1. Scarcity: The Fundamental Economic Problem | 稀缺:基本经济问题

Scarcity is the condition where unlimited human wants exceed the limited resources available to satisfy them.

Because resources such as land, labour, capital and enterprise are finite, individuals, firms and governments cannot have everything they desire. This forces everyone to make choices.

Every choice involves a trade-off: using resources for one purpose means they cannot be used for another.

Scarcity is a permanent problem, whereas shortages are temporary and can be resolved by adjusting prices or increasing supply.

2. Factors of Production | 生产要素

The four factors of production are land, labour, capital and enterprise. Each earns a specific reward.

Land includes all natural resources (minerals, water, forests) and earns rent. Labour refers to human effort, both physical and mental, and receives wages or salaries.

Capital is any man-made good used to produce other goods and services, such as machinery and factories; its reward is interest. Enterprise is the ability to combine the other three factors to start a business, bearing the risk in return for profit.

Factors can be geographically and occupationally mobile, although mobility varies. A country’s factor endowment influences what it can produce efficiently.

3. Opportunity Cost and the Production Possibility Curve (PPC) | 机会成本与生产可能性曲线

Opportunity cost is the value of the next best alternative forgone when a choice is made.

For example, if a government spends $10 million on a new highway instead of a hospital, the opportunity cost is the healthcare services lost.

The Production Possibility Curve (PPC) illustrates the maximum combinations of two goods an economy can produce with its existing resources and technology.

Points on the PPC show productive efficiency, while points inside indicate unemployed resources. Moving along the PPC involves an opportunity cost, and if the curve is concave, the opportunity cost increases.

Economic growth, caused by more resources or better technology, shifts the PPC outward.

4. The Three Basic Economic Questions | 三个基本经济问题

Every society must answer three fundamental questions because resources are scarce.

由于资源稀缺,每个社会都必须回答三个基本问题。

What to produce? Societies must decide which goods and services to prioritise, such as more consumer goods or more capital goods.

生产什么?社会必须决定优先生产哪些商品和服务,例如多生产消费品还是多生产资本品。

How to produce? This relates to the methods of production, choosing between labour-intensive and capital-intensive techniques based on resource availability and cost.

For whom to produce? This concerns the distribution of output among members of society, often determined by income levels and the price mechanism.

5. Economic Systems: Market, Planned and Mixed | 经济体制:市场、计划与混合

An economic system is the way a society organises the ownership and allocation of its scarce resources.

经济体制是一个社会组织其稀缺资源的所有权和分配的方式。

In a market economy, resources are owned privately and allocated through the price mechanism, driven by the forces of demand and supply. Consumers and producers make decisions in their own self-interest, resulting in high efficiency and innovation but potentially greater inequality.

In a planned (command) economy, the government owns most resources and makes key decisions about what, how and for whom to produce. It aims for equality and full employment but often suffers from lack of incentives and information problems.

Most economies today are mixed economies, combining market forces with government intervention to correct market failures and provide public goods.

6. Demand: Law and Determinants | 需求:规律与决定因素

Demand is the quantity of a good or service that consumers are willing and able to purchase at various prices in a given period, ceteris paribus.

The law of demand states that there is an inverse relationship between price and quantity demanded: as price falls, quantity demanded rises, causing a downward-sloping demand curve.

需求定律指出,价格与需求量之间存在反向关系:价格下降,需求量上升,因此需求曲线向右下方倾斜。

Movements along the demand curve are caused by a change in the good’s own price, while shifts of the whole curve are caused by changes in non-price determinants. These determinants include income, tastes, prices of substitutes and complements, population and advertising.

沿着需求曲线的移动由该商品自身价格的变化引起,而整条需求曲线的平移则由非价格决定因素的变化造成。这些决定因素包括收入、偏好、替代品和互补品的价格、人口和广告等。

An increase in demand shifts the curve to the right; a decrease shifts it to the left.

7. Supply: Law and Determinants | 供给:规律与决定因素

Supply is the quantity of a good or service that producers are willing and able to offer for sale at various prices over a period, ceteris paribus.

供给是在一定时期内,在其他条件不变的前提下,生产者愿意且能够以各种价格出售的商品或服务的数量。

The law of supply states a direct relationship between price and quantity supplied: as price increases, quantity supplied also increases, resulting in an upward-sloping supply curve.

供给定律指出价格与供给量之间存在正向关系:价格上升,供给量增加,因此供给曲线向右上方倾斜。

Shifts in supply are caused by changes in factors other than the good’s own price, such as costs of production, technology, taxes and subsidies, weather, and the number of sellers.

供给曲线的平移由商品自身价格以外的因素变化引起,例如生产成本、技术、税收与补贴、天气以及卖家数量。

An improvement in technology lowers production costs and shifts supply to the right; an increase in raw material costs shifts supply to the left.

8. Market Equilibrium and the Price Mechanism | 市场均衡与价格机制

Market equilibrium occurs where the quantity demanded equals the quantity supplied, determining the equilibrium price and quantity.

当需求量等于供给量时,市场达到均衡,决定了均衡价格和均衡数量。

If price is above equilibrium, there is excess supply (surplus), putting downward pressure on price. If price is below equilibrium, excess demand (shortage) pushes price upward.

The price mechanism has three key functions: signalling, incentive and rationing. Prices signal information about relative scarcity, provide incentives for producers and consumers to respond, and ration scarce goods to those willing to pay.

In a free market, the price mechanism allocates resources without central planning, responding to changes in demand and supply.

9. Price Elasticity of Demand (PED) | 需求价格弹性

Price elasticity of demand measures the responsiveness of quantity demanded to a change in price.

需求价格弹性衡量需求量对价格变动的反应程度。

PED = %ΔQd / %ΔP

Demand is price elastic if PED > 1 (quantity changes more than price), price inelastic if PED < 1, and unit elastic if PED = 1.

若PED > 1,需求富有弹性(数量变动幅度大于价格);若PED < 1,需求缺乏弹性;若PED = 1,需求为单位弹性。

Determinants of PED include the availability of close substitutes, whether the good is a necessity or luxury, the proportion of income spent on it, and the time period considered.

PED is crucial for firms’ pricing strategies: if demand is inelastic, raising price increases total revenue; if elastic, lowering price can raise total revenue.

10. Price Elasticity of Supply (PES) | 供给价格弹性

Price elasticity of supply measures the responsiveness of quantity supplied to a change in price.

PES = %ΔQs / %ΔP

Supply is price elastic if PES > 1, price inelastic if PES < 1, and unit elastic if PES = 1. A PES of zero indicates perfectly inelastic supply, while infinite PES represents perfectly elastic supply.

若PES > 1,供给富有弹性;若PES < 1,供给缺乏弹性;PES = 1为单位弹性。PES等于零表明完全无弹性供给,无穷大则为完全弹性供给。

The main determinants of PES are the time period (supply is more elastic in the long run), spare production capacity, the ability to store output, and the ease of factor mobility.

Knowledge of PES helps firms plan how quickly they can respond to price changes and market opportunities.

11. Market Failure: Causes and Consequences | 市场失灵:原因与后果

Market failure occurs when the free market fails to allocate resources efficiently, resulting in a net social welfare loss.

Key causes include negative externalities (e.g., pollution, where private costs are lower than social costs), positive externalities (e.g., education, where social benefits exceed private benefits), and public goods.

主要原因包括负外部性(如污染,私人成本低于社会成本)、正外部性(如教育,社会收益大于私人收益)以及公共物品。

Public goods are non-excludable and non-rival, such as street lighting and national defence. Because people can free-ride, private firms are unwilling to supply them, leading to under-provision.

Other sources of market failure include information asymmetry, monopoly power (which can lead to higher prices and lower output), and factor immobility.

12. Government Intervention in a Mixed Economy | 混合经济中的政府干预

To correct market failure, governments use a range of microeconomic policy tools. Taxation can internalise negative externalities by raising private costs to match social costs.

Subsidies encourage production or consumption of goods with positive externalities, such as renewable energy or healthcare.

Regulation, including laws and bans, sets minimum standards, while tradable pollution permits create a market to limit overall emissions cost-effectively.

Governments also provide public goods directly and may regulate monopolies through price controls or promote competition. In a mixed economy, the state intervenes selectively while preserving the efficiency of the price mechanism.

The aim of all interventions is to improve social welfare and achieve a more desirable allocation of resources than the free market alone would deliver.
