The Adult Skills Fund (ASF) is the main stream of public money for adult further education in England. Its funding rules do not apply to every organisation that teaches adults: they bind only bodies that hold a funding agreement or a contract for services with the Department for Education (DfE) or with a devolved authority. 1. What the Adult Skills Fund Is | 什么是成人技能基金

The ASF replaced the Adult Education Budget (AEB) from the 2024/25 academic year. It funds adults aged 19 and over in England to gain skills and qualifications, with priority given to statutory entitlements such as English and maths, first full Level 2 and Level 3, essential digital skills, and the Level 3 free courses for jobs offer.

2. The Contractual Basis: Who the Rules Actually Bind | 合同基础：规则真正约束谁

The funding rules apply to an organisation only once it has signed a grant funding agreement or a contract for services with the DfE (acting through the Education and Skills Funding Agency) or with a devolved authority. Being a college, a charity or an established training company is not, by itself, enough to bring an organisation within scope.

General further education (GFE) colleges are the largest single group of ASF providers and typically hold multi-year grant funding agreements rather than procured contracts. Their ASF allocation covers adult provision from entry level up to Level 3, plus English, maths and digital skills.
