1. Democracy: Direct and Representative | 民主:直接民主与代议制民主

CCEA examiners frequently ask students to define democracy and to compare direct democracy with representative democracy. Direct democracy is a system in which citizens vote on every major decision themselves, as in a referendum, while representative democracy is a system in which citizens elect representatives to make decisions on their behalf.

CCEA 考官经常要求考生定义民主,并比较直接民主与代议制民主。直接民主是指公民自己对每一项重大决策进行投票,例如公投;而代议制民主是指公民选举代表代替自己作出决策。

A very common mistake is to describe the United Kingdom as a direct democracy. In fact, the UK is mainly a representative democracy because voters elect MPs to Parliament. However, it does contain direct democratic elements, such as national and local referendums, and these should be described carefully rather than exaggerated.

一个常见错误是把英国说成直接民主国家。事实上,英国主要是代议制民主,因为选民选举下议院议员进入议会。不过,英国确实包含直接民主元素,例如全国和地方公投;答题时应准确描述,不要夸大。

2. Electoral Systems: FPTP vs PR | 选举制度:简单多数制与比例代表制

The First-Past-The-Post (FPTP) system used for Westminster elections awards the seat to the candidate with the most votes in each constituency. It tends to produce strong single-party governments but can be very disproportional, because a party’s share of seats may not reflect its share of votes.

英国下议院选举采用简单多数制(FPTP),每个选区得票最多的候选人获得议席。该制度往往能产生强大的单一政党政府,但可能很不合比例,因为政党获得的席位比例不一定反映其得票比例。

Proportional representation (PR) systems, such as the Single Transferable Vote (STV) used in Northern Ireland Assembly elections, are designed to make seats match votes more closely. They often lead to coalition governments and give smaller parties a better chance of winning seats.

比例代表制(PR),例如北爱尔兰议会选举使用的可转移单票制(STV),旨在使席位与选票更加匹配。它们往往导致联合政府,并使小党派有更大机会赢得席位。

A frequent error is to say that FPTP is ‘unfair’ without explaining why, or to assume that PR always creates unstable government. Answers need to support judgements with examples, such as the 2019 UK general election under FPTP or Northern Ireland’s power-sharing arrangements under STV.

常见错误是只说 FPTP ‘不公平’ 却不解释原因,或者认为 PR 一定导致政府不稳定。答题时需要用例子支撑判断,例如 FPTP 下的 2019 年英国大选,或 STV 下北爱尔兰的权力分享安排。
