Economic development refers to the improvement in the standard of living and well-being of a country’s population. It is a broader concept than economic growth, which focuses only on the increase in real national output (GDP). Countries around the world differ enormously in their level of development, from high-income nations such as Norway and Singapore to low-income countries such as Niger and the Democratic Republic of the Congo. Understanding the causes and manifestations of these differences is a core requirement of the CIE IGCSE Economics syllabus.

Economic growth is a quantitative measure: it is the annual increase in a country’s real GDP or real GDP per capita. It tells us how much more is produced, but not how the output is distributed or whether it improves people’s lives. Economic development, by contrast, is a qualitative concept that includes improvements in life expectancy, literacy, access to healthcare, clean water, housing and a reduction in absolute poverty.

A key point for the examination is that growth can occur without development. For example, a country may experience rising GDP while the benefits flow only to a small wealthy elite, leaving health and education still poor for the majority. Conversely, development usually requires growth, because higher output provides the tax revenue to fund public services.

The most widely used single indicator is GDP per capita (or GNI per capita), which measures average income. Yet it has weaknesses: it ignores income distribution, ignores non-market production (such as subsistence farming), and says nothing about health or education. To overcome this, economists use the Human Development Index (HDI), which combines three dimensions: life expectancy at birth, mean years of schooling and GNI per capita.

3. Physical and Geographical Causes | 自然与地理因素

Natural resource endowments influence development. Countries with oil (such as Saudi Arabia) or minerals (such as Chile’s copper) can earn large export revenues and finance infrastructure and public services. However, the ‘resource curse’ describes how some resource-rich countries remain poor because of corruption, conflict and over-reliance on volatile commodity prices. In contrast, countries with few natural resources, such as Singapore, can still develop through trade and human capital.

Being landlocked, as with Chad, raises transport costs and restricts access to seaports, making exports less competitive. Conversely, mild climates and coastal locations, such as those of the Netherlands and Japan, ease trade and productive agriculture.

Human capital refers to the skills, knowledge and health of the workforce. Countries that invest in education and healthcare enjoy higher productivity, more innovation and a greater ability to absorb new technologies. South Korea’s heavy investment in education from the 1960s is widely credited as a key driver of its rapid development. By contrast, countries with low school enrolment and a high burden of disease, such as HIV/AIDS in parts of sub-Saharan Africa, lose productivity and lifetime earnings.

Physical capital — machinery, factories, roads, ports and power plants — raises labour productivity. A worker with a tractor produces far more than a worker with a hoe. However, low-income countries face a ‘savings gap’: because incomes are very low, households save little, banks have few deposits, and firms cannot borrow to invest. This is the poverty trap, often called the vicious circle of poverty.

Conversely, a lack of access to electricity and the internet hampers the adoption of modern technology in many low-income countries.

Corruption diverts public funds away from schools and hospitals and raises the cost of doing business. Countries with strong, transparent institutions, such as Denmark and New Zealand, consistently rank high on development indicators.

Good governance — including free elections, a free press and an independent judiciary — is thus a precondition for sustained development.

Colonial history left many developing countries specialised in primary commodities such as cocoa, coffee, copper or oil. These products face volatile world prices and offer limited scope for productivity growth. Countries that have diversified into manufacturing and services — such as Bangladesh’s garment industry or India’s software services — have grown much faster and created more stable employment.

However, reliance on a narrow export base leaves a country vulnerable to demand shocks, as seen when oil prices fall sharply.

The most visible manifestation of development differences is income. According to World Bank data, Norway’s GDP per capita is more than 100 times that of the Democratic Republic of the Congo. Absolute poverty — living on less than US$2.15 per day — is heavily concentrated in sub-Saharan Africa and South Asia, while high-income countries have near-universal access to food, housing and utilities.

Infant mortality in Sierra Leone is around 70 per 1,000 live births, whereas in Iceland it is just 2 per 1,000. These gaps reflect unequal access to doctors, clean water, vaccination and nutrition — the direct result of under-investment in health systems.

Poor health and low education reinforce each other: sick children miss school, and less-educated parents cannot earn enough to afford healthcare, trapping families in intergenerational poverty.

In many low-income countries, less than half the population has access to electricity; in rural areas, unpaved roads isolate villages from markets, schools and clinics. The quality of housing also differs greatly: many urban slums in developing cities lack running water, sanitation and secure tenure.
