The state, the nation and sovereignty are foundational concepts in A-Level Politics. Understanding how they differ and how they interact is essential for analysing modern government, international relations and debates such as Brexit, globalisation and devolution.

1. What is the State? | 什么是国家?

A state is a political and legal entity that has a permanent population, a defined territory, a government, and the capacity to enter into relations with other states. The 1933 Montevideo Convention sets out these four criteria, which are still widely used in international law.

The sociologist Max Weber famously defined the state as the institution that holds a monopoly of legitimate violence within a given territory. This means only the state can lawfully use force, such as through the police or the army.

A nation state is the idea that the boundaries of a state should match the boundaries of a single nation. In practice, very few states are perfect nation states. The concept can be traced back to early modern thinkers such as Jean Bodin and Thomas Hobbes, who argued that a sovereign authority was necessary to maintain order and security. Today sovereignty has both legal and political dimensions.

Political sovereignty refers to where real power ultimately lies in practice. In a democracy, the people or the electorate are often seen as politically sovereign because governments derive their authority from the consent of the governed.

Popular sovereignty is the idea that legitimate authority comes from the people. It was central to thinkers such as John Locke and is reflected in democratic elections and referendums.

7. Pooled Sovereignty and the European Union | 共享主权与欧盟

Pooled sovereignty occurs when states voluntarily agree to share decision-making power in certain policy areas with supranational institutions. This does not mean sovereignty is lost; rather, it is exercised collectively to achieve shared goals.

The European Union is a leading example. Member states have pooled sovereignty in areas such as trade, competition, agriculture and some aspects of justice and home affairs. EU law can take precedence over national law in these areas, which has caused intense debate about national sovereignty.

Within many states, sub-state nationalism challenges the idea of a unified nation state. In the UK, Scotland, Wales and Northern Ireland have nationalist movements that seek greater self-government or independence.

Devolution transfers certain legislative and executive powers from central government to regional bodies, such as the Scottish Parliament and the Senedd Cymru. The state has not disappeared, but its authority is now shared, pooled and negotiated more than in the past.
