📚 Unemployment: Causes, Measurement and Policy |
Unemployment is one of the core macroeconomic indicators in the Cambridge A-Level Economics syllabus. It measures the number of people who are willing and able to work at prevailing wage rates but cannot find employment. A solid understanding of how unemployment is defined, measured and caused, as well as the policies used to reduce it, is vital for high-level exam answers.
1. Definition and Key Terminology |
Unemployment refers to the number of people of working age who are without a job, are available to start work within a set period, and have actively sought employment recently. The labour force is the sum of employed and unemployed workers. Some people of working age are economically inactive, such as full-time students, carers, or discouraged workers, and they are not counted as unemployed.
The unemployment rate is the key headline statistic. It is calculated by dividing the number of unemployed people by the total labour force and multiplying by 100.
Unemployment rate = (Unemployed ÷ Labour force) × 100
Important distinctions include underemployment, where people work fewer hours than they wish, and hidden unemployment, where discouraged workers stop searching. These are not fully captured by official measures, so the true level of labour underutilisation may be higher.
The Claimant Count measures the number of people claiming unemployment-related benefits, such as Jobseeker’s Allowance in the UK. It is cheap and quick to compile because it uses administrative records. However, it can understate unemployment because not all unemployed people are eligible for benefits, and some may not claim even if eligible.
The ILO Labour Force Survey uses a household questionnaire to identify people who are out of work, have actively looked for work in the past four weeks, and are able to start within two weeks. It is internationally comparable and closer to the economic definition of unemployment, but it is more expensive and subject to sampling error.
In exam answers, you should compare the two measures. The Claimant Count can change when benefit rules change, even if employment does not, while the ILO survey is not affected by administrative rules.
3. Frictional and Structural Unemployment |
Frictional unemployment is short-term unemployment that occurs when workers are moving between jobs, entering the labour force for the first time, or searching for better matches. It is generally seen as inevitable and even beneficial because it allows labour to move to more productive uses. Better job information can reduce the duration of frictional unemployment.
