📚 German Economic Development 1815-1848 | 1815-1848

The period from 1815 to 1848 witnessed a profound transformation in the economic landscape of the German lands. Although politically fragmented into 39 sovereign states under the German Confederation, the force of economic integration gradually overcame these barriers, laying the groundwork for later political unification.

1. The Background: Political Fragmentation and Economic Stagnation |

After the Congress of Vienna in 1815, the German Confederation replaced the dissolved Holy Roman Empire. Each member state retained full sovereignty over its own tariffs, currencies, weights and measures, creating a patchwork of economic barriers that severely hampered trade and industrial growth.

  • Customs duties were levied at every border, sometimes even between adjacent Prussian provinces, which increased transport costs and delayed goods.

Each principality imposed its own tariffs, sometimes even between adjacent territories of the same state. Goods passing from Hamburg to Austria might cross several borders and pay duties at every one, making commerce slow, expensive and unpredictable.

Currency chaos compounded the problem: Prussia, Austria, Bavaria and dozens of smaller states each maintained separate coinage systems. A merchant in Frankfurt had to exchange money multiple times simply to trade within central Germany.

2. The Prussian Tariff Reform of 1818 | 1818年普鲁士关税改革

In 1818, Prussia enacted a landmark customs law that abolished all internal tariffs within its own territory and created a single external tariff at relatively low rates. This reform, influenced by British classical economists, aimed to create a unified internal market for Prussian provinces ranging from the Rhineland to East Prussia.

Tariff reform: internal duties removed → single border tariff (average rate under 10%)

The reform produced immediate benefits. Trade within Prussia rose sharply, and the simplicity of the new system attracted neighbouring smaller states, which began to negotiate accession agreements with Prussia. This marked the first decisive step toward an all-German customs union.

3. The Zollverein: Establishment and Expansion |

The Zollverein, or German Customs Union, was formally established on 1 January 1834. It brought together Prussia, Bavaria, Württemberg, Saxony, the Thuringian states and several others, covering a population of roughly 23 million people. Austria was excluded, a decision of far-reaching political consequence.

The Zollverein eliminated all internal customs barriers among member states and standardised the external tariff. It did not yet create political unity, but it accustomed Germans to joint economic administration and demonstrated the practical benefits of cooperation under Prussian leadership.

4. Transport and Infrastructure: Railways and Roads |

The 1830s and 1840s saw an extraordinary expansion of infrastructure, most notably the railway. The first German railway, the Bavarian Ludwigsbahn from Nuremberg to Fürth, opened in 1835, and by 1848 Germany possessed over 5,000 kilometres of track, far exceeding France.

Railways dramatically reduced transport costs and journey times. Coals from the Ruhr could now reach industrial centres in days rather than weeks, and the movement of grain, textiles and machinery was revolutionised. The railway also stimulated the iron, coal and engineering sectors that supplied rails, locomotives and wagons.

Road building likewise improved, though more slowly. The expansion of the Prussian state road network and improvements in river navigation, especially on the Rhine, further integrated regional markets and supported the growth of internal trade.

5. Agricultural Reform and the Liberation of the Peasantry |

Agricultural transformation provided the essential foundation for industrialisation. In Prussia, the Stein-Hardenberg reforms of 1807-1816 began the emancipation of the serfs and allowed land to be freely bought and sold. Peasants could now own property and make their own economic decisions.

These reforms encouraged more efficient farming methods, including crop rotation, the use of new fertilisers and the cultivation of fodder crops such as potatoes and clover. Agricultural productivity rose, producing a surplus that could feed the growing urban population and freeing labour for industrial employment.

However, the process was painful for many small peasants. The costs of buying out seigneurial obligations often drove them into debt, while large estates in eastern Prussia, producing grain for export, became even more profitable and powerful.

6. The Rise of Industrialisation: Textiles, Coal, Iron |

By the 1840s, a recognisably modern industrial sector had begun to emerge, though it remained uneven and on a smaller scale than Britain’s. The textile industry, especially cotton spinning in Saxony and the Rhineland, was the leading sector, enjoying new markets created by the Zollverein.

Coal and iron production also expanded rapidly. Output of pig iron in Prussia rose from roughly 90,000 tons in 1830 to over 200,000 tons by 1848. The Ruhr coalfields, connected by rail to manufacturing centres, became a focal point of heavy industry, while Silesia developed its own industrial complex.

Yet industrialisation remained localised. Small workshops and handicraft production still dominated in many regions, and the putting-out system, where merchants supplied raw materials to cottage workers, persisted alongside factory production. Germany in 1848 was still more agrarian than industrial.

7. Banking and Financial Institutions |

Industrial growth required credit, and German banking expanded significantly during this period. Private banking houses, most notably the Rothschild family in Frankfurt, played a crucial role in financing state loans and large-scale commercial ventures.

The 1840s saw the emergence of joint-stock banks and railway finance companies. In 1846, the Prussian state converted its central bank into the Prussian Bank, which issued notes and provided a more stable national currency system. Such institutions helped channel capital into railways, mining and factories.

Nevertheless, a unified banking system did not yet exist. Each German state retained its own currency and financial regulations, and severe credit shortages during crises, such as the commercial distress of 1847-1848, revealed the fragility of the emerging financial order.

8. Regional Imbalance and Uneven Development |

Economic development in Germany was profoundly uneven across regions. The western provinces, especially the Rhineland and Westphalia, benefited from proximity to French and Belgian markets, rich coal deposits and the legacy of French occupation, which had abolished feudal institutions earlier.

Eastern Prussia remained predominantly agrarian, with large estates farming grain for export to western Europe. The rate of industrialisation there was slow, and the middle provinces of central Germany, such as Saxony, represented an intermediate zone combining significant textile production with scattered handicraft industries.

These regional disparities created tensions. Industrialists in the west demanded higher tariffs to protect their goods, while eastern estate owners and Baltic merchants preferred free trade to export their grain and timber cheaply. Such conflicting interests shaped Prussian and German economic policy throughout the period.

9. Social Consequences: Population Growth and New Class Conflict |

The economic changes of 1815-1848 had profound social effects. Germany’s population grew from approximately 25 million in 1815 to over 35 million by 1848. Urbanisation accelerated, though slowly: the great cities of Berlin and Hamburg expanded, while industrial towns such as Essen and Barmen grew rapidly.

A new industrial working class emerged in the factory districts, living in poor housing, working long hours for low wages and suffering constant insecurity. The Silesian weavers’ revolt of 1844, brutally suppressed, was a striking symbol of social distress and the desperation caused by industrial competition and falling wages.

Meanwhile, a confident middle class of merchants, factory owners, officials and professionals accumulated wealth and demanded a greater role in government. Their frustrations with the political conservatism of the Confederation found expression in the revolutions of 1848.

10. Economic Integration and the Road to Unification |

The Zollverein, railways, banking and industrial growth all contributed to a powerful sense of economic nationalism. Germans increasingly came to see their fragmented political map as an obstacle to prosperity, and the Customs Union became a model of practical cooperation that transcended provincial loyalties.

Prussia’s leadership of the Zollverein gave it a form of economic leverage that Austria could not match. When Austrian attempts to enter or undermine the union failed in the early 1850s, Prussia’s role as the natural leader of German unity was greatly strengthened.

Thus, although the 1848 revolutions failed to achieve political unity, the economic transformation of the preceding decades had fundamentally changed the conditions of German life. By unifying markets, building modern transport and creating shared financial and trade institutions, the economic development of 1815-1848 prepared the ground for the eventual creation of a unified German state in 1871.
