GCSE British Sign Language: Inside the Consultation on a Brand New Subject | GCSE新设英国手语科目:内容征求意见全解读

📚 GCSE British Sign Language: Inside the Consultation on a Brand New Subject | GCSE新设英国手语科目:内容征求意见全解读

British Sign Language is one of the UK’s indigenous languages, yet for decades it had no place in the national school curriculum. That changed when the government committed to creating a GCSE in BSL, and the qualification has since been shaped through formal public consultations run by the Department for Education and Ofqual. This article unpacks what was consulted on, what the proposed subject content actually contains, and what the new qualification means for students, teachers and schools.

英国手语(British Sign Language, BSL)是英国本土语言之一,但几十年来它始终没有进入国家学校课程体系。政府承诺开设 BSL GCSE 之后,这一局面开始改变,而该资格的最终样貌,正是通过教育部(DfE)与资格与考试管理办公室(Ofqual)的正式公众咨询逐步成形的。本文将梳理咨询到底征询了什么、拟议科目内容包含哪些板块,以及这门新资格对学生、教师和学校意味着什么。

1. Why a BSL GCSE Is a Historic Shift | 为什么 BSL GCSE 是一次历史性转变

BSL was formally recognised by the UK government as a language in its own right in 2003, and the British Sign Language Act 2022 added further legal weight by requiring public bodies to promote and facilitate the use of BSL. According to the British Deaf Association, around 151,000 people in the UK use BSL as their first or preferred language, while the 2021 Census recorded roughly 22,000 people in England and Wales using it as their main language.

BSL 于 2003 年被英国政府正式承认为一门独立语言;2022 年《英国手语法》进一步赋予其法律地位,要求公共机构推广和便利 BSL 的使用。据英国聋人协会(British Deaf Association)估计,全英约有 15.1 万人将 BSL 作为第一语言或首选语言;2021 年人口普查则记录到英格兰和威尔士约有 2.2 万人将 BSL 作为主要语言。

Until now, a learner who wanted a formal BSL qualification had to look outside school, typically at adult evening classes or graded signature awards offered by awarding organisations such as Signature or iBSL. A GCSE places BSL alongside French, Spanish and German in the mainstream curriculum, giving it the same status, funding weight and university-recognised currency as other modern languages.

在此之前,想拿到正式 BSL 资格的学习者只能在校外寻找途径,通常是成人夜校课程,或 Signature、iBSL 等颁证机构提供的分级手语证书。而 GCSE 把 BSL 放到了与法语、西班牙语、德语并列的主流课程位置上,使它获得与其他现代语言同等的地位、拨款权重和被大学认可的效用。

The symbolic effect matters as much as the practical one. A nationally regulated qualification signals that BSL is a subject worth studying, not a therapy or a support tool, and it gives deaf young people a curriculum space in which their language is the object of study rather than a barrier to be accommodated.

象征意义与实际意义同样重要。一项受国家监管的资格意味着:BSL 是一门值得学习的学科,而不是一种治疗手段或辅助工具。它也为聋人青少年提供了一个课程空间——在那里,他们的语言是被研究的对象,而不是需要被”迁就”的障碍。

2. How the Consultation Process Works | 咨询流程如何运作

Two separate consultation exercises sit behind the new GCSE, and understanding the division of labour matters. The Department for Education consults on the subject content – essentially, what must be taught and what learners must know, understand and be able to do. Ofqual then consults separately on the assessment arrangements, including assessment objectives, weightings, the structure of components, and the general conditions under which the qualification will be regulated.

这门新 GCSE 背后有两轮彼此独立的咨询,理清分工很重要。教育部(DfE)负责就”科目内容”征求意见——即必须教什么、学习者必须知道什么、理解什么、能做什么。Ofqual 则单独就”评估安排”征求意见,包括评估目标、各目标权重、各组成部分的结构,以及该资格受监管所依据的一般条件。

Both consultations are open to anyone: schools, colleges, awarding organisations, deaf-led charities, teacher unions, parents and individual members of the public. Responses are published in summary form alongside the government’s decision, and consultation responses frequently produce visible changes – for example, adjustments to the balance between receptive and productive skills, or clarifications about how regional variation in BSL should be handled.

两轮咨询都向所有人开放:学校、学院、颁证机构、聋人主导的慈善组织、教师工会、家长以及社会公众个人。咨询结果会以摘要形式与政府的决定一并公布,而反馈意见往往会带来可见的修改——例如调整接受性技能与产出性技能的比例,或澄清应如何处理 BSL 的地区变体问题。

A key point for candidates and teachers is that consultation documents are proposals, not final specifications. Nothing should be treated as examinable until the awarding organisations publish their accredited specifications, which is where the actual syllabus detail, set texts and assessment formats live.

对考生和教师而言,关键一点是:咨询文件是”提案”,不是最终大纲。在颁证机构发布经认证的考试说明(specification)之前,任何内容都不能算作可考内容——真正的教学大纲细节、指定材料与评估形式都写在那里。

3. The Overall Shape of the Proposed Subject Content | 拟议科目内容的总体框架

The proposed content follows the established architecture of modern foreign language GCSEs, adapted for a visual-spatial language. Learners are expected to develop competence across four overlapping areas: understanding BSL when it is signed to them, signing BSL themselves to communicate meaning, interacting with other signers in real time, and understanding the cultural and linguistic context in which BSL exists.

拟议内容沿用了现代外语 GCSE 的既定架构,并针对视觉—空间语言作了调整。学习者需要在四个相互重叠的领域发展能力:看懂他人打出的 BSL;自己用手语表达意义;与他人实时互动交流;以及理解 BSL 所赖以存在的文化与语言背景。

A crucial design principle is that BSL is treated as a language of study in its own right, not as a signed code for English. Examiners and curriculum designers have stressed that learners must not simply translate word-for-word from English. BSL has its own grammar, its own word order conventions and its own ways of marking time, plurality, negation and emphasis – all of which differ structurally from English.

一条关键设计原则是:BSL 被当作一门独立的语言来学,而不是英语的手势代码。考试与课程设计者反复强调,学习者不能简单地从英语逐词翻译。BSL 有自己的语法、自己的词序习惯,以及表达时间、复数、否定与强调的独特方式——这些在结构上都与英语不同。

The proposed content is organised around a small number of thematic contexts rather than a long list of isolated topics. This mirrors how language actually works: vocabulary and structures are learned because they are needed to talk about something meaningful, not because they appear on a word list.

拟议内容围绕少数几个主题情境来组织,而不是罗列一长串孤立话题。这符合语言运作的真实方式:词汇与结构之所以被学习,是因为谈论有意义的内容需要它们,而不是因为它们出现在单词表上。

4. The Three Thematic Areas in Detail | 三大主题领域详解

Three broad thematic areas anchor the proposed content, and each is designed to be revisited at increasing levels of complexity across the course rather than taught once and abandoned. The first is identity and daily life – family, friends, routines, interests, health and wellbeing, and the way signers describe themselves and the people around them.

拟议内容以三大主题领域为锚点,每个主题都会在课程推进中被反复回到、逐层加深,而不是讲过一次就丢开。第一个是身份与日常生活——家庭、朋友、日常作息、兴趣爱好、健康与身心状态,以及打手语者如何描述自己和身边的人。

The second theme is school and education: subjects, timetables, opinions about school, aspirations, and the experience of education from a deaf perspective. This theme has an obvious personal relevance for many learners and provides rich material for expressing opinion, comparison and justification.

第二个主题是学校与教育:科目、课表、对学校的看法、未来志向,以及从聋人视角出发的教育经历。这一主题对许多学习者有直接的切身相关性,也为表达观点、进行比较和说明理由提供了丰富素材。

The third theme is work, careers and volunteering: jobs, workplaces, part-time work, skills, ambitions and community involvement. Running through all three themes is a sustained strand on deaf culture, community and history, which we return to in section 6.

第三个主题是工作、职业与志愿服务:职业、职场、兼职、技能、职业抱负以及社区参与。贯穿这三大主题的,是一条关于聋人文化、社群与历史的持续性线索——我们会在第 6 节展开讨论。

Theme Typical contexts Language functions
Identity and daily life Family, friends, routines, hobbies, health Describing, comparing, expressing feelings
School and education Subjects, teachers, exams, future study Opinion, justification, narration
Work and volunteering Jobs, workplaces, skills, community roles Applying, negotiating, persuading

5. Grammar and Visual-Spatial Linguistics | 语法与视觉—空间语言学

Where BSL differs most sharply from spoken languages is in its use of space. Signers establish referents at specific locations in the signing space and then refer back to them by pointing or by directing a verb towards that location. This means the “grammar” of a sentence is partly spatial: moving a sign to a different location changes who did what to whom.

BSL 与有声语言差异最大的地方在于对空间的运用。打手语者会在手语空间的特定位置”设定”指称对象,之后通过指向或把动词朝该方向打出,来再次提到它。这意味着句子的”语法”部分上是空间性的:把一个手语移到不同位置,就改变了”谁对谁做了什么”。

Non-manual features are equally grammatical, not decorative. Eyebrow position, head tilt, mouth pattern, eye gaze and body shift all carry meaning. A raised eyebrow can mark a yes/no question; a lowered brow combined with a head tilt can mark a conditional clause; mouth morphemes can signal adjectival or adverbial meaning. Learners who ignore these features produce something that looks like BSL but does not function as BSL.

非手动特征同样具有语法功能,并非装饰性的。眉毛位置、头部倾斜、口型、目光注视与身体位移都承载意义:扬眉可以标记一般疑问句;皱眉配合头部倾斜可以标记条件从句;口型语素可以表达形容词性或副词性含义。忽视这些特征的学习者,打出来的东西看似 BSL,却并不真正起 BSL 的作用。

Other core structures include topic-comment ordering, in which the topic is established first and the comment follows; the use of classifiers to represent how objects are handled, moved or located; directional and agreement verbs; and simultaneity, where two pieces of information are conveyed at the same time by the two hands or by hand plus face.

其他核心结构还包括:话题—评述语序,即先确立话题、再给出评述;使用分类词(classifier)表达物体如何被握持、移动或放置;方向动词与一致性动词;以及同时性——用双手或”手+面部”同时传达两条信息。

One practical consequence for assessment is worth noting. BSL has no universally used standard written form, although notation systems such as SignWriting exist. Any assessment of knowledge about language must therefore be mediated through English text or video, and the consultation specifically invited views on how to handle this without turning the qualification into a test of English literacy.

这一点对评估有一个实际影响值得注意:尽管存在 SignWriting 之类的记写系统,BSL 并没有被普遍使用的标准书面形式。因此,任何关于”语言知识”的考查都必须借助英语文本或视频来中介,而咨询正是专门就此征求意见:如何在不让该资格变成英语读写测试的前提下处理这个问题。

6. Deaf Culture, Community and Identity | 聋人文化、社群与身份认同

Language and culture are inseparable, and the proposed content includes explicit study of deaf culture, deaf history and the deaf community. This includes landmark moments such as the recognition of BSL in 2003 and the passage of the BSL Act 2022, the history of deaf schools and deaf clubs, and the role of deaf arts, poetry and storytelling in transmitting culture visually.

语言与文化不可分割,拟议内容明确包含对聋人文化、聋人历史与聋人社群的学习。这涵盖诸如 2003 年 BSL 获得承认、2022 年《英国手语法》通过等标志性节点,聋校与聋人俱乐部的历史,以及聋人艺术、诗歌与叙事在视觉化文化传承中的作用。

An important nuance concerns terminology and diversity. Not all deaf people use BSL; many use speech, lipreading, hearing technology or a combination. Not all BSL users are deaf – interpreters, hearing family members, siblings and children of deaf adults also sign. Learners are expected to understand this diversity rather than to treat one experience as representative of all.

有一个重要而细微的区分涉及术语与多样性:并非所有聋人都使用 BSL,许多人使用口语、唇读、听力技术或兼而有之。也并非所有 BSL 使用者都是聋人——手语译员、健听家庭成员、兄弟姐妹以及聋人父母的健听子女同样打手语。学习者需要理解这种多样性,而不是把某一种经历当作所有聋人的代表。

This element of the course also touches on historical debate about language deprivation and oralist education, in which deaf children were historically discouraged or prevented from signing. Understanding that history helps explain why the arrival of a BSL GCSE carries such weight within the deaf community, and why consultation responses from deaf-led organisations were closely watched.

课程中的这一部分还涉及关于语言剥夺与口语主义教育的历史争论——历史上,聋童曾被劝阻甚至被禁止使用手语。理解这段历史,有助于解释为什么 BSL GCSE 的出现会在聋人社群中具有如此分量,以及为什么来自聋人主导机构的咨询反馈备受关注。

7. Assessment Objectives and Weightings | 评估目标与权重

Assessment objectives describe the skills the qualification is designed to measure, and every mark awarded must map onto one of them. For a language GCSE they typically separate receptive skill (understanding), productive skill (expressing), interactional skill (taking part in real exchanges) and knowledge about language and culture.

评估目标(Assessment Objectives, AO)描述该资格旨在测量的技能,每一个给出的分数都必须对应到其中一项。对语言类 GCSE 而言,通常会区分接受性技能(理解)、产出性技能(表达)、互动技能(参与真实交流)以及关于语言与文化的知识。

A likely structure for a BSL GCSE would distinguish between understanding BSL signed by others, producing BSL independently, interacting with another signer, and demonstrating knowledge of BSL linguistics and deaf culture. The consultation invited views on how these objectives should be weighted, since the balance sends a strong signal about what the course values.

BSL GCSE 可能的框架会区分:理解他人打出的 BSL、独立产出 BSL、与另一位手语
