The concept of a ‘world order’ refers to the distribution of power, the rules and norms that govern international relations, and the stability of the international system. Since 2000, that order has shifted profoundly: the brief unipolar moment of the 1990s has given way to a more contested, multipolar and fragmented landscape.

However, the 2008 financial crisis, wars in Iraq and Afghanistan, and the rapid growth of China and India eroded that dominance. Today, power is more diffuse: the US remains the leading military power, but China is an economic and technological rival, and regional powers such as India, Brazil, Turkey and Saudi Arabia pursue independent strategies. This does not mean a return to a 19th-century balance of power, but rather a layered or networked multipolarity.

China’s rise is arguably the single most significant change in world order since 2000. Joining the WTO in 2001 accelerated its integration into the global economy; by 2010 it had become the world’s second-largest economy. Beijing has used economic statecraft, infrastructure projects such as the Belt and Road Initiative, and institutions like the Asian Infrastructure Investment Bank to project influence. Its military modernisation and assertive claims in the South China Sea have challenged the US-led security architecture in the Indo-Pacific.

The BRICS group has expanded, and many developing states criticise Western-dominated institutions such as the IMF and World Bank for failing to reflect current power realities. This has made global governance more plural but also more difficult to coordinate.

Under Biden, Washington has tried to restore alliances, especially in the Indo-Pacific, but domestic polarisation and the rise of China constrain its ability to lead. US power has not collapsed, but it is now contested at multiple levels.

Brexit, the US-China trade war, pandemic-era shortages and the weaponisation of interdependence have pushed states to pursue ‘friend-shoring’ and strategic autonomy. Economic globalisation has not ended, but it is being re-shaped along geopolitical lines.

More recently, digital platforms have become arenas of political contestation, while pandemics and cyberattacks cross borders with ease. This diffusion of agency makes the international system more complex and less predictable.

Economic interdependence can be turned into vulnerability, as seen when supply chains for critical minerals were disrupted. Meanwhile, information warfare and algorithm-driven disinformation undermine democratic processes and public trust.

These wars have produced humanitarian crises, refugee flows and power vacuums. They have also enabled regional powers like Iran, Turkey and Saudi Arabia to expand their influence, while weakening state sovereignty in parts of the Middle East and Africa.

The UN Security Council’s permanent membership no longer reflects the distribution of power; the WTO’s dispute settlement system has been paralysed; and the WHO was criticised during the COVID-19 pandemic. Newer bodies such as the G20, BRICS and regional development banks have gained prominence, but they lack the authority and resources of older institutions. This has created a governance gap in areas like climate, health and digital trade.

The Paris Agreement of 2015 created a framework, but implementation is uneven and contested. Energy transition is also reshaping geopolitics: demand for oil and gas is shifting, while competition over lithium, cobalt and rare earths intensifies. States that lead in green technology will gain strategic advantages.

Since 2000, the world order has evolved from an apparent unipolarity to a contested, multipolar and increasingly fragmented system. Power is more diffuse, institutions are weaker relative to the challenges they face, and the boundaries between domestic and international politics are blurred. No single model of order has replaced the post-Cold War liberal international order. Instead, the world is characterised by overlapping spheres of influence, issue-specific coalitions and persistent rivalry among major powers.

自2000年以来,世界秩序已从表面的单极格局演变为一个充满争议、多极化且日益碎片化的体系。权力更加分散,机构相对其面临的挑战而言更加软弱,国内与国际政治的界限也变得模糊。没有任何单一秩序模式取代了冷战后的自由国际秩序。相反,当今世界的特征是相互重叠的势力范围、具体议题上的联盟,以及大国之间持续不断的竞争。
