Taylor and other critics, however, highlight the improvisation and risk at every stage. War, in this reading, was a gamble that paid off, not a plan that unfolded. This grand narrative came under devastating attack in the 1980s. They also showed that Germany possessed a vibrant civil society, effective local government, and a powerful industrial bourgeoisie. More recent scholarship — from David Cannadine, Hans-Peter Ullmann, and others — has further complicated the picture by emphasising that the Empire’s democratic elements (free press, legal system, competitive elections) were real and growing. The Sonderweg thesis remains influential, but today most historians treat it as a question, not an answer.
