Globalisation has transformed the way states interact, trade and govern. For A-Level Politics students, understanding its impact on the nation state and national sovereignty is essential because it raises fundamental questions about power, legitimacy and democracy in the twenty-first century.

1. Defining Globalisation | 全球化的定义

Globalisation refers to the increasing interconnectedness of states, economies, societies and cultures through flows of trade, capital, people, information and ideas. It is usually divided into economic, political and cultural dimensions, each affecting the nation state in different ways.

全球化是指国家、经济、社会和文化之间通过贸易、资本、人员、信息和思想的流动而日益相互联系。它通常分为经济、政治和文化三个维度,每个维度都以不同方式影响着民族国家。

Economic globalisation involves the growth of international trade, foreign direct investment and global supply chains. Political globalisation refers to the expansion of international organisations and treaties that constrain or guide state behaviour. Cultural globalisation describes the spread of values, lifestyles and consumer products across borders.

2. The Meaning of National Sovereignty | 国家主权的含义

National sovereignty is the principle that a state has supreme authority within its own territory and is not subject to any higher external authority. It has internal and external dimensions: internally, it means the state can make and enforce laws; externally, it means the state is recognised as independent and equal in the international system.

国家主权是指国家在其领土内拥有最高权威,不服从任何更高的外部权威。主权有对内和对外两个维度:对内意味着国家可以制定和执行法律;对外意味着国家在国际体系中被承认为独立和平等的主体。

However, sovereignty has never been absolute. Even before modern globalisation, states entered treaties and alliances that limited their freedom of action. What globalisation has changed is the scale and depth of these constraints.

3. Economic Globalisation and State Autonomy | 经济全球化与国家自主权

Economic globalisation reduces the state’s ability to control its own economy. Capital can move across borders quickly, meaning governments may be forced to cut taxes, deregulate labour markets and offer incentives to attract or retain foreign investment. This is often called the ‘race to the bottom’.

Transnational corporations (TNCs) often have revenues larger than the GDP of many small states. As a result, economic sovereignty is constrained by global markets and mobile capital.

4. Political Globalisation and Pooled Sovereignty | 政治全球化与主权共享

Political globalisation is most visible in the growth of international organisations such as the United Nations, the World Trade Organization, the International Monetary Fund and the European Union. When states join such bodies, they accept rules and obligations that limit their unilateral decision-making.

This is sometimes described as ‘pooled sovereignty’ or ‘shared sovereignty’. States do not necessarily lose sovereignty; rather, they exercise it collectively to achieve goals they could not achieve alone, such as trade liberalisation, environmental protection or security cooperation.

Cultural globalisation spreads global brands, media and lifestyles, often dominated by Western or American values. This can weaken distinct national cultures and identities, making it harder for the state to maintain a cohesive sense of nationhood.

However, cultural globalisation can also provoke resistance. Many states and communities respond by defending local traditions, language and religion, which can strengthen nationalist movements and demands for greater political control.

The European Union is the most advanced example of pooled sovereignty. Member states transfer authority over trade, competition, agriculture, migration and monetary policy (for eurozone countries) to supranational institutions such as the European Commission, the European Court of Justice and the European Central Bank.
