📚 GCSE Modern Foreign Languages 9-1 Grading: Rules and Requirements Explained | GCSE现代外语9至1评分科目规则与要求详解
GCSE Modern Foreign Languages (MFL) was one of the first subjects to move to the numerical 9-1 grading scale in England, with the reformed specifications first taught from September 2016 and first examined in summer 2018. For students, parents and tutors, the rules are not simply “9 is the top grade”. Tiering, 25% skill weightings, teacher-conducted speaking tests and post-hoc grade boundaries all shape the final result. This guide sets out the complete rulebook, from the DfE subject content to the moment a raw mark becomes a grade.
GCSE现代外语(MFL)是英格兰最早改用数字9至1评分制的科目之一:改革后的规范自2016年9月起首次教学,2018年夏季首次考试。对学生、家长和辅导老师来说,规则不只是”9分最高”这么简单。分层考试、四项技能各占25%、由教师主持的口语考试,以及考后设定的等级界限,都会影响最终成绩。本文完整梳理这套规则,从教育部(DfE)科目内容到原始分换算为等级的每一个环节。
1. The 9-1 Scale and the MFL Reform | 9至1分制与现代外语改革
The 9-1 scale replaced A*-G in England from 2015 onwards. Grade 9 is the highest award, grade 1 the lowest, and U means ungraded. There is no grade 10. Ofqual anchored the new scale to the old one so that grade 4 matches the old grade C and grade 7 matches the old grade A; grade 9 is deliberately more demanding than the old A*.
自2015年起,英格兰用9至1分制取代A*至G。9分为最高等级,1分为最低等级,U表示未评级,不存在”10分”。Ofqual将新分制与旧分制锚定:4分对应旧制的C,7分对应旧制的A;而9分被刻意设定得比旧的A*更难获得。
For MFL specifically, the reformed GCSE was first taught in September 2016 and first awarded in summer 2018. A further, current generation of specifications was published for first teaching from September 2024, with first examination in summer 2026, and a reduced Department for Education vocabulary list of roughly 1,200 core words.
就现代外语而言,改革后的GCSE于2016年9月首次教学,2018年夏季首次颁发成绩。此后新一代规范已发布,自2024年9月起首次教学,2026年夏季首次考试,并由教育部规定了约1200个核心词的缩减版词汇表。
Two terms are worth remembering because they appear constantly in school reporting:
有两个术语需要牢记,因为它们在学校的成绩报告中反复出现:
- Standard pass – grade 4 or above. | 标准及格——4分及以上。
- Strong pass – grade 5 or above. | 强及格——5分及以上。
Note that a “pass” in GCSE MFL is a reporting convention, not a legal certificate threshold: any grade from 1 to 9 is a graded, certificated result.
需要注意的是,现代外语中的”及格”是一种成绩报告惯例,并非法定的证书门槛:1至9分的任何等级都属于已评级的正式成绩。
2. Exam Boards and Specifications | 考试局与考试规范
All GCSE MFL qualifications in England must satisfy two documents: the DfE subject content for GCSE modern foreign languages and the Ofqual general conditions for GCSE. Within that framework, five boards offer the qualification, each with its own specification, paper codes and mark schemes.
英格兰所有GCSE现代外语资格都必须同时满足两份文件:教育部关于GCSE现代外语的科目内容,以及Ofqual的GCSE通用条件。在此框架内,共有五家考试局提供该资格,各有自己的规范、试卷代码与评分方案。
| Board | Notes |
| AQA | Largest entry for French, Spanish and German. |
| Pearson Edexcel | Strong in community languages and international centres. |
| OCR | Offers French, German, Spanish and others. |
| Eduqas / WJEC | Widely used in Wales and in parts of England. |
| CCEA | Northern Ireland based. |
Your school chooses the board and the language; a student cannot usually switch board independently. The most common languages are French, Spanish and German, but Italian, Mandarin Chinese, Polish, Russian, Urdu, Arabic, Japanese, Punjabi and Bengali are also available at some boards.
考试局与语言由学校选择,学生通常无法自行更换。最常见的语言是法语、西班牙语和德语,但部分考试局还提供意大利语、汉语普通话、波兰语、俄语、乌尔都语、阿拉伯语、日语、旁遮普语和孟加拉语。
3. Tiering: Foundation and Higher | 分层:基础层与高级层
GCSE MFL is a tiered qualification. Students are entered either at Foundation tier or at Higher tier, and the tier is chosen by the school, normally after Year 11 mock examinations. The tiers target different grades, and no single candidate can be entered for both.
GCSE现代外语是分层考试资格。学生要么进入基础层,要么进入高级层,由学校决定,通常依据11年级模拟考试成绩。两层对应不同等级区间,同一考生不能同时报考两层。
| Tier | Available grades |
| Foundation | 1 to 5 |
| Higher | 4 to 9, with 3 permitted |
The Higher tier “safety net” allows a candidate who narrowly misses grade 4 to be awarded grade 3 rather than U. This was introduced by Ofqual precisely so that a bad day in a Higher tier paper does not wipe out a certificated result.
高级层的”安全网”规定:若考生以微弱差距未达到4分,可被授予3分而非U。Ofqual引入这一机制,正是为了避免高级层一次发挥失手就完全失去有效成绩。
Practical implications:
实际影响如下:
- Foundation candidates cannot access grades 6 to 9, however well they perform on the day. | 基础层考生无论当天表现多好,都无法获得6至9分。
- A Higher tier paper is longer, faster and uses more complex language and tenses. | 高级层试卷更长、语速更快,语言和时态更复杂。
- If a candidate is borderline, teachers typically look at the four skills separately, not just the overall mock percentage. | 若考生处于边缘,教师通常分别看四项技能,而非只看模拟考总分百分比。
4. The Four Skills and the 25% Weighting | 四项技能与各占25%的权重
Reformed GCSE MFL abandoned controlled assessment entirely. The qualification is now 100% examination, split equally across four skills, each worth 25% of the total GCSE.
改革后的GCSE现代外语完全取消了受控评估(controlled assessment)。该资格现为100%考试,均匀分为四项技能,各占总成绩的25%。
| Paper | Skill | Weighting |
| Paper 1 | Listening | 25% |
| Paper 2 | Speaking | 25% |
| Paper 3 | Reading | 25% |
| Paper 4 | Writing | 25% |
Because the weighting is equal, a candidate who is excellent at reading and writing but weak in listening and speaking will lose roughly half of the potential marks. In MFL, balance beats specialisation.
由于权重均等,阅读与写作很强、但听力与口语薄弱的学生,会损失大约一半的潜在分数。在现代外语中,均衡比偏科更重要。
5. Listening and Reading: How Objective Marking Works | 听力与阅读:客观题如何给分
Listening and Reading are objective papers. Every question has a pre-defined correct answer written into the mark scheme, so marking is deterministic and no examiner judgement is involved. Questions use multiple choice, matching, gap fill, short answer, and true or false with justification.
听力与阅读是客观题试卷。每道题在评分方案中都有预先规定的正确答案,因此评分是确定的,不涉及考官的主观判断。题型包括多项选择、配对、填空、简答,以及需要说明理由的判断正误。
Two features matter for scoring:
有两点对得分至关重要:
- Answers may be required in English or in the target language, depending on the question. Reading it carefully is part of the skill. | 作答语言可能是英语,也可能是目标语,取决于题目要求。仔细读题本身就是技能的一部分。
- Reading papers normally include a translation from the target language into English. Translation accuracy is marked point by point. | 阅读卷通常包含一段目标语译为英语的翻译题,翻译按要点逐条给分。
Typical paper lengths at the old generation of specifications were around 35 minutes for Foundation Listening, 45 minutes for Higher Listening, 45 minutes to 1 hour for Foundation Reading and 1 hour for Higher Reading. The 2024 onwards specifications vary slightly by board, so always check the current specification for your own board.
旧一代规范中,试卷时长大致为:基础层听力约35分钟,高级层听力约45分钟,基础层阅读45分钟至1小时,高级层阅读1小时。2024年起的新规范各考试局略有差异,请务必查阅自己考试局的最新规范。
For reading, a useful rule of thumb:
对于阅读部分,有一条实用的经验法则:
Marks per minute ≈ total marks ÷ total minutes
If a paper has 60 marks in 60 minutes, that is one mark per minute. Candidates who spend four minutes on a two-mark question will run out of time at the end, where the translation usually sits.
若试卷为60分钟内完成60分,即每分钟1分。把4分钟花在一道2分的题上,考生往往在最后(通常正是翻译题所在位置)时间不够。
6. Writing: Tasks and Mark Schemes | 写作:任务与评分标准
Writing is the most complex paper to mark because it combines content and language quality. Most boards split the mark scheme into two dimensions: communication and content, and knowledge and accurate use of language.
写作是评分最复杂的试卷,因为它同时考察内容与语言质量。多数考试局把评分方案分为两个维度:内容交际,以及语言知识与准确运用。
Foundation writing typically includes short descriptive tasks, a longer structured task, and a translation from English into the target language. Higher writing typically includes a longer essay-style task of roughly 90 words, an extended task of around 150 words, and a translation both ways.
基础层写作通常包括简短的描述性任务、篇幅较长的结构化任务,以及一段英译目标语的翻译。高级层写作通常包括约90词的作文式任务、约150词的长篇任务,以及双向翻译。
What the mark scheme rewards:
评分方案奖励的内容:
- Range of vocabulary and structures, including more than one tense. | 词汇与结构的多样性,包括使用不止一个时态。
- Accuracy, especially verb endings and adjective agreement. | 准确性,尤其是动词词尾和形容词性数配合。
- Coherence, with connectives and clear paragraphing. | 连贯性,使用连接词并合理分段。
- Task completion: answering every bullet point in the question. | 任务完成度:回答题目中的每一个要点。
A common misunderstanding is that long writing automatically scores highly. In fact, a 150-word answer with repetitive structures scores lower than a 120-word answer with varied tenses and accurate agreement.
一个常见误解是写得越长分越高。实际上,一篇结构重复的150词作文,得分会低于一篇时态多样、配合准确的120词作文。
7. Speaking: Teacher-Conducted, Board-Marked | 口语:教师主持、考试局评分
Speaking is the paper that most confuses students, because it is not marked by their own teacher. The teacher conducts and records the test; the recording is then sent to the exam board, where a trained examiner marks it against the published criteria. This is external assessment, not coursework and not moderation.
口语是最令学生困惑的试卷,因为它并非由自己的老师打分。教师负责主持并录音,录音随后提交考试局,由受训考官依据公布的标准评分。这属于外部评估,既不是课程作业,也不是校内审核。
A typical speaking test contains three parts:
典型的口语考试包含三个部分:
- Role play – a short transactional scenario with unprepared elements. | 角色扮演——简短的交际情境,含未准备内容。
- Photo card or picture-based task – describing a picture and answering follow-up questions. | 图片卡任务——描述图片并回答追问。
- General conversation – a discussion based on two or three topic areas studied. | 一般对话——围绕两到三个已学主题展开讨论。
Candidates normally receive preparation time before the test, usually around 10 to 15 minutes, during which they may make notes but not write a full script. Reading from a prepared script is penalised under most mark schemes.
考生通常在考试前获得准备时间,一般为10至15分钟,期间可以做笔记,但不得写出完整稿件。按照多数评分方案,照稿朗读会被扣分。
Speaking marks are usually split between communication and interaction on one hand, and knowledge and accurate use of language on the other. Because the whole test is recorded, a candidate who freezes for one part can still recover marks in the general conversation.
口语分数通常分为两部分:一方面是交际与互动,另一方面是语言知识与准确运用。由于全程录音,某个环节卡住的考生仍可在一般对话部分追回分数。
8. Grammar and Vocabulary Requirements | 语法与词汇要求
The DfE subject content defines the grammar and vocabulary every board must assess. Boards publish a vocabulary list derived from that content, and examiners may use any word on the list in any paper.
教育部的科目内容规定了所有考试局必须考查的语法与词汇。各考试局会据此发布词汇表,考官可在任何试卷中使用表中的任何词汇。
Vocabulary size, in broad terms:
词汇量大致如下:
| Specification generation | Core vocabulary |
| 2016 onwards | Roughly 1,200 words at Foundation, extended further at Higher |
| 2024 onwards | Around 1,200 core words defined by
