Pope Pius IX’s Syllabus of Errors had rejected liberal ideas such as separation of church and state, and Catholic Poles in the eastern provinces added a national minority dimension to the dispute.

The Sickness Insurance Act of 1883 provided compulsory health insurance for workers, the Accident Insurance Act of 1884 covered industrial injuries, and the Old-Age and Invalidity Insurance Act of 1889 introduced pensions.
