Perfect competition represents the most idealised market structure in economic theory. Although rarely found in its pure form in the real world, it provides a vital benchmark against which all other market forms – monopoly, oligopoly, monopolistic competition – are evaluated. A thorough understanding of perfect competition is essential for A‑Level CCEA Economics, particularly the model’s assumptions, short‑run and long‑run equilibrium positions, the shut‑down decision and the concept of economic efficiency.

1. Definition and Characteristics | 定义与特征

A perfectly competitive market is one where the forces of supply and demand operate with maximum freedom. The model rests on four key structural characteristics that must all hold simultaneously.

1. Many small buyers and sellers – There is a very large number of firms and consumers. Each individual firm’s output accounts for an insignificant share of total market supply, so no single firm can influence the market price by changing its own output.

2. The Price‑Taker Assumption | 价格接受者假设

Because each firm in perfect competition is so small relative to the whole market, it has no power to set its own selling price. The market price is determined by the interaction of total industry supply and demand. An individual firm must accept this market‑determined price; it is a ‘price taker’. This means the firm faces a perfectly elastic demand curve at the ruling market price. If the firm tries to charge even a slightly higher price, it will sell nothing because buyers can obtain the identical good more cheaply elsewhere.

The price‑taker assumption is fundamental: it links the market price directly to the firm’s revenue conditions and underlies why the firm’s marginal and average revenue are both equal to the market price.

3. Revenue Curves in Perfect Competition | 完全竞争下的收益曲线

For a price‑taking firm, every extra unit sold adds exactly the market price to total revenue. Therefore, marginal revenue (MR) is constant and equal to price (P). Average revenue (AR) is total revenue divided by quantity, which is also exactly P. Consequently, the firm’s demand curve, its AR curve and its MR curve all coincide as a horizontal line at the level of the market price.

对于一个价格接受者企业,每多卖出一单位,总收益恰好就增加一个市场价格。因此,边际收益(MR)是恒定的,等于价格(P)。平均收益(AR)是总收益除以产量,也正好等于P。这样一来,企业的需求曲线、它的AR曲线以及MR曲线全部重合,都表现为一条在市场价格水平上的水平线。

Total revenue (TR) is simply price multiplied by quantity, TR = P × Q. Because price remains constant regardless of how much the firm sells, the TR curve is a straight line through the origin with slope equal to the market price.

总收益(TR)就是价格乘以数量,TR = P × Q。由于不管企业卖出多少价格都保持不变,总收益曲线是一条经过原点、斜率等于市场价格的直线。


4. Short‑Run Profit Maximisation | 短期利润最大化

The firm’s objective is to maximise profit, which occurs where marginal cost (MC) equals marginal revenue (MR). In perfect competition, MR = P, so the profit‑maximising rule becomes MC = P. In the short run, at least one factor of production is fixed, giving the firm a U‑shaped average total cost (ATC) curve and a marginal cost curve.

企业的目标是实现利润最大化,利润最大化发生在边际成本(MC)等于边际收益(MR)的产量水平。在完全竞争里,MR = P,所以利润最大化规则就变成了MC = P。在短期,至少有一种生产要素是固定的,这使企业得到一条U形的平均总成本(ATC)曲线和一条边际成本曲线。

Profit‑maximising condition: MC = MR = P

At the chosen output Q*, if price exceeds average total cost (P > ATC), the firm earns supernormal profit, shown by the rectangle (P – ATC) × Q*. If price equals ATC, the firm makes normal profit (zero economic profit). As long as P covers average variable cost, the firm will continue producing in the short run even if it is making a loss.

在选定的产量Q*处,如果价格超过平均总成本(P > ATC),企业就赚取超额利润,表现为矩形(P – ATC) × Q*。如果价格等于ATC,企业获得正常利润(经济利润为零)。只要价格能够弥补平均可变成本,即使它处于亏损状态,企业在短期内也会继续生产。


5. Short‑Run Losses and the Shut‑Down Point | 短期亏损与停产点

In the short run, a perfectly competitive firm may face a market price that falls below its average total cost, resulting in an economic loss. However, the firm will not necessarily shut down immediately. The key comparison is between price and average variable cost (AVC). If P > AVC, the firm covers all its variable costs and makes some contribution towards fixed costs. Continuing to produce minimises the loss compared with shutting down immediately, which would require paying fixed costs with no revenue.

在短期,一家完全竞争企业可能面对跌至其平均总成本以下的市场价格,从而遭受经济亏损。但是,企业不一定会立刻停产。关键的对比是在价格与平均可变成本(AVC)之间。如果P > AVC,企业就能覆盖全部可变成本,并为固定成本拿出一些贡献。与立即停产而不得不毫无收入地支付固定成本相比,继续生产能够把亏损降到最小。

If the market price falls below the minimum point of the AVC curve (P < minimum AVC), the firm cannot even cover its variable costs. At this point, shutting down is the loss‑minimising decision. The shut‑down point is therefore defined as the output where price equals the minimum of average variable cost.

6. Short‑Run Supply Curve | 短期供给曲线

The firm’s short‑run supply curve shows how much it is willing to produce at each possible price. Because the firm maximises profit (or minimises loss) by producing where P = MC, the portion of its marginal cost curve that lies above the AVC curve represents its supply response. Below the shut‑down price, the firm supplies zero output.

企业的短期供给曲线表明,在每一个可能的价格下它愿意生产多少。因为企业通过按P = MC生产来实现利润最大化(或亏损最小化),所以边际成本曲线位于AVC曲线上方的那一段就代表着它的供给反应。在停产价格以下,企业的供给量为零。

Therefore, the short‑run supply curve of a perfectly competitive firm is its marginal cost curve at and above the shut‑down point. The industry or market short‑run supply curve is the horizontal summation of all individual firms’ supply curves.

因此,完全竞争厂商的短期供给曲线就是其边际成本曲线在停产点及其以上部分。行业或市场的短期供给曲线是所有单个企业供给曲线的水平加总。


7. Long‑Run Equilibrium | 长期均衡

In the long run, all factors of production are variable, and the key dynamic is the freedom of entry and exit. If existing firms are earning supernormal profits, new firms will be attracted into the industry. This increases market supply, driving down the equilibrium market price. Entry continues until all supernormal profits are competed away and each firm is left making only normal profit.

在长期中,所有生产要素都是可变的,而核心动态是进入与退出的自由。如果现存企业正在赚取超额利润,新的企业就会被吸引进入该行业。这增加了市场供给,压低了均衡市场价格。进入持续进行,直到所有的超额利润都被竞争掉,每一家企业只能获得正常利润。

Conversely, if firms are making losses, some will exit the industry. Market supply falls, the price rises, and the process stops only when the remaining firms can at least cover their total costs – meaning they earn normal profit. Long‑run equilibrium is reached where price is equal to both average cost and marginal cost, and firms operate at the minimum efficient scale.

Long‑run equilibrium: P = AR = MR = MC = AC (minimum)

At this equilibrium, each firm produces at the lowest point on its long‑run average cost curve, and economic profit is zero. All firms are of optimum size and operate with productive efficiency.

在这个均衡状态下,每家企业都在其长期平均成本曲线的最低点进行生产,经济利润为零。所有企业都处于最优规模,并在生产效率的条件下运营。


8. Allocative and Productive Efficiency | 分配效率与生产效率

Perfect competition is unique in simultaneously delivering both allocative efficiency and productive efficiency in the long run. Allocative efficiency occurs when the price consumers are willing to pay for the last unit produced is exactly equal to the marginal cost of producing it: P = MC. This ensures that resources are directed towards the goods and services that society values most.

完全竞争是独一无二的,它在长期中同时实现了分配效率与生产效率。分配效率发生的时候,消费者愿意为最后一个生产单位支付的价格正好等于生产它的边际成本:P = MC。这就确保了资源被引导到社会评价最高的商品和服务上去。

Productive efficiency means producing at the lowest point on the average cost curve, so that the economy obtains maximum output from its scarce resources. In long‑run perfectly competitive equilibrium, firms operate where AC is minimised, satisfying productive efficiency.

For a CCEA exam answer, it is crucial to state that these two conditions make perfect competition the benchmark for evaluating welfare and efficiency losses in imperfectly competitive markets.

9. Dynamic Efficiency and Technological Progress | 动态效率与技术进步

Dynamic efficiency refers to improvements in processes and products over time through innovation, research and development. Perfectly competitive firms are generally considered to lack dynamic efficiency. Because supernormal profits are eliminated in the long run, firms have little retained profit to invest in R&D or new technology.

动态效率指的是随时间推移,通过创新与研发实现的流程和产品改进。普遍认为,完全竞争企业缺乏动态效率。因为超额利润在长期中被消除,企业就几乎没有留存利润可用于研发或新技术的投资。

Moreover, with homogeneous products and perfect information, a firm that innovates would have its knowledge and techniques quickly copied by others without any lasting advantage. The incentive to invest in research is therefore weak. While perfect competition is statically efficient (allocative and productive efficiency), it may not deliver desirable rates of technological progress.

而且,由于产品同质和信息完全,一家进行创新的企业,其知识和技术很快就会被其他企业模仿,无法获得持久的优势。因此,投入研究的动力很弱。尽管完全竞争在静态上是有效率的(分配与生产效率),它可能无法带来理想的技术进步速度。


10. Evaluation of Perfect Competition | 对完全竞争的评价

Perfect competition provides a powerful theoretical yardstick. It shows how markets can deliver low prices, high output and efficient resource allocation when competition is intense and barriers are absent. Consumers benefit greatly from prices being driven down to the minimum possible average cost.

完全竞争提供了一个强有力的理论标尺。它揭示了当竞争激烈且没有壁垒时,市场如何能够带来低价、高产量和高效的资源配置。价格被压低到尽可能低的最小平均成本,消费者因而大为受益。

However, the model has significant limitations. The assumptions are rarely met in reality: products are seldom truly identical, information is never perfect, and barriers to entry exist in many industries. The absence of supernormal profit may also prevent exploitation of economies of scale, meaning that firms may remain sub‑optimal in size compared with those in more concentrated markets. Furthermore, the lack of product variety and innovation can be seen as a serious drawback from consumers’ perspective.

不过,这个模型也有重大局限。这些假设在现实中很少能满足:产品很少真正完全相同,信息绝不可能是完全的,许多行业都存在进入壁垒。没有超额利润也可能阻碍规模经济的利用,这就意味着与集中度更高的市场中的企业相比,完全竞争企业可能在规模上处于次优状态。此外,从消费者角度看,缺乏产品多样性与创新也可视为一个严重缺陷。

In CCEA assessments, a strong critical answer will acknowledge that perfect competition serves mainly as an efficiency reference point rather than a realistic description, and that the choice between market structures often involves a trade‑off between static efficiency and dynamic performance.

在CCEA的评价中,一个有力的批判性答案会承认,完全竞争主要充当效率参照点而非现实的描述,而且在不同市场结构间做选择往往涉及静态效率与动态表现间的权衡。
