to the increasing integration and interdependence of economies around the world through the flow of goods, services, capital, labour and technology. It is one of the most significant economic developments of the past century, and it raises important questions about how nations trade with one another and whether governments should intervene in that trade.

Globalisation is the process by which businesses, people and governments become more connected across national borders. This means that a consumer in London can buy a phone designed in California, assembled in China, using minerals from the Democratic Republic of Congo, all within a matter of days. The scale of international trade has expanded dramatically since the mid-20th century, driven by falling transport costs, better communication technology and the removal of many government-imposed barriers to trade.

Several interrelated factors have driven globalisation forward. Understanding these causes helps explain why trade patterns look the way they do today and why some countries have benefited more than others.

First, improvements in transport technology. This has made it cheaper and easier for firms to sell across borders.

3. What is Free Trade? | 什么是自由贸易?
Free trade is the condition in which goods and services can move between countries without any government-imposed restrictions such as tariffs, quotas or regulatory barriers. Under perfectly free trade, a country specialises in producing the goods and services in which it has the lowest opportunity cost, and then trades with other countries for everything else.

The case for free trade rests on the theory of comparative advantage, first developed by the economist David Ricardo in the early 19th century. Consider a simple example with two countries, Country A and Country B, and two goods, cloth and wine. The table below shows the labour hours needed to produce one unit of each good.

Country A is more efficient at producing both goods, so it has an absolute advantage in both. However, in cloth, Country A is three times as efficient as Country B (30/10 = 3), while in wine it is only twice as efficient (40/20 = 2). Country A therefore has a comparative advantage in cloth. Country B has a comparative advantage in wine, because its disadvantage in wine is relatively smaller than its disadvantage in cloth.

If each country specialises according to its comparative advantage — A in cloth and B in wine — and then trades, total output in the two countries rises. This demonstrates that trade is not a zero-sum game; both sides can win.

Free trade brings a range of economic benefits that explain why most economists support it. These advantages operate at the level of the individual firm, the national economy and global welfare.

Lower prices for consumers. When tariffs and quotas are removed, imported goods become cheaper. This increases the purchasing power of households and raises their real incomes. Free trade gives poor countries access to rich countries’ markets, allowing them to sell the goods in which they have a comparative advantage — usually labour-intensive products such as textiles and clothing.

Despite its theoretical appeal, free trade can produce adverse outcomes, particularly for certain groups within an economy. These disadvantages explain why governments often resist full trade liberalisation.

Domestic job losses. When imports flood into a country, domestic firms may be unable to compete and may be forced to close or lay off workers. Trade protection is the use of government policies to restrict or discourage imports from foreign countries. The purpose of protection is to shield domestic industries and workers from foreign competition. There are several main instruments of trade protection.

- Non-tariff barriers — regulations, standards, licensing requirements and administrative procedures that make it difficult or costly for foreign firms to sell in the domestic market. These include safety standards, health regulations and environmental rules that are designed to appear neutral but often disadvantage foreign firms.
- Exchange rate controls and restrictions on capital movement — measures that make it harder for domestic residents to buy foreign currency or to invest abroad, which indirectly restricts imports.
- Voluntary export restraints (VERs) — an agreement in which an exporting country voluntarily limits the quantity of goods it exports to a particular country, often to avoid a more restrictive tariff or quota being imposed.

Protectionist policies are often criticised by economists, but there are genuine economic arguments in their favour. Each argument must be evaluated on its merits and in the context of the specific country and industry.

The infant industry argument. This is the most respected economic defence of protection. New industries in developing countries face high initial costs and lack the scale to compete with established foreign producers. Improving the terms of trade. For large countries, a tariff can lower the world price of imports, improving the country’s terms of trade. However, this “optimal tariff” argument invites retaliation and can make everyone worse off.

Despite the arguments in favour, trade protection imposes significant costs. Economists generally agree that protection should be used sparingly, if at all, because the costs usually outweigh the benefits.

In recent years, the world has seen a resurgence of protectionist sentiment, sometimes called “new protectionism”. This is particularly notable because it has occurred alongside the growth of globalisation, suggesting that the relationship between openness and protection is complex and contested.

How should we evaluate globalisation, free trade and protection? The weight of economic evidence suggests that free trade, on balance, raises global living standards. The expansion of world trade since the Second World War has coincided with the most sustained period of economic growth in history, and hundreds of millions of people have been lifted out of poverty.

For developing countries, the imperative is to use trade strategically. Unilaterally free trade is rarely the best policy. Temporary protection for infant industries, investment in education and infrastructure, and the gradual opening of markets have been the path followed by nearly every country that has successfully industrialised, from Germany and Japan in the 19th century to China and Vietnam in the modern era.
