1. What is CCEA GCSE Politics?

The CCEA GCSE Government and Politics course is designed for students in Northern Ireland and follows a two-year programme. In Year 10, you will typically start with Unit 1: Democracy at Work in the UK. This unit explores the institutions, processes and concepts that make up the British political system, such as Parliament, the role of the Prime Minister, elections, voting behaviour and the influence of the media. The course develops not only knowledge but also skills in analysis, evaluation and communication.

Assessment typically includes written examinations that test your ability to explain political concepts, analyse sources and construct balanced arguments. You will also learn to evaluate different viewpoints and use evidence to support your conclusions.

Key topics covered in Unit 1 include:

  • Parliament and the legislative process
  • The Prime Minister, Cabinet and executive power
  • Elections, voting systems and voter behaviour
  • Political parties and their ideologies
  • Citizenship, rights and responsibilities
  • The role of the media in politics

2. Why Study Politics? |

Studying politics helps you make sense of current affairs, from elections and policy debates to international conflicts. It equips you to critically evaluate information and arguments — a vital skill in the age of social media and ‘fake news’. When you understand how power is distributed and decisions are made, you become a more informed and engaged citizen.

Politics empowers you to take an active role in your community and beyond. By understanding your rights and how the political system works, you can effectively campaign for change, vote in elections and hold representatives to account. It also fosters empathy as you examine issues from multiple perspectives.

The subject opens up a wide range of career paths, including law, journalism, civil service, international relations, social work and campaigning. The skills of debating, analysis, research and teamwork are highly valued by employers and universities alike.

3. Key Concept: Democracy |

Democracy means ‘rule by the people’. In a democracy, ultimate power lies with the citizens, who can choose their representatives and influence decisions. The UK is a representative democracy: voters elect Members of Parliament (MPs) to make laws and scrutinise the government on their behalf. However, elements of direct democracy also exist, such as referendums, where the public votes directly on a specific issue.

The table below compares the two main forms of democracy:

Aspect (方面) Direct Democracy (直接民主) Representative Democracy (代议制民主)
Decision-making (决策) Citizens vote on laws and policies directly Elected representatives decide on behalf of citizens
Examples (例子) Referendums, ancient Athens UK Parliament, most modern states
Strengths (优势) High legitimacy, direct citizen engagement Practical for large populations, professional lawmakers
Weaknesses (劣势) Impractical on a large scale, risk of ‘tyranny of the majority’ May weaken accountability between elections, risk of representatives ignoring constituents

In your CCEA course you will explore democratic principles such as participation, accountability and the rule of law, and apply them to the UK and Northern Ireland contexts.

4. The UK Parliament |

The UK Parliament is the supreme legislative body, often described as the ‘Mother of Parliaments’. It is bicameral, meaning it has two chambers: the House of Commons and the House of Lords, together with the Monarch, currently King Charles III. The House of Commons is the dominant chamber, consisting of 650 elected MPs who each represent a geographical constituency.

The House of Lords is an unelected chamber made up of life peers, bishops and a small number of hereditary peers. It acts as a revising and scrutinising chamber, reviewing legislation passed by the Commons and suggesting amendments, but it cannot permanently block laws.

Parliament has several key functions: making laws (legislation), holding the government to account through questioning and debates, representing the interests of constituents, and approving the government’s budget. Understanding how these functions work is central to Unit 1.

5. The Prime Minister and Cabinet |

The Prime Minister (PM) is the head of government, typically the leader of the political party that holds the most seats in the House of Commons. The PM holds significant powers, including appointing Cabinet ministers, setting the government’s agenda, representing the UK abroad and making key national security decisions. However, these powers are limited by the need to maintain the confidence of the Commons and by the conventions of collective responsibility.

The Cabinet consists of senior ministers chosen by the PM, such as the Chancellor of the Exchequer, Home Secretary and Foreign Secretary. Each minister heads a government department and helps formulate policy. Cabinet government is based on collective responsibility: once a decision is made, all members must publicly support it or resign.

In Northern Ireland, executive power is shared under the Good Friday Agreement, but the UK-wide system you will study focuses on Westminster. Comparing the two will deepen your understanding of governance.

6. Elections and Voting Systems |

The UK general election uses the First Past the Post (FPTP) system. In each constituency, the candidate with the most votes wins the seat. FPTP tends to produce a clear winner and strong, single-party governments, but it can lead to disproportional outcomes, where a party’s share of seats does not match its share of votes. Smaller parties are often underrepresented.

Northern Ireland uses the Single Transferable Vote (STV) system for Assembly and local elections. Voters rank candidates in order of preference. If a candidate reaches a quota, they are elected; surplus votes and votes from eliminated candidates are transferred according to preferences. STV provides more proportional representation and encourages power-sharing between communities.

Comparing voting systems is an important skill in CCEA Politics. You will need to evaluate how different systems affect party success, voter choice and the link between representatives and their constituents.

7. Political Parties and Ideologies |

A political party is an organised group that seeks to gain power by winning elections in order to implement its policies. Parties are typically driven by an ideology — a set of beliefs about how society should be organised. The main UK-wide parties are the Conservative Party, the Labour Party and the Liberal Democrats, each grounded in different traditions: conservatism, socialism/social democracy, and liberalism.

In Northern Ireland, the political landscape is shaped by constitutional and identity issues. The Democratic Unionist Party (DUP) supports the union with Great Britain, while Sinn Féin advocates for a united Ireland. The SDLP supports Irish nationalism through peaceful means, and the UUP is a more moderate unionist party. Understanding these divisions helps you analyse Northern Ireland politics in depth.

Ideologies can be placed on a left-right spectrum: left-wing ideas generally favour social equality and greater government intervention in the economy, while right-wing ideas emphasise individual freedom, free markets and tradition. Being able to identify where a party sits on the spectrum is a useful analytical tool.

8. Citizenship and Rights |

Citizenship involves both rights and responsibilities. The Human Rights Act 1998 incorporates the European Convention on Human Rights into UK law, protecting rights such as freedom of expression, the right to a fair trial and the right to privacy. Citizens also have responsibilities, including obeying the law, paying taxes and serving on juries.

In Northern Ireland, the Good Friday Agreement (1998) guarantees additional protections, such as the right to identify as Irish or British or both, and the right to equal treatment regardless of community background. These rights are monitored by the Northern Ireland Human Rights Commission and the Equality Commission.

An active citizen not only understands these rights but also uses them to participate in democratic life — through voting, joining a political party or pressure group, contacting an elected representative, or even standing for office.
