The balance of payments is one of the most important macroeconomic accounts for any open economy. It records all transactions between residents of a country and the rest of the world over a given period, usually one year. For Cambridge A-Level Economics, students need to understand its structure, the meaning of current account deficits and surpluses, and the policies used to correct imbalances.

1. Definition and Structure | 定义与结构

The balance of payments (BOP) is a systematic record of all economic transactions between the residents of a country and the rest of the world in a given time period. It is divided into the current account, the capital and financial account, and the net errors and omissions. Because the accounts use double-entry bookkeeping, in theory the total sum should be zero.

国际收支平衡表是一国居民与世界其他国家在一定时期内全部经济交易的系统记录。它分为经常账户、资本与金融账户以及净误差与遗漏。由于账户采用复式记账法,理论上总和应为零。

Residents include households, firms and government, not necessarily individuals of that nationality. Recorded transactions include trade in goods and services, income flows, current transfers, and financial flows such as borrowing, lending and asset purchases.

居民包括家庭、企业和政府,不一定按国籍划分。记录的交易包括货物和服务贸易、收入流动、经常转移以及借款、贷款和资产购买等金融流动。


2. The Current Account | 经常账户

The current account records flows of goods, services, primary income and secondary income. The trade in goods balance is the difference between visible exports and visible imports. The trade in services covers transport, tourism, insurance and financial services.

经常账户记录货物、服务、初级收入和次级收入的流动。货物贸易差额是可见出口与可见进口之差。服务贸易包括运输、旅游、保险和金融服务。

Primary income includes wages, interest, profits and dividends earned abroad minus those paid to foreigners. Secondary income includes current transfers such as foreign aid, remittances and contributions to international organisations, which involve no quid pro quo.

A current account deficit means that the value of outflows from these four components exceeds inflows. It implies that the nation is spending more on foreign goods, services and income than it earns abroad.

3. The Capital and Financial Account | 资本与金融账户

The capital account records capital transfers and the acquisition or disposal of non-produced, non-financial assets, such as copyrights and land sold to embassies. The financial account records transactions in financial assets and liabilities: direct investment, portfolio investment, other investment and reserve assets.

资本账户记录资本转移和非生产、非金融资产的取得或处置,例如版权和出售给使馆的土地。金融账户记录金融资产和负债的交易:直接投资、证券投资、其他投资和储备资产。

Foreign direct investment (FDI) involves acquiring a lasting interest and control, usually at least 10% of equity. Portfolio investment includes purchases of shares and bonds that do not give control. Other investment covers loans, trade credit and currency deposits.

外国直接投资涉及获得持久利益和控制权,通常至少持有10%的股权。证券投资包括购买不赋予控制权的股票和债券。其他投资涵盖贷款、贸易信贷和货币存款。

When a country runs a current account deficit, it must be financed by a net inflow on the financial account, such as by selling assets to foreigners or by borrowing. This is why the two accounts are mirror images in accounting terms.

4. The Balancing Item and Double-Entry Principle | 净误差与遗漏及复式记账原则

In practice, statistics are collected from thousands of separate sources, so measurement errors occur. The net errors and omissions item is added to make the accounts sum to zero. A large persistent balancing item may indicate unrecorded capital flight or smuggling.

Each transaction is recorded twice: for example, an export of goods is credited in the current account and the receipt of foreign currency is recorded in the financial account. Thus the balance of payments identity can be written as: current account + capital and financial account + net errors and omissions = 0.

5. Interpreting a Current Account Deficit | 解释经常账户赤字

A current account deficit is not automatically harmful. It may reflect an economy investing productively with capital imported from abroad. However, analysts examine whether the deficit is used to finance consumption or investment, and whether it is sustainable.

经常账户赤字不必然有害。它可能反映一个经济体利用从国外进口的资本进行生产性投资。但分析者会考察赤字是用于消费还是投资,以及是否可持续。

A useful way to express the deficit is as a share of GDP. A small deficit of 1-2% of GDP may be easily financed, while a deficit above 5% may draw market concern, especially if it persists.

6. Causes of a Current Account Deficit | 经常账户赤字的原因

A current account deficit may be caused by strong domestic demand, which pulls in imports. If real incomes grow faster than productivity, consumers and firms buy more from abroad. This is often called demand-side pressure.

A loss of price or non-price competitiveness can also cause deficits. If domestic inflation is higher than trading partners or productivity growth is weaker, exports become less competitive and imports more attractive.

7. Consequences of a Persistent Current Account Deficit | 持续经常账户赤字的后果

A moderate current account deficit can be sustainable if it finances productive investment that raises future export capacity. However, a persistent deficit may lead to rising external debt, higher interest payments abroad and a growing net international liability position.

适度的经常账户赤字如果用于资助能提高未来出口能力的生产性投资,则可能是可持续的。然而,持续赤字可能导致外债上升、对外利息支付增加以及净国际负债头寸扩大。

If markets lose confidence in a country with a large deficit, there may be capital outflows, a sharp depreciation and higher borrowing costs. In extreme cases, a currency crisis can occur, as seen in several emerging markets.

For an economy in recession, a current account deficit also represents a leakage of aggregate demand from the circular flow of income, which may reduce domestic output and employment.

8. Policies to Reduce a Current Account Deficit | 减少经常账户赤字的政策

Expenditure-reducing policies reduce aggregate demand and therefore demand for imports. Higher interest rates, tighter fiscal policy or higher taxes lower household and firm spending. However, these policies may reduce output and raise unemployment.

支出削减政策降低总需求,从而减少对进口的需求。提高利率、收紧财政政策或提高税收会降低家庭和企业支出。但这些政策可能减少产出并增加失业。

Expenditure-switching policies redirect spending from foreign goods to domestic goods. A depreciation of the exchange rate makes imports more expensive and exports cheaper, while import tariffs or quotas directly restrict foreign purchases.

Supply-side policies aim to raise productivity, innovation and productive capacity so that domestic firms can produce goods that consumers would otherwise import. Examples include investment in education, infrastructure, R&D and labour market reforms.

Protectionist measures may reduce imports quickly, but they invite retaliation, distort resource allocation and may violate WTO rules. They are usually considered a last resort rather than a long-term cure.

9. The Marshall-Lerner Condition and the J-Curve | 马歇尔-勒纳条件与J曲线

A depreciation improves the current account only if the Marshall-Lerner condition holds: the sum of the price elasticities of demand for exports and imports must be greater than one.

If the condition is satisfied, a depreciation raises export revenue and reduces import spending. In the short run, however, quantities may adjust slowly because contracts are fixed and consumers need time to switch suppliers. The current account may worsen before it improves, tracing a J-curve.

Empirical estimates suggest that for many advanced economies the Marshall-Lerner condition holds in the medium term, but elasticities are lower in the short run. The J-curve is therefore an important time-lag effect in policy evaluation.

10. Evaluating Deficits, Surpluses and Policy Trade-offs | 评价赤字、盈余与政策权衡

A current account surplus is not always a sign of strength. It may reflect weak domestic consumption, high saving caused by insecurity, or an undervalued exchange rate. Some large economies have been criticised for relying heavily on external demand.

经常账户盈余并不总是实力的标志。它可能反映国内消费疲软、因缺乏安全感导致的高储蓄或汇率低估。一些大型经济体曾被批评过度依赖外部需求。

Deficits and surpluses must be assessed in context. A deficit caused by productive investment under political stability may be more sustainable than a surplus caused by depressed consumer spending
