1. The Treaty of Versailles and the Other Peace Settlements (1919–23) |
The Paris Peace Conference of 1919 was dominated by the ‘Big Three’ – Georges Clemenceau of France, David Lloyd George of Britain, and Woodrow Wilson of the USA. Each leader had different aims: Clemenceau wanted revenge and security against future German aggression; Lloyd George sought a balance to avoid a resentful Germany but also promised his public to ‘squeeze the German lemon’; Wilson pushed for a just peace based on his Fourteen Points and a League of Nations.
The Treaty of Versailles imposed harsh terms on Germany: territorial losses (Alsace-Lorraine to France, the Polish Corridor, and demilitarisation of the Rhineland); military restrictions (army limited to 100,000 men, no air force, no submarines); reparations fixed at 132 billion gold marks (later reduced); and the infamous War Guilt Clause (Article 231) which blamed Germany for starting the war. The treaty was seen as a dictated peace (Diktat) by many Germans, sowing bitterness.
Other peace treaties similarly dismantled empires: Treaty of Saint-Germain (Austria), Treaty of Trianon (Hungary), Treaty of Neuilly (Bulgaria), and Treaty of Sèvres (Ottoman Empire, later revised at Lausanne). These treaties redrew the map of Europe, creating new nation-states such as Czechoslovakia and Yugoslavia, but often left ethnic minorities on the wrong side of borders, causing future tensions.
2. The League of Nations: Successes and Failures (1919–39) |
The League of Nations was created to promote collective security and prevent war. It had some early successes in the 1920s, largely solving disputes between smaller nations.
- The Aaland Islands dispute (1921): Sweden and Finland both claimed the islands; the League ruled in favour of Finland, and Sweden accepted the decision.
- Upper Silesia (1921): Germany and Poland contested this industrial region; the League organised a plebiscite and partition, which both sides accepted.
- Greco-Bulgarian dispute (1925): after a border incident, Greece invaded Bulgaria; the League condemned Greece and ordered withdrawal, which was obeyed.
However, the League failed to deal with major powers and was severely weakened during the 1930s. The Manchurian Crisis (1931–33) saw Japan invade Chinese Manchuria, and the League’s Lytton Report condemned Japan, but Japan simply left the League. The Abyssinian Crisis (1935–36) saw Italy invade Abyssinia (Ethiopia); the League imposed ineffective sanctions, and Britain and France secretly considered giving parts of Abyssinia to Italy (Hoare-Laval Pact). These failures destroyed confidence in collective security.
3. The Collapse of International Peace in the 1930s | 1930 年代国际和平的崩溃
Hitler’s aggressive foreign policy systematically overturned the Treaty of Versailles and moved Europe towards war. Key steps included: rearmament in 1935 (introducing conscription and an air force), the remilitarisation of the Rhineland in 1936, the Anschluss with Austria in 1938, the Sudetenland crisis and the Munich Agreement (September 1938), the occupation of the rest of Czechoslovakia in March 1939, the Nazi-Soviet Pact (August 1939), and finally the invasion of Poland on 1 September 1939.
The policy of appeasement, most associated with British Prime Minister Neville Chamberlain, was adopted for several reasons: fear of another devastating war, the belief that the Treaty of Versailles was too harsh, the desire to buy time for rearmament, fear of communism (many saw Hitler as a buffer against Stalin), and the lack of reliable allies. Appeasement ultimately failed because it encouraged Hitler to demand more, convinced he could act without serious opposition.
4. Origins of the Cold War (1945–49) |
The wartime alliance between the USA, Britain and the USSR broke down due to deep ideological differences and mutual suspicion. At the Yalta (February 1945) and Potsdam (July 1945) conferences, disagreements emerged over the future of Germany, reparations, and the nature of governments in Eastern Europe. The USA’s possession of the atomic bomb also alarmed Stalin.
Key events in the early Cold War included the Long Telegram (George Kennan, 1946), which argued that the USSR was inherently expansionist and must be contained; Churchill’s ‘Iron Curtain’ speech (1946); the Truman Doctrine (1947), promising to support free peoples resisting armed minorities or outside pressures; and the Marshall Plan (1947), which offered massive economic aid to rebuild Western Europe. The Soviet response was the creation of Cominform (to coordinate communist parties) and Comecon (to integrate Eastern economies), culminating in the Berlin Blockade (1948–49). The West’s successful Berlin Airlift and the formation of NATO (1949) solidified the division of Europe.
5. Cold War Crises: Korea, Cuba and Vietnam |
The Korean War (1950–53) was the first major armed confrontation of the Cold War. North Korea, backed by the USSR and China, invaded South Korea in June 1950. The United Nations, led by the USA, intervened and pushed the communists back to the Yalu River, triggering Chinese intervention. The war ended in a stalemate and armistice, reinforcing the division of Korea and the policy of containment in Asia.
The Cuban Missile Crisis (1962) brought the world closest to nuclear war. After the failed Bay of Pigs invasion (1961), Soviet leader Khrushchev secretly placed nuclear missiles in Cuba. US President Kennedy imposed a naval blockade and demanded their removal. After tense negotiations, Khrushchev agreed to withdraw the missiles in exchange for a US pledge not to invade Cuba, and secretly the USA removed missiles from Turkey. The crisis led to the ‘hotline’ and the Partial Nuclear Test Ban Treaty (1963).
The Vietnam War (1954–75) saw the USA intensively applying containment under the domino theory. The US supported South Vietnam against communist North Vietnam and the Vietcong. Despite massive bombing and over 500,000 US troops, the Tet Offensive (1968) turned American public opinion against the war. Vietnamisation and peace talks eventually led to US withdrawal, and South Vietnam fell in 1975.
6. Soviet Control over Eastern Europe (1948–c.1989) |
After WWII, Stalin established satellite states in Eastern Europe, enforcing communist rule and economic integration through Comecon. The Warsaw Pact (1955) was a military alliance to counter NATO. However, Soviet control was repeatedly challenged.
- Hungarian Uprising (1956): Imre Nagy declared Hungary’s withdrawal from the Warsaw Pact and free elections; Soviet tanks crushed the revolt, showing that the USSR would not tolerate liberalisation.
- Prague Spring (1968): Alexander Dubcek introduced ‘socialism with a human face’; the USSR and Warsaw Pact forces invaded, and
