Scarcity is the central concept in economics. It arises because our wants are infinite while the resources available to fulfil them are limited. This fundamental condition forces every economy to answer three key questions: what to produce, how to produce, and for whom to produce.

Consider a simple model where an economy produces only capital goods and consumer goods. The following table shows possible combinations:

Students often confuse scarcity with a mere shortage (temporary). Scarcity is permanent and universal.
