Cambridge A-Level Economics requires students to explain and evaluate the main types of policy used by governments to achieve macroeconomic and microeconomic objectives.

Policies can be classified as demand-side or supply-side, macroeconomic or microeconomic, and market-based or interventionist. This article examines twelve key types of policy and their likely effectiveness.

1. Fiscal Policy | 财政政策
Fiscal policy involves changes in government spending, taxation and the budget balance to influence aggregate demand, output and employment.

Expansionary fiscal policy raises G or cuts taxes to boost AD; contractionary fiscal policy does the opposite. The size of the final change in national income depends on the multiplier.

2. Monetary Policy | 货币政策
Monetary policy uses the central bank’s control of interest rates, money supply and credit conditions to manage aggregate demand and inflation.

A lower policy rate reduces borrowing costs, encourages consumption and investment, and may weaken the exchange rate, boosting net exports.

Quantitative easing is an unconventional tool: the central bank buys government bonds to inject liquidity and lower long-term yields.

Evaluation: monetary policy is flexible and fast to adjust, but it is blunt, weak in a liquidity trap, and can fuel asset bubbles.

3. Supply-Side Policy | 供给侧政策
Supply-side policy aims to increase the economy’s productive capacity by shifting long-run aggregate supply (LRAS) to the right.

Market-based measures include tax cuts, deregulation, privatisation, labour market reform and lower trade barriers; interventionist measures include education, training, infrastructure and healthcare spending.

The expected outcomes are higher potential growth, lower structural unemployment and lower inflation at any given level of AD.

Evaluation: supply-side reforms can raise both equity and efficiency concerns, and their benefits typically take years to appear.

4. Demand-Side vs Supply-Side Policies | 需求侧与供给侧政策比较
Demand-side policies manage the level of aggregate demand to close output gaps, while supply-side policies aim to expand potential output itself.

Demand-side measures are more effective in a deep recession with spare capacity; supply-side measures are better for long-run growth and structural problems.

In practice, governments combine both. For example, cuts in corporation tax can stimulate AD through investment and also improve LRAS incentives.

Evaluation: using only demand-side policy risks inflation if the economy is near full capacity; using only supply-side policy may be too slow during a slump.

5. Microeconomic Intervention: Taxes and Subsidies | 微观经济干预:税收与补贴
Indirect taxes can internalise external costs, discourage demerit goods, raise revenue and correct market failure.

Subsidies lower production costs, encourage merit goods, support infant industries and can improve equity by making essentials cheaper.

However, taxes may be regressive and create deadweight loss; subsidies can be costly, cause overproduction and be difficult to remove.

Evaluation: the effectiveness depends on price elasticity of demand and supply, information quality and the size of the externality.
