A decrease in market price, perhaps caused by a rightward shift in supply due to technological progress, increases consumer surplus. The shape of the demand curve, determined by its price elasticity, has a significant impact on the size of consumer surplus. When demand is relatively inelastic (steeper curve), the area between the demand curve and price line tends to be larger, implying that consumers place a high value on the good and receive substantial surplus even at higher prices.

However, many consumers who would have bought at equilibrium are now unable to find the product, losing their surplus entirely.

When a government imposes a price floor above equilibrium, for instance minimum wage in the labour market or agricultural price supports, consumer surplus unequivocally declines. Buyers must pay a higher price, and the quantity demanded contracts. The loss in consumer surplus is partly transferred to producers as additional revenue and partly becomes deadweight loss because of the allocative inefficiency.

For example, if a £2 tax is imposed on a good with equilibrium P=10, Q=100, and the new consumer price is £11.50, the lost consumer surplus includes the extra £1.50 per unit on the 90 units still bought plus the surplus on the 10 units no longer consumed.

A per-unit subsidy to producers lowers the cost of production and shifts the supply curve downward or to the right. The market price falls, and the quantity traded rises. Consumers benefit from a lower price and greater availability, so consumer surplus increases. The increase consists of a rectangular gain on the original quantity and a triangular gain on new units consumed.
