Scarcity is the fundamental concept that underpins all of economics. It refers to the condition in which the resources available to a society are insufficient to satisfy all the wants that people have. Because human wants are effectively unlimited while productive resources are limited, every economy must make choices. These choices involve trade-offs, and every trade-off carries an opportunity cost. Cambridge A-Level Economics uses scarcity as the starting point for understanding markets, government policy and resource allocation.

1. What Does Scarcity Mean? | 什么是稀缺性?
Scarcity means that the resources used to produce goods and services are finite, whereas human wants are infinite. It is not the same as poverty. Even a wealthy country experiences scarcity because new wants, such as better healthcare or cleaner technologies, continually emerge.

The basic economic problem states that resources are scarce but wants are unlimited. This problem is permanent and universal: it exists in every country and at every point in time, although its severity may vary.

From the basic economic problem flow the three key questions every economy must answer: what goods and services to produce, how to produce them, and for whom to produce them. Answering these questions requires a method of resource allocation.

An economic good is one that is scarce in relation to the demand for it. Because there is not enough of it to satisfy all wants at zero price, an economic good commands a positive market price. Examples include food, housing, education and clean water in many regions.

4. Factors of Production | 生产要素
Economists classify scarce resources used in production into four broad categories known as the factors of production: land, labour, capital and enterprise. Each factor earns a different reward.

Land refers to all natural resources, including minerals, forests, water and the physical space used in production. Labour is the human input, both physical and mental.
