1. Key Concepts in Politics |

In CCEA Politics, core concepts are the building blocks of every exam question. Power means the ability to influence or control the behaviour of others, often through rewards, persuasion or coercion. Authority is different: it is the accepted and legitimate right to exercise power, so citizens obey because they believe the ruler has the right to rule.

Legitimacy and sovereignty are also central. Legitimacy is the belief that a government has the right to govern, gained through elections, tradition or performance. Sovereignty means supreme legal authority within a territory, with no higher power above the state.

The state is the permanent institutions that govern a country, including the civil service, courts and police. The government is the temporary group of politicians who direct the state. This distinction helps you analyse change and continuity in politics.

2. Democracy and Political Participation |

Democracy means rule by the people. In a direct democracy, citizens vote on every decision themselves, as in ancient Athens or modern referendums. In a representative democracy, citizens elect politicians to make decisions on their behalf, which is the system used in the UK and Northern Ireland.

Political participation can take many forms: voting, joining a party, signing petitions, protesting, lobbying and contacting representatives. CCEA questions often ask you to evaluate whether participation is increasing or declining.

Strengths of democracy include accountability, protection of rights and peaceful change of government. Weaknesses include the risk of majority tyranny, slow decision-making and low turnout, which can weaken legitimacy.

3. Elections and Voting Systems |

Elections are the main link between citizens and government. They choose representatives, form governments, hold politicians to account and give citizens a chance to influence policy direction.

The UK traditionally uses First Past the Post (FPTP) for Westminster elections. The candidate with the most votes in each constituency wins a seat, even if they do not win an overall majority. This system is simple and usually produces a stable single-party government.

Proportional representation (PR) systems, such as the Single Transferable Vote used in Northern Ireland Assembly elections, allocate seats more closely to the share of votes. PR is fairer to smaller parties but can lead to coalition governments and slower decision-making.

4. Political Parties and Ideologies |

A political party is an organised group that seeks to win political power. Parties recruit candidates, develop policies, represent social groups and provide voters with clear choices at elections.

The main UK parties are usually placed on a left-right spectrum. Left-wing parties such as Labour traditionally support higher taxes, stronger public services and redistribution. Right-wing parties such as the Conservatives tend to support lower taxes, free markets and individual responsibility.

Ideologies are belief systems that guide political action. Liberalism emphasises individual freedom, conservatism values tradition and order, socialism focuses on equality and collective welfare, and nationalism prioritises the interests of the nation. CCEA expects you to link parties to these ideologies.

5. The UK Constitution and Parliament |

The UK constitution is often described as uncodified because it is not written in one single document. It comes from statute law, common law, conventions and authoritative works. This makes the constitution flexible but sometimes unclear.

Parliament is the supreme legislature and consists of the House of Commons, the House of Lords and the monarch. The House of Commons is elected and holds most legislative power, while the House of Lords revises and delays bills but cannot permanently block them.

A bill goes through several stages in both Houses: first reading, second reading, committee stage, report stage and third reading. After both Houses agree, it receives royal assent and becomes an Act of Parliament.

6. The Executive and the Prime Minister |

The executive is the branch of government that implements laws and runs the country. It includes the Prime Minister, Cabinet ministers, government departments and the civil service.

The Prime Minister is the head of the executive. Key powers include appointing and dismissing ministers, setting government policy, representing the UK internationally and making key appointments such as senior judges and bishops.

The executive is held to account by Parliament through Prime Minister’s Questions, select committees, debates and votes of no confidence. Collective responsibility requires ministers to publicly support government decisions or resign.

7. The Judiciary and the Rule of Law |

The judiciary is the branch of government that interprets and applies the law. In a liberal democracy, judges must be independent from political pressure to ensure fair trials and protect citizens from government abuse.

The rule of law means that everyone, including the government, is subject to the law. It requires clear laws, fair procedures, equality before the law and access to justice.

In the UK, courts are arranged in a hierarchy, with the Supreme Court at the top for most civil and criminal matters. Judicial review allows courts to check whether public bodies have acted lawfully, but judges cannot strike down Acts of Parliament because of parliamentary sovereignty.

8. Devolution and Local Government |

Devolution is the transfer of powers from central government to regional bodies. In Northern Ireland, the Northern Ireland Assembly and Executive make decisions on education, health, agriculture and other transferred matters.

Reserved matters such as defence, foreign affairs and most taxation remain with the UK Parliament at Westminster. This division of powers is a common CCEA exam topic, especially for students in Northern Ireland.

Local government deals with community services such as waste collection, leisure facilities, planning and local roads. Councillors are elected and councils are funded partly by rates and partly by central grants.

9. The European Union and International Relations |

The European Union (EU) is a political and economic union of member states. Its main institutions include the European Commission, the Council of the European Union, the European Parliament and the European Court of Justice.

The UK left the EU following the 2016 Brexit referendum. This has had major consequences for trade, immigration, law-making and the balance of power between Westminster and the devolved administrations.

International relations also involve organisations such as the United Nations, NATO and the World Trade Organization. These bodies aim to maintain peace, provide collective security and regulate global trade, though their effectiveness is debated.
