Divisions between Realism and Liberalism |

📚 Divisions between Realism and Liberalism |

Realism and liberalism are two foundational theories in A-level Politics, especially in the study of global politics. They offer sharply different answers to the same central question: why do states behave the way they do? Realism emphasises power, self-interest and the constant possibility of conflict, while liberalism highlights cooperation, interdependence and the transformative role of institutions. Understanding the divisions between them is essential for analysing war, diplomacy, trade and international organisations.

1. Origins and Core Assumptions |

Realism has roots in the writings of Thucydides, Machiavelli and Hobbes. It assumes that international politics is a struggle for power among self-interested states. Liberalism draws on Locke, Kant and Wilson, and assumes that human reason, trade and law can mitigate conflict and promote collective progress.

This difference of intellectual origin shapes every later division: realists begin from a pessimistic view of human nature, while liberals begin from an optimistic or at least perfectible view of human society.

2. Human Nature: Egoism vs Cooperation |

Realists view human beings as naturally self-interested, hungry for power and security. Because states are led by human beings, the same egoism is reproduced at the international level. Morality is secondary to survival and national interest.

Liberals do not deny self-interest, but they argue that humans are also capable of empathy, rational cooperation and moral learning. Trade, education and open communication can strengthen these cooperative instincts and reduce the likelihood of war.

3. Anarchy and Its Consequences |

Both theories accept that the international system is anarchic: there is no world government above states. However, realists see anarchy as a permanent condition of insecurity. In a self-help system, states must rely on their own military and economic strength to survive.

Liberals accept anarchy as a fact but not as a prison. They argue that anarchy can be managed through international law, regimes and institutions. Anarchy does not automatically lead to war; it can be tamed by shared rules and mutual interests.

4. Actors: States vs Multiple Actors |

Realism is state-centric. It treats the sovereign state as the only actor that really matters in world politics. International organisations, NGOs and multinational corporations are seen as tools of powerful states or as marginal players.

Liberalism adopts a pluralist view. It recognises states as important, but also gives analytical weight to international organisations, civil society, individuals, firms and transnational networks. These actors can shape state preferences and create new avenues for cooperation.

5. Power and Security vs Interdependence | 权力与安全 vs 相互依存

For realists, power is the central currency of international politics. States seek relative power because only a favourable balance of power can guarantee security. Military force remains the ultimate arbiter of disputes.

Liberals argue that complex interdependence has changed the game. In a globalised world, states are linked by trade, finance, communication and environmental challenges. The costs of using force rise, and the benefits of cooperation become more attractive than unilateral aggression.

6. Conflict and Cooperation |

Realism predicts that conflict is an ever-present possibility because states cannot trust one another under anarchy. The security dilemma means that one state’s defensive build-up can appear threatening to others, prompting an arms race or even preventive war.

Liberalism does not ignore conflict, but it argues that cooperation is possible and often more rational. Democracies tend not to fight each other under the democratic peace thesis, and economic ties create constituencies for peace.

7. International Institutions |

Realists are sceptical about international institutions. The United Nations, NATO or the WTO can only work when powerful states allow them to work. Institutions cannot tame anarchy; they reflect the existing distribution of power.

Liberals see institutions as independent or semi-independent forces. They reduce uncertainty, provide information, lower transaction costs and help states commit to long-term cooperation. Institutions can socialise states into cooperative habits.

8. Economic Relations: Relative vs Absolute Gains |

Realists focus on relative gains. A state may reject a trade deal that makes both sides richer if the rival gains more, because a stronger rival could threaten its security tomorrow. Economic power is subordinate to security concerns.

Liberals focus on absolute gains. If both sides are better off, cooperation is worthwhile even if one side gains slightly more. Trade creates mutual interests, and mutual interests reduce the incentives for war.

9. Change and Continuity |

Realism is often accused of being static. It suggests that the logic of power politics has remained the same from ancient Athens to the modern world. Changes in technology or ideology may alter tactics, but not the fundamental pursuit of power and security.

Liberalism is more open to historical change. It argues that the spread of democracy, free trade, international law and human rights can transform international relations from a war system into a more peaceful and rule-based order.

10. Exam Focus: How to Contrast the Two Theories |

In Edexcel A-level Politics, exam questions often ask you to compare realism and liberalism on issues such as the state, power, anarchy, institutions or globalisation. A strong answer should state the criterion of comparison, use accurate key terms and support each side with examples.

  • Realism: Thucydides, Hobbes, Morgenthau, Waltz; key terms: self-help, security dilemma, balance of power, relative gains, national interest.
  • Liberalism: Locke, Kant, Wilson, Keohane, Nye; key terms: interdependence, democratic peace, international institutions, absolute gains, collective security.

A common error is to describe the theories separately without direct comparison. Use comparative phrases such as ‘whereas realists argue… liberals counter that…’ to keep the contrast explicit throughout the essay.
