1. What Is an Exchange Rate? | 什么是汇率?

An exchange rate is the price of one currency expressed in terms of another. For example, if 1 USD buys 0.85 EUR, the exchange rate is USD/EUR 0.85. There are two common ways to quote rates: direct quotation (domestic currency per unit of foreign currency) and indirect quotation (foreign currency per unit of domestic currency). In IB and CIE exams, clarity in which currency is the base currency is vital.

For policy analysis, economists often use the trade-weighted (effective) exchange rate, which measures a currency against a basket of trading partners’ currencies, weighted by trade shares.

2. Nominal vs Real Exchange Rates | 名义汇率与实际汇率

The nominal exchange rate is the rate you see in the news—simply the price of one currency in terms of another. The real exchange rate adjusts the nominal rate by the ratio of price levels between two countries, measuring the purchasing power of one currency relative to another. The formula is:

名义汇率是新闻中常见的汇率——单纯一种货币用另一种货币表示的价格。实际汇率通过两国物价水平的比率对名义汇率进行调整,衡量一种货币相对于另一货币的购买力。计算公式为:

RER = e × (Pd / Pf)

where e is the nominal exchange rate (foreign currency per unit of domestic currency), Pd is the domestic price level, and Pf is the foreign price level. A rise in the real exchange rate indicates an appreciation in real terms, making domestic goods more expensive abroad, harming competitiveness.

其中 e 为名义汇率(每单位本币可兑换的外币数量),Pd 为本国物价水平,Pf 为外国物价水平。实际汇率上升表示实际升值,使本国商品在海外更贵,损害竞争力。

The real exchange rate is crucial for assessing trade competitiveness. A persistent overvaluation can lead to current account deficits, while undervaluation may boost export-led growth.

3. Exchange Rate Systems | 汇率制度

Economies operate under different exchange rate regimes. The three main types are: floating (freely determined by market forces of supply and demand), fixed (pegged to another currency or basket of currencies by the central bank), and managed float (a mostly market-determined rate with occasional central bank intervention to smooth fluctuations).

各经济体采用不同的汇率制度。三种主要类型为:浮动汇率(完全由市场供求力量决定)、固定汇率(由中央银行钉住另一货币或一篮子货币)和管理浮动汇率(主要由市场决定,央行偶尔干预以平缓波动)。

  • Floating: Exchange rate adjusts automatically; monetary policy independence; but can be volatile and create uncertainty for trade and investment.

  • Fixed: Provides stability and predictability; anchors inflation expectations; requires large foreign reserves and may hinder domestic policy goals.

  • Managed float: Allows market forces while curbing extreme swings; but intervention may be costly and not always effective against persistent pressures.

4. Determinants of Exchange Rates in a Floating System | 浮动汇率制的决定因素

In a floating system, the exchange rate is determined by the demand for and supply of a currency. Factors that increase demand for a currency (e.g. higher interest rates, stronger economic growth, lower inflation, increased exports, speculation) cause an appreciation. Factors that increase supply (e.g. capital outflows, higher imports, lower interest rates) cause a depreciation.

在浮动制度中,汇率由外汇市场供求决定。导致本币需求增加的因素(如更高利率、经济增长强劲、通胀走低、出口增加、投机)会引起货币升值。导致本币供给增加的因素(如资本外流、进口增加、利率下降)会引起贬值。

Interest rate differentials are particularly powerful. If Country A raises interest rates relative to Country B, hot money flows into Country A’s assets, boosting demand for its currency, leading to appreciation. Relative inflation rates also matter: a country with persistently lower inflation sees its currency appreciate in purchasing power parity terms over time.

利差作用尤为显著。若 A 国相对 B 国提高利率,热线将流入 A 国资产,增加对 A 国货币的需求,导致升值。相对通胀率也很重要:持续保持较低通胀的国家,其货币购买力长期会按购买力平价升值。

Speculation can amplify movements. If traders expect a future appreciation, they buy the currency now, increasing demand and making their expectations self-fulfilling.

投机可能放大波动。若交易者预期未来升值,会立即买入该货币,增加需求,使预期自我实现。


5. Central Bank Intervention and Fixed Exchange Rates | 央行干预与固定汇率

To maintain a fixed exchange rate, the central bank uses foreign exchange reserves. If the currency is under depreciation pressure (supply exceeds demand at the fixed rate), the bank must buy its own currency using foreign reserves, reducing the supply of domestic currency and supporting the rate. If appreciation pressure exists, it sells domestic currency to buy foreign assets, expanding supply.

为维持固定汇率,央行动用外汇储备。若货币面临贬值压力(在固定汇率下供给大于需求),央行必须用外汇储备买入本币,减少本币供给,支撑汇率。若存在升值压力,则卖出本币买入外汇资产,扩大供给。

In addition, the central bank can raise interest rates to attract capital inflows, supporting the currency. Alternatively, it can impose capital controls to limit outflows. However, maintaining a fixed rate can conflict with domestic policy goals, as the UK’s exit from the ERM in 1992 demonstrated when high interest rates to defend the pound deepened a recession.

此外,央行可以提高利率吸引资本流入以支撑货币,或实施资本管制限制外流。但维持固定汇率可能与国内政策目标冲突,如 1992 年英国退出欧洲汇率机制(ERM)所示,为捍卫英镑而维持高利率加剧了衰退。


6. Consequences of Exchange Rate Changes | 汇率变动的后果

A depreciation (fall in value) makes exports cheaper and imports more expensive. This can improve the trade balance if the Marshall-Lerner condition holds. It may also boost aggregate demand, increase real GDP and employment, but can cause imported inflation. An appreciation has the opposite effects: exports dearer, imports cheaper, potentially reducing inflationary pressure but harming net exports and domestic output.

货币贬值(价值下跌)使出口更便宜、进口更昂贵。若满足马歇尔-勒纳条件,可改善贸易差额。同时可能增加总需求、提高实际 GDP 和就业,但可能引起输入型通胀。货币升值则产生相反效应:出口更贵、进口更便宜,可能减轻通胀压力,但损害净出口和国内产出。

The impact on the current account balance depends on the price elasticity of demand for exports and imports. Furthermore, depreciation increases the domestic currency value of existing foreign debt, which can strain governments and firms with foreign currency liabilities.
