📚 IGCSE Edexcel Business: Human Resource Management Key Revision Points | IGCSE Edexcel

Human resource management (HRM) is the strategic approach to managing people within a business to achieve organisational goals. For your IGCSE Edexcel Business exam, you must understand how firms recruit, train, motivate, reward and retain employees. This revision guide distils the key topics and provides clear, bilingual explanations aligned to the syllabus.

1. The Role of HRM |

HRM involves all activities related to managing the workforce, including workforce planning, recruitment, selection, training, performance management and maintaining healthy employee relations. The function aims to ensure the right people with the right skills are in the right jobs at the right time.

Effective HRM boosts employee productivity, reduces labour turnover and helps the business stay competitive. It also ensures compliance with employment laws, such as those governing working hours, minimum wage and discrimination, thereby reducing legal risks.

2. The Recruitment Process |

Recruitment is the process of identifying the need for a new employee and attracting suitable candidates. The first step is usually to produce a job description, which states the tasks and responsibilities, and a person specification, which outlines the required qualifications, skills and personal qualities.

Businesses can recruit internally or externally. The choice depends on cost, speed and the need for fresh perspectives.

  • Internal recruitment: filling a vacancy from within the existing workforce. It is cheaper, quicker and can motivate employees through promotion opportunities. However, it limits the pool of ideas and may create another vacancy.
  • External recruitment: hiring from outside the organisation. It brings new ideas and skills but is more expensive and takes longer. Advertising, online platforms and recruitment agencies are commonly used.

3. Methods of Selection |

Selection is the process of choosing the most suitable applicant from those recruited. Common methods include application forms, CVs, interviews, psychometric tests, assessment centres and obtaining references.

Interviews are widely used but can be subjective. Psychometric tests measure aptitude or personality and can add objectivity but may cause candidate anxiety. Assessment centres combine multiple activities (e.g. group exercises, presentations) and are considered fairer, though they are expensive and time-consuming.

Employers often use a multi-stage selection process to improve the quality of the final decision and reduce the risk of a poor hire.

4. Types of Training |

Training is essential for improving employee skills, knowledge and productivity. The main categories are on-the-job and off-the-job training.

  • On-the-job training: learning by doing while performing actual tasks, often guided by a supervisor or mentor. It is cost-effective and immediately relevant but quality depends on the trainer and may lack new insights.
  • Off-the-job training: attending courses or workshops away from the workplace. It provides expert instruction and removes work distractions, but is more expensive and may not be directly applicable to everyday operations.

A well-designed induction programme for new employees also reduces the time needed for them to become fully productive and lowers early turnover.

5. Motivation Theories |

Understanding motivation helps businesses design effective reward systems. Three key theories appear consistently in the IGCSE syllabus.

Taylor’s scientific management: Workers are primarily motivated by money. Productivity rises when pay is linked to output, such as piece-rate payment. The approach assumes employees respond mainly to financial incentives.

Maslow’s hierarchy of needs: Human needs are arranged in five levels – physiological, safety, social, esteem and self-actualisation. Once a lower need is substantially satisfied, the next level becomes the dominant motivator. Businesses should aim to satisfy these progressively.

Herzberg’s two-factor theory: Hygiene factors (company policy, salary, working conditions) prevent dissatisfaction but do not motivate. Motivators (achievement, recognition, interesting work) truly encourage employees to perform better. Managers must improve both but recognise only motivators create long-term drive.

6. Financial Rewards |

Financial rewards are monetary payments given to employees in return for their work. Different payment systems have varying effects on motivation and behaviour.

  • Piece rate: paid per item produced. Encourages high output but can reduce quality and safety standards.
  • Time rate (wages): paid per hour worked. Simple to administer but offers no incentive for increased effort.
  • Salary: fixed annual amount paid monthly. Provides security and is common for professional roles, but may not directly reward exceptional performance.
  • Commission: percentage of sales generated. Strongly motivates sales staff but income is unpredictable and can encourage aggressive selling.
  • Profit sharing and bonuses: additional payments based on company profit or individual performance. Fosters loyalty and team effort but depends on overall business health.

7. Non-Financial Rewards |

Non-financial motivators are essential because money alone rarely sustains long-term engagement. They often centre on job design and the working environment.

  • Praise and recognition: simple acknowledgement can increase self-esteem and loyalty.
  • Job rotation: moving employees between tasks to reduce boredom and develop skills.
  • Job enrichment: giving workers more responsibility and control over their work, aligning with Herzberg’s motivators.
  • Empowerment and delegation: allowing lower-level employees to make decisions boosts motivation and innovation.
  • Flexible working and a positive company culture: offering remote working, flexitime or a supportive atmosphere improves work–life balance and retention.

8. Organisational Structure |

Organisational structure defines how tasks are allocated, who reports to whom, and the official lines of communication. Key elements include hierarchy, span of control and chain of command.

Tall structures have many management layers and a narrow span of control. They allow close supervision but slow down communication and decision-making. Flat structures have fewer layers and a wider span of control, encouraging faster communication and greater employee autonomy, but can lead to role overload for managers.

Centralisation keeps decision-making authority at the top levels, ensuring consistency and control. Decentralisation delegates authority to lower levels, which improves employee motivation and enables quicker local responses. Many businesses adopt a mixed approach depending on their strategy and size.

9. Communication in HRM |

Effective communication is vital for HRM because it allows the flow of instructions, feedback and motivation. Common directions are upward (subordinate to manager), downward (manager to subordinate) and horizontal (across departments).

Barriers to effective communication include unclear messages, excessive jargon, information overload, noise, and lack of feedback. These can lead to misunderstandings, errors and demotivation.

Businesses can improve communication by using simple language, encouraging open-door policies, investing in IT systems and holding regular meetings. Clear communication links directly to better employee performance and engagement.

10. Employee Retention and Labour Turnover |

Labour turnover measures the rate at which employees leave a business. The formula is:

Labour Turnover (%) = (Number of Employees Leaving During Period / Average Number of Employees) × 100

A high turnover indicates potential problems such as poor morale, low pay or insufficient career development. It also raises recruitment and training costs.

Another important measure is absenteeism:
