Traditional conservatism is one of the core strands within the Edexcel A-Level Politics specification on conservatism. It developed in response to the French Revolution and the Enlightenment belief that human reason could redesign society. Traditional conservatives argue that society should be understood as an organic whole shaped by customs, hierarchy and historical experience rather than by abstract theory.

1. Historical origins | 历史起源

Traditional conservatism emerged in the late eighteenth century, especially in Edmund Burke’s response to the French Revolution. Burke rejected the revolutionaries’ belief that society could be torn down and rebuilt according to abstract principles of liberty, equality and fraternity.

传统保守主义兴起于十八世纪后期,尤其体现在埃德蒙·伯克对法国大革命的回应中。伯克反对革命者认为可以根据自由、平等、博爱等抽象原则推翻并重建社会的信念。

For Burke, sudden revolutionary change destroys the inherited institutions that provide stability. He argued that reformers should repair and adapt existing institutions rather than abolish them, because these institutions embody the accumulated wisdom of past generations.

在伯克看来,突发的革命性变革会摧毁提供稳定的既有制度。他主张改革者应当修补并调整现有制度,而不是废除它们,因为这些制度体现着世代积累的智慧。


2. Human imperfection | 人性不完美

Traditional conservatism rests on a pessimistic view of human nature. Human beings are seen as morally flawed, intellectually limited and driven by selfish desires. Because individuals cannot rely on perfect reason or virtue, they need the guidance of tradition, authority and stable institutions.

3. The role of tradition | 传统的作用

Tradition is central to traditional conservatism because it represents the accumulated wisdom of the past. Institutions, customs and practices that have survived for generations are seen as ‘tested by time’. Burke described society as a partnership between ‘those who are living, those who are dead, and those who are to be born’.

4. Organic society | 有机社会

Traditional conservatives view society as an organic whole, not as a machine made up of interchangeable parts. Like a living organism, society has complex interdependence among its members, and its institutions grow gradually over time.

This organic view implies that radical reform is dangerous because changing one part of society may damage the whole. It also supports the idea that individuals are embedded in social roles such as family, church and local community, rather than being isolated rights-bearing agents.

5. Hierarchy and authority | 等级与权威

Traditional conservatives accept hierarchy as natural and beneficial. Inequalities of wealth, status and power are seen as inevitable because human talents and abilities differ, and because social order requires clear lines of command.

Authority, in this view, is exercised from above and is based on tradition, experience and social position rather than on consent alone. Authority provides discipline, protection and moral guidance, and it helps restrain the flawed impulses of individuals.

6. Paternalism and noblesse oblige | 家长制与贵族义务

Paternalism is the idea that those in authority should act like parents towards those below them, using their power to protect and guide. In traditional conservatism, this often takes the form of ‘noblesse oblige’: the duty of the privileged to care for the less fortunate.

家长制是指掌权者应当像父母对待子女一样对待下级,运用权力加以保护和引导。在传统保守主义中,这通常表现为 ‘贵族义务’:特权阶层有责任关怀较不幸者。

This can support welfare reforms and social cohesion, but it remains a top-down approach. Traditional paternalism does not aim to create equality through rights; it aims to preserve stability through a sense of reciprocal duty between classes.

7. Pragmatism and change to conserve | 实用主义与以变革求保守

Traditional conservatives are pragmatic rather than ideological. They are suspicious of fixed blueprints and prefer policies that respond to specific circumstances. Michael Oakeshott described being conservative as preferring ‘the familiar to the unknown’ and ‘the tried to the untried’.

This leads to the principle of ‘change to conserve’. If necessary, institutions may be adapted in a cautious, gradual way so that their core values and stability are preserved. Reform is accepted only when it strengthens the existing order, not when it replaces it with a new one.

Private property is highly valued by traditional conservatives because it gives individuals a stake in society, encourages responsibility and provides security. Property is also seen as a link between generations, as estates and assets are passed down through families.

Traditional conservatism also values local communities, intermediate institutions and civil associations. These bodies stand between the individual and the state, allowing authority to be exercised in a more personal and accountable way.

9. Key thinkers: Burke, Oakeshott and Disraeli | 关键思想家:伯克、欧克肖特与迪斯雷利

Edmund Burke is the founding thinker of traditional conservatism. His Reflections on the Revolution in France (1790) argued for gradual reform, respect for tradition and hostility to abstract rationalism.

埃德蒙·伯克是传统保守主义的奠基思想家。他在《法国革命论》(1790 年)中主张渐进改革、尊重传统,并反对抽象理性主义。

Michael Oakeshott developed a modern sceptical conservatism. He criticised rationalist politics and described political activity as practising a tradition rather than applying a perfect plan.

迈克尔·欧克肖特发展了一种现代怀疑式保守主义。他批评理性主义政治,并把政治活动描述为实践一种传统,而不是实施一套完美计划。

Benjamin Disraeli is often linked to one-nation conservatism, a paternalistic form of traditional conservatism. He believed that the rich had a duty to help the poor, and that national unity required bridging the gap between rich and poor.
