📚 Supporting Students with Special Educational Needs in Mainstream Classrooms: A Teacher Training Guide | 特殊教育需求学生如何在普通课堂被支持:教师培训指引
Roughly one in five learners will have a special educational need at some point in their school career, and the overwhelming majority of them are taught in ordinary mainstream classrooms by ordinary subject teachers. Inclusion is therefore not a specialist add-on; it is a core professional skill. This guide sets out the legal framework, the four broad areas of need, and, most importantly, the everyday strategies – differentiation, Universal Design for Learning, scaffolding, de-escalation and partnership with families – that turn inclusion from rhetoric into routine practice.
大约每五名学习者中就有一人在求学过程中会出现特殊教育需求,而其中绝大多数都在普通课堂中,由普通的学科教师授课。因此,融合教育并非”专家附加项”,而是每一位教师的核心专业能力。本文梳理法律框架、四类广泛需求领域,以及最关键的日常策略——差异化教学、通用学习设计、支架式支持、情绪降级与家校合作,让融合从口号变成常规实践。
1. What ‘SEN’ Actually Means in Law and in Policy | 法律与政策中”特殊教育需求”的真实含义
A learner has special educational needs when they have a significantly greater difficulty in learning than the majority of others of the same age, or a disability that prevents them from making use of general educational facilities. Crucially, the definition is comparative and functional: it is about the gap between what the learner can do and what the environment currently offers, not about a diagnostic label.
当一名学习者的学习困难显著大于同年龄段的大多数人,或其所拥有的障碍使其无法利用一般教育设施时,即可认为其具有特殊教育需求。关键在于,这一定义是比较性的、功能性的:它关注的是学习者当前能力与环境所提供支持之间的差距,而不是一个诊断标签。
In England, the Children and Families Act 2014 and the SEND Code of Practice 0-25 (2015) create two levels of provision: SEN Support in school, and an Education, Health and Care Plan (EHCP) for learners with the most complex needs. In the United States the equivalents are the IEP under IDEA and the Section 504 plan; in international schools the term Individual Education Plan is still widely used.
在英格兰,《2014 年儿童与家庭法》及《0-25 岁特殊教育需求与障碍实务守则(2015)》确立了两个层级的支持:校内的”特殊教育需求支持(SEN Support)”,以及面向需求最复杂学习者的”教育、健康与照护计划(EHCP)”。美国的对应制度是 IDEA 下的 IEP 与 504 条款计划;在国际学校中,”个别教育计划(IEP)”这一说法仍被广泛使用。
Language matters as much as law. Person-first phrasing (‘a student with dyslexia’) is generally preferred in UK policy, while many autistic and Deaf communities prefer identity-first phrasing (‘an autistic student’, ‘a Deaf student’). The safest professional habit is to follow the preference of the individual and their family, and to avoid deficit words such as ‘suffers from’ or ‘low ability’.
语言与法律同样重要。英国政策通常偏好”以人为本”的表述(如”一名有阅读障碍的学生”),而许多自闭症与聋人群体更偏好”身份优先”的表述(如”一名自闭症学生””一名聋人学生”)。最稳妥的专业习惯是遵循当事人及其家庭的偏好,并避免使用”患有……””低能力”等缺陷性措辞。
2. The Four Broad Areas of Need | 四类广泛需求领域
The SEND Code of Practice groups need into four broad areas. These are planning categories, not diagnoses: a single learner may have needs in two or three areas at once, and the categories describe what support is required rather than what is ‘wrong’ with the child.
| Communication and interaction | 沟通与互动 | Speech, language and communication needs (SLCN), autism | 言语、语言与沟通需求、自闭症 | Literal language, visual supports, processing time, pre-taught vocabulary | 直白语言、视觉支持、给予加工时间、提前教词汇 |
| Social, emotional and mental health | 社会、情绪与心理健康 | ADHD, anxiety, attachment difficulties, school refusal | 注意缺陷多动障碍、焦虑、依恋困难、拒学 | Predictable routines, movement breaks, co-regulation, clear boundaries | 可预测的常规、活动休息、共同调节、清晰边界 |
| Sensory and/or physical | 感官与/或身体 | Vision impairment, hearing impairment, physical disability, sensory processing differences | 视力障碍、听力障碍、肢体障碍、感官加工差异 | Seating position, accessible resources, adapted equipment, acoustics | 座位安排、可及资源、调整设备、声学环境 |
A teacher does not need to diagnose, but must be able to describe. The professional skill is to write down what you actually observe – ‘reads two years below chronological age and avoids copying from the board’ – rather than an unverified label, because that description is what triggers the right provision.
教师不需要做出诊断,但必须具备”描述”能力。核心专业技能是记录你真实观察到的现象——例如”阅读水平低于实际年龄两年,且回避从黑板抄写”——而非未经核实的标签,因为正是这种描述才能触发正确的支持措施。
3. Medical versus Social Model of Disability | 残疾的医学模式与社会模式
The medical model locates the problem inside the learner and seeks to ‘fix’ or ‘normalise’ them. The social model locates the barrier in the environment, the curriculum and the attitudes of the institution. Modern practice, and the SEND Code of Practice itself, is closer to the social model: the question shifts from ‘what is wrong with this student?’ to ‘what is it about this lesson that is disabling them?’
医学模式把问题定位在学习者身上,试图”修复”或”使其正常化”;社会模式则把障碍定位于环境、课程与机构态度之中。现代实践以及《特殊教育需求实务守则》本身都更靠近社会模式:提问方式从”这名学生有什么问题”转变为”这节课的哪个环节使他处于被障碍状态”。
A biopsychosocial position is realistic in a busy classroom. Neurological differences are real, but the level of difficulty a learner experiences is almost always mediated by context: a dyslexic student in a text-heavy, timed, silent classroom is disabled; the same student in a lesson with audio versions, word banks and flexible timing may thrive.
在繁忙的课堂中,生物—心理—社会取向更为现实:神经学差异确实存在,但学习者体验到的困难程度几乎总是由情境中介的。同一名有阅读障碍的学生,在文本密集、限时、要求安静的课堂中会被”致障”;而在提供音频版本、词汇表和弹性时间的课堂中,则可能表现出色。
Practical translation: before requesting a teaching assistant or a diagnosis, ask what can be removed, added or changed in the task itself. Reducing copying, providing a printed diagram, allowing a laptop or extending time are environmental changes that cost nothing and often yield immediate gains.
实践转化是:在申请助教或转介诊断之前,先问”任务本身可以删减、增加或改变什么”。减少抄写量、提供打印好的图示、允许使用笔记本电脑或延长时间,都是零成本的环境调整,却往往带来立竿见影的改善。
4. The Graduated Approach: Assess, Plan, Do, Review | 分级响应:评估、计划、执行、复查
The graduated approach is the mechanism by which support is matched to need and then monitored. It is a four-part cycle: Assess the learner’s barriers, Plan the intervention and the expected outcome, Do the support in class, and Review the impact within a fixed timescale – typically one term, or six to eight weeks for a focused intervention.
分级响应是”让支持匹配需求并持续监控”的机制,包含四个环节:评估学习者的障碍所在,计划干预方式与预期产出,执行课堂内的支持,并在固定周期内复查效果——通常为一个学期,针对聚焦型干预则为六至八周。
Provision is usually described in three waves. Wave 1 is quality first teaching for all learners, delivered by the class teacher. Wave 2 is targeted, time-limited small-group support such as a phonics or numeracy catch-up group. Wave 3 is intensive, individualised and often specialist-led. A common error is to jump to Wave 3 for a learner who has never consistently received Wave 1.
支持通常分为三个层级:第一层(Wave 1)是由班级教师向全体学习者提供的高质量一线教学;第二层(Wave 2)是有时限的定向小组支持,如自然拼读或数学补差小组;第三层(Wave 3)是密集的、个别化的、通常由专家主导的支持。常见错误是:对一名从未稳定获得第一层支持的学习者,直接跳到第三层。
Review must be evidence-based and behavioural. Instead of ‘he seems happier’, write ‘out of 20 spelling accuracy scores, mean rose from 8 to 13 over eight weeks; the gain has not yet generalised to free writing’. Comments like this are what SENCOs, educational psychologists and exam access panels need.
复查必须基于证据、可观察。不要写”他看起来更开心了”,而应写”20 次拼写正确率测评中,八周内平均分由 8 提升至 13;该进步尚未迁移到自由写作中”。这样的记录正是特殊教育需求协调员(SENCO)、教育心理学家与考试便利评审所需要的。
5. High-Quality Teaching and Differentiation | 高质量教学与差异化
Quality first teaching is the single most powerful inclusive intervention available. Research on effective instruction converges on a small number of high-leverage practices: small steps, clear modelling, guided practice, frequent questioning, high response rates, and systematic checking for understanding before moving on.
高质量一线教学是现有最强有力的融合干预手段。关于有效教学的研究高度一致地指向少数几项高杠杆实践:小步推进、清晰示范、引导练习、高频提问、高回应率,以及在推进前系统性地检查理解情况。
Differentiation can operate on five axes: task (different text or problem set), outcome (same task, different success criteria), support (scaffolds, prompts, peer or adult help), pace (extended time, reduced quantity), and grouping (flexible, temporary, purposeful). The most sustainable models differentiate by support and outcome rather than by permanently separating learners into ‘easy’ and ‘hard’ groups.
差异化可以在五个维度上操作:任务(不同文本或题组)、产出(相同任务、不同成功标准)、支持(支架、提示、同伴或成人协助)、节奏(延长时间、减少数量)、分组(灵活、临时、有目的)。最可持续的模式是围绕”支持”与”产出”进行差异化,而不是把学习者长期分隔为”简单组”和”困难组”。
Success criteria deserve particular attention. Giving every learner the same three criteria, with the third marked as ‘challenge’, preserves dignity and allows a student with SEN to succeed on criteria 1 and 2 while the rest of the class reaches for criterion 3. Note that success criteria should be visible, stated in learner-friendly language, and referred to during the lesson, not merely displayed.
成功标准尤其值得关注。给所有学习者同样的三条标准,并标注第三条为”挑战项”,既维护了尊严,也让有特殊教育需求的学生能在第一、二条上取得成功,同时其他同学去争取第三条。需要注意的是,成功标准应当可见、用学生能理解的语言表述,并在课堂进行中被反复引用,而不是仅仅张贴出来。
6. Universal Design for Learning as a Planning Habit | 把通用学习设计变成备课习惯
Universal Design for Learning (UDL) proposes that curriculum should be designed from the outset with multiple means of engagement (why we learn), representation (what we learn) and action and expression (how we show it). The logic is anticipatory: design for variability rather than retrofit for individual deficits.
通用学习设计(UDL)主张,课程应从设计之初就提供多元的参与方式(为何学)、呈现方式(学什么)与行动与表达方式(如何展示所学)。其逻辑是前瞻性的:为”多样性”而设计,而不是事后为个体缺陷做补丁。
In practice, UDL looks like this: key vocabulary provided in advance; text available in print, audio and digital formats; instructions given both verbally and visually; a choice of outcomes such as a written paragraph, a labelled diagram or a three-minute recorded explanation; and regular low-stakes retrieval practice with immediate feedback.
在实践中,通用学习设计表现为:提前提供关键词汇;文本同时以纸质、音频和电子形式提供;指令兼顾口头与视觉呈现;产出形式可选择,如一段文字、一张标注图或三分钟录音讲解;以及经常性的低风险提取练习并给予即时反馈。
The efficiency argument is strong. Most UDL adaptations – dual coding, word banks, graphic organisers, worked examples – benefit the whole class and reduce the number of individual adjustments needed later. They also align well with cognitive load theory: if the working memory of a typical learner is limited to about four chunks, the load must be managed for everyone.
其效率论证很有力:双编码、词汇表、图形组织器、范例教学等大多数通用学习设计调整,惠及全班,并减少日后所需的个别化调整数量。它们也与认知负荷理论高度契合:既然典型学习者的工作记忆容量有限,那么负荷管理本就应当面向所有学生。
7. Environment, Routines and Sensory Regulation | 课堂环境、常规与感官调节
Many barriers are physical and predictable, which makes them the easiest to remove. Seating near the front, away from doors and corridors, with a clear line of sight to the teacher and the board, addresses hearing, vision and attention needs simultaneously. Reducing visual clutter on walls – particularly behind the teaching position – improves focus for everyone.
许多障碍是物理性的、可预期的,因此也最容易被消除。把座位安排在前排、远离门窗与走廊、视线可清晰看到教师与黑板,可同时解决听觉、视觉与注意力方面的需求。减少墙面视觉杂乱——尤其是教学位置后方的墙面——对所有人的专注度都有帮助。
Predictability lowers anxiety and therefore lowers behaviour incidents. Visual timetables, a consistent lesson opening routine, an explicit warning two minutes before transitions, and a named place for equipment all reduce the cognitive and emotional load of ‘what happens next’. For learners with autism or anxiety, an unexpected change is not a minor irritation but a genuine threat response.
可预测性降低焦虑,从而减少行为事件。视觉课表、固定的课堂开场流程、转换活动前两分钟的明确提醒,以及物品的固定归属位置,都能降低”接下来会发生什么”所带来的认知与情绪负荷。对自闭症或焦虑的学习者而言,突发变化不是小小的打扰,而是真实的威胁反应。
Build sensory regulation into the lesson rather than treating it as a reward. Legitimate options include a standing desk, a permitted movement task such as handing out resources, a discreet fidget tool, chewable items, ear defenders during independent work, and access to a quiet space without negotiation. Crucially, these supports should never be withdrawn as a punishment, because removing a regulation tool escalates rather than teaches.
把感官调节嵌入课堂,而不是把它当作奖励。合理选项包括:站立式书桌、被允许的走动任务(如分发材料)、低调的减压小工具、可咬嚼的物品、独立作业时的降噪耳罩,以及无需讨价还价即可进入的安静空间。关键在于,这些支持绝不应作为惩罚被撤销,因为撤走调节工具只会加剧失控,而不会带来教育效果。
8. Instruction, Language and Scaffolding | 指令、语言与支架
Instructional language is where inclusion is won or lost. Give one instruction at a time, in the order you want it carried out, using the learner’s name first to secure attention, then a short imperative sentence, then a pause. Avoid embedding instructions inside long explanations, and avoid indirect forms such as ‘would you mind perhaps thinking about…’.
教学语言是融合教育成败的关键。一次只给一个指令,按执行顺序给出;先说学生姓名以取得注意,再说一句简短的祈使句,然后停顿。避免把指令埋在长篇讲解中,也避免”你能不能考虑一下……”这类间接表达。
Check understanding by asking the learner to restate the task in their own words, not by asking ‘do you understand?’. This ‘say it back’ technique takes ten seconds, exposes misconceptions immediately, and removes the social pressure of admitting confusion in front of peers.
检查理解的方式是请学习者用自己的话复述任务,而不是问”你懂了吗”。这个”请复述”技巧只需十秒,能立即暴露误解,并消除在同伴面前承认困惑的社交压力。
Scaffolding should be temporary by design. Typical scaffolds include writing frames, sentence starters, substitution tables, partially completed worked examples, keyword mats, graphic organisers, and dual-coded diagrams. Plan the removal: if the scaffold is never withdrawn, the learner becomes dependent on it and cannot demonstrate what they actually know in an examination.
支架在设计上应是临时性的。常见支架包括:写作框架、句子开头、替换表、部分完成的范例、关键词卡、图形组织器,以及双编码图示。要预先规划撤除步骤:如果支架从不撤除,学习者会对它产生依赖,在考试中无法展示自己真正掌握了什么。
Processing time is a legitimate accommodation, not a sign of disengagement. Wait five to ten seconds after asking a question before taking answers; use ‘think, pair, share’ so that reflective learners rehearse before speaking publicly; and allow written responses where oral participation is disproportionately demanding.
加工时间是合理的便利措施,而不是”不参与”的表现。提问后等待五到十秒再请人回答;使用”思考—同伴讨论—分享”结构,让反思型学习者在公开发言前先进行演练;在口头参与负担过重时,允许以书面形式回应。
9. Behaviour as Communication | 行为即沟通
Behaviour that challenges is usually functional, not arbitrary. It typically serves one of four purposes: escape from a demanding or aversive task, attention from adults or peers, access to a tangible item or activity, or sensory stimulation. Identifying the function through simple ABC recording – Antecedent, Behaviour, Consequence – is the foundation of an effective plan.
挑战性行为通常具有功能性,而非随意发生,往往服务于四种目的之一:逃避高难度或令人不适的任务、获得成人与同伴的关注、获取某项实物或活动,或获得感官刺激。通过简单的 ABC 记录(前因—行为—后果)识别其功能,是制定有效方案的基础。
Once the function is known, the response changes. If the function is escape from writing, reduce the writing demand and teach a legitimate requesting phrase such as ‘I need a break’. If the function is attention, provide frequent proactive attention so that the student does not have to earn it through disruption. Sanctions that do not address the function reliably make things worse.
一旦明确了功能,应对方式就会改变。若功能是逃避写作,就降低写作要求,并教学生使用合理的求助语,如”我需要休息一下”。若功能是获取关注,就主动、高频地给予关注,使学生无需通过扰乱行为来换取。不针对功能设计的惩戒措施,只会让情况稳定地变得更糟。
Escalation is a physiological event before it is a behavioural one. When a learner is in a stress response, the prefrontal cortex is effectively offline and reasoning, bargaining and moral appeals will not work. Use co-regulation first: lower your voice and slow it down, reduce the audience, remove the demand temporarily, offer a genuine choice, then return to the learning conversation later when the learner is calm.
失控首先是生理事件,其次才是行为事件。当学习者处于应激反应中时,前额叶实际上已离线,讲道理、讨价还价与道德劝说都不会奏效。应先进行共同调节:降低音量、放慢语速、减少围观者、暂时撤除要求、提供真实可选的选项,待学习者平静后,再回到学习对话中。
10. Social Inclusion, Peer Attitudes and Bullying | 社交融合、同伴态度与欺凌
Academic inclusion without social inclusion is incomplete. Learners with SEN experience bullying at substantially higher rates than their peers, and neurodivergent students are especially vulnerable to social exclusion, which is often subtle, repeated and invisible to adults on duty.
没有社交融合,学业融合就是不完整的。有特殊教育需求的学习者遭受欺凌的比例显著高于同龄人,神经多样性学生尤其容易受到社交排斥——而这种排斥往往隐蔽、反复,且值勤的成人难以察觉。
Structure group work so that participation is scaffolded rather than left to chance: assign roles, provide a role card with sentence starters, keep group size small, and rotate groups so that no learner is permanently ‘the one nobody picks’. Cooperative learning with individual accountability is one of the best-evidenced strategies for improving peer relationships.
把小组合作结构化,让参与得到支架支持,而不是听凭自发:分配角色、提供带有句子开头的角色卡、控制小组规模,并轮换小组,使任何学习者都不会永远成为”没人愿意选的那个人”。具备个体责任制的合作学习,是改善同伴关系证据最为充分的策略之一。
Atmosphere is set by the teacher’s language. Comment on effort and strategy rather than ability, avoid public comparison of scores, avoid seating the same learners together as a visible ‘support table’, and never use a learner’s difficulty as a humorous example. Explicitly teach the class what respectful language about disability sounds like.
班级氛围由教师的语言塑造。评价努力与策略,而不是能力;避免公开比较分数;避免让同一批学习者总是坐在显眼的”帮扶桌”;绝不把某位学习者的困难当作幽默素材。同时应明确地教全班:关于残障的尊重性语言应当如何使用。
11. Working with Parents, Carers and Multi-Agency Teams | 与家长、照护者及多机构团队合作
Parents and carers hold information no assessment can replace: what happened at home last night, what triggers distress, what has already been tried and failed. Treat them as co-experts, not as recipients of decisions. The legal framework in England and many other jurisdictions now places the child and family at the centre of the process.
家长与照护者掌握着任何评估都无法替代的信息:昨晚家里发生了什么、什么会引发情绪崩溃、哪些方法已经尝试过并失败。应把他们视为共同专家,而不是决定的接受方。英格兰及许多其他地区的法律框架,如今都把儿童与家庭置于流程的核心。
Practical partnership tools include a one-page profile written with the learner, a named point of contact, agreed communication channels and frequency, advance notice of changes, and jargon-free explanations of every acronym the school uses. A fifteen-minute phone call at the start of a difficulty prevents months of mistrust.
