1. Defining Democracy | 民主的定义

Democracy literally means ‘rule by the people’, from the Greek words demos (people) and kratos (power or rule). In modern liberal democracies, this is usually achieved through regular, free and fair elections in which citizens can choose between competing parties and candidates. Democracy can be understood both as a set of institutional arrangements and as a set of values, including political equality, accountability and popular sovereignty.

2. Direct Democracy and Representative Democracy | 直接民主与代议制民主

Direct democracy is when citizens make political decisions themselves, for example through referendums. Representative democracy is when citizens elect politicians to make decisions on their behalf. The UK is primarily a representative democracy but has used direct democracy in devolution referendums, the AV referendum (2011), the Scottish independence referendum (2014) and the EU referendum (2016).

In the UK, these are secured through institutions such as the Electoral Commission, the Supreme Court and the Human Rights Act 1998.

In 2014, 16- and 17-year-olds could vote in the Scottish independence referendum, and in 2020 Wales allowed them to vote in Senedd elections.

They enhance participation by giving citizens a voice between elections and by holding government to account.

A participation crisis refers to a decline in traditional forms of political engagement, especially low turnout and falling party membership. In the UK, turnout in general elections fell from over 75% in the 1950s to a low of 59.4% in 2001, though it recovered to 67.3% in 2019. Party membership has also fallen sharply since the 1950s, and public trust in politicians remains low.
