Organisational structure refers to the formal arrangement of jobs, authority, and communication within a business. It determines how tasks are allocated, who reports to whom, and how information flows across the organisation. Understanding structure is essential for A-Level Business students because it directly affects efficiency, motivation, and the ability to respond to change.

组织架构是指企业内部职位、权力与沟通的正式安排。它决定了任务如何分配、谁向谁汇报,以及信息如何在组织中流动。对 A-Level 商科学生而言,理解企业结构至关重要,因为它直接影响效率、员工积极性以及企业应对变化的能力。


1. Key Terminology: Hierarchy and Span of Control | 关键术语:等级制度与管理跨度

Hierarchy is the layer of management levels in an organisation, from senior executives down to operational staff. Each layer represents a level of authority and responsibility.

等级制度 是指组织中从高层管理者到基层员工的管理层级。每一层都代表一定的权力与责任水平。

Span of control is the number of subordinates directly supervised by one manager. A wide span means many subordinates; a narrow span means few. The number of employees at each level can be calculated using the span of control:

管理跨度 是指一名管理者直接管理下属的人数。跨度宽意味着下属多,跨度窄意味着下属少。每一层员工人数可通过管理跨度计算:

Number of employees at level n = Span of Control ⁿ

For example, if a manager has a span of control of 4, then at level 2 there are 4² = 16 employees, and at level 3 there are 4³ = 64 employees.

2. Chain of Command and Scalar Principle | 指挥链与层级原则

The chain of command is the formal route through which instructions pass from the top of the organisation to the bottom. The scalar principle states that authority should flow in a clear, unbroken line from the most senior position to the most junior position.

指挥链 是指指令从组织最高层传递到最底层的正式路径。层级原则 主张权力应当从最高职位到最低职位沿一条清晰、不间断的线路流动。

The unity of command principle states that each employee should receive orders from only one superior. This avoids confusion and conflicting instructions. If an employee receives instructions from two managers, they may struggle to prioritise tasks and accountability becomes blurred.

统一指挥原则 指出每名员工只应接受一位上级的指令,以避免混乱和冲突指令。若一名员工同时接受两名管理者的指令,就可能难以确定任务优先级,责任归属也会变得模糊。


3. Tall vs Flat Structures | 高耸型与扁平型结构

A tall structure has many hierarchical levels and a narrow span of control. Communication between the top and bottom can be slow, but there are clear promotion paths and close supervision.

高耸型结构 层级多、管理跨度窄。上下级沟通可能较慢,但晋升路径清晰,监督管理也更为密切。

A flat structure has few levels and a wide span of control. It promotes faster decision-making and employee empowerment, but managers may face heavy workloads and limited promotion opportunities.

4. Functional Structure | 职能型结构

A functional structure groups employees according to their specialist function, such as marketing, finance, human resources, and operations. Each department is headed by a functional manager who reports to the chief executive.

职能型结构 按员工的专业职能进行分组,如市场营销、财务、人力资源和运营。每个部门由一名职能经理领导,并向首席执行官汇报。

Advantages of this structure include:

5. Product-Based and Regional Structures | 产品型与区域型结构

In a product-based structure, the organisation is divided into divisions, each responsible for a specific product line. For example, an electronics company may have separate divisions for smartphones, laptops, and home appliances.

产品型结构中,企业按产品线划分为不同事业部。例如,一家电子公司可能设有智能手机、笔记本电脑和家用电器三个独立事业部。

A regional structure divides the business by geographic area, such as Asia, Europe, and the Americas. This allows the business to respond to local customer needs and regulations.

Both structures allow managers to focus on their specific market segment. However, they can lead to duplication of resources and increased costs if each division maintains its own marketing, finance, and HR departments.

6. Matrix Structure | 矩阵型结构

A matrix structure combines two types of structure, typically functional and project-based. Employees report to both a functional manager and a project manager at the same time. This breaks the unity of command principle.

For example, a marketing specialist may work within the marketing department (function) while also serving on a specific product launch team (project). This allows the business to deploy experts flexibly across multiple projects.

7. Centralisation vs Decentralisation | 集权与分权

Centralisation occurs when decision-making authority is retained at the top of the organisation. This ensures consistency and strong control but can slow down decision-making and demotivate junior employees.

集权 是指决策权保留在组织最高层。它能确保决策一致性和强有力控制,但可能拖慢决策速度并降低基层员工的积极性。

Decentralisation occurs when decision-making power is delegated to lower levels of the organisation. This empowers employees and speeds up responses to local conditions, but may lead to inconsistent decisions across departments.

分权 是指将决策权下放至组织较低层级。它能增强员工自主权并加快对本地情况反应速度,但也可能导致各部门决策不一致。

A business may choose a combination: for example, strategic decisions (mergers, new markets) stay centralised, while operational decisions (staff rotas, local promotions) are decentralised.

企业可选择集权与分权的结合:例如,战略决策(并购、进入新市场)保持集权,而运营决策(员工排班、本地促销)则实行分权。


8. Design Principles: Delegation and Authority | 设计原则:授权与权力

Delegation is the transfer of authority and responsibility to subordinates to carry out specific tasks. Effective delegation requires that the subordinate has sufficient authority to complete the task and accepts responsibility for the outcome.

授权 是将权力与责任下移给下属,以完成特定任务。有效授权要求下属拥有完成任务所需的充分权力,并愿意对结果承担责任。

Authority is the right to give orders and make decisions, whereas responsibility is the obligation to complete a task. Accountability is the obligation to answer for the final outcome. A well-designed structure ensures that authority, responsibility, and accountability are aligned.

权力 是发出命令和做出决策的权利,而职责 是完成任务的义务。问责 是对最终结果负责的义务。一个设计良好的结构应确保权力、职责与问责三者相匹配。
