📚 Significance of Global Economic Governance in Tackling Poverty |

Global economic governance refers to the formal and informal rules, institutions and policy networks that coordinate cross-border economic activity. This article evaluates how bodies such as the World Bank, IMF, WTO and United Nations influence poverty reduction, and why their role is significant for Edexcel A-Level Economics.

1. Defining Global Economic Governance and Poverty |

Global economic governance includes the international financial institutions (IFIs), multilateral development banks, trade bodies and donor governments. Poverty is usually measured by absolute income thresholds, such as the World Bank’s international poverty line of US$2.15 per day, as well as by multidimensional indicators covering health, education and living standards.

The significance of governance arises because poverty has cross-border causes and consequences: capital flight, conflict, disease and climate shocks do not respect national borders. Without coordinated action, individual countries may lack the resources or incentives to tackle entrenched poverty.

Global governance can also supply global public goods such as disease surveillance, climate mitigation knowledge and financial stability, which are undersupplied by markets and single states. These goods indirectly protect poor households from shocks that deepen poverty.

2. The World Bank and Long-Term Development Finance |

The World Bank provides low-interest loans, interest-free credits and grants to developing countries for infrastructure, education, health and agriculture. Its International Development Association (IDA) targets the poorest countries with concessional finance, helping to close the savings gap identified in the Harrod-Domar model of economic growth.

By financing capital investment, the Bank can raise productive capacity and labour productivity. This links directly to poverty reduction through higher incomes, better public services and increased employment opportunities.

However, critics argue that conditionality attached to loans may force privatisation, liberalisation or public spending cuts that can increase short-term poverty. The significance of World Bank lending therefore depends on the design of conditions and the strength of country ownership.

3. IMF Stabilisation and Its Poverty Implications |

The IMF focuses on macroeconomic stability, balance of payments support and currency crises. It provides loans to countries facing external deficits, often requiring structural adjustment policies such as fiscal austerity, subsidy removal and monetary tightening.

These policies matter for poverty because they affect inflation, exchange rates and government spending on social protection. If stabilisation reduces hyperinflation, the poor benefit from preserving real incomes. But if austerity cuts health or education budgets, poverty and inequality may worsen in the short run.

Since the 2000s, the IMF has increasingly emphasised social spending floors and poverty reduction strategies in its programmes. This shift shows that global governance institutions can adapt their mandates, but their primary goal of macroeconomic stability can still conflict with immediate poverty needs.

4. WTO Trade Rules and Poverty Reduction |

The WTO aims to lower tariffs and non-tariff barriers, reduce trade-distorting subsidies and settle disputes. Trade liberalisation can reduce poverty by expanding export markets, lowering import prices and encouraging technology transfer.

However, the significance of WTO rules is contested. Developing countries may struggle to compete with subsidised agricultural exporters in advanced economies, and rapid liberalisation can destroy infant industries. Global governance therefore matters because the design of trade rules determines who gains from globalisation.

The failure to conclude the Doha Development Round, which aimed to rebalance trade rules in favour of poorer countries, illustrates the political difficulty of making global trade governance pro-poor. Bilateral and regional trade deals often bypass the WTO, reducing its significance for poverty outcomes.

5. The UN Sustainable Development Goals as a Coordination Framework |

The 2030 Agenda for Sustainable Development sets 17 goals, with SDG 1 aiming to end poverty in all its forms everywhere. This framework influences aid allocation, domestic policy and data collection, creating shared accountability among governments, firms and civil society.

The significance of the SDGs is that they shift governance from a narrow focus on GDP growth towards multidimensional poverty and environmental sustainability. Yet they are not legally binding, and progress depends on voluntary national implementation and funding.

Voluntary National Reviews and global indicator monitoring allow comparison across countries, but they also reveal data gaps and slow progress in fragile states. Thus the SDGs are
