Germany in the First World War (1914-1916) |

📚 Germany in the First World War (1914-1916) |

Germany entered the First World War in August 1914 as a supposedly unified nation, convinced that the conflict would be short and victorious. Within two years, the reality of industrialised total war on the Western Front, the strains of the British naval blockade, and the collapse of the Schlieffen Plan had transformed the country’s politics, economy, and society far beyond anything predicted by its military leaders.

1. The Road to War: The Blank Cheque |

The immediate origins of Germany’s involvement lay in the crisis following the assassination of Archduke Franz Ferdinand on 28 June 1914. On 5-6 July, Kaiser Wilhelm II and Chancellor Theobald von Bethmann Hollweg offered Austro-Hungary unconditional support, the so-called “blank cheque”, for any action against Serbia.

German military planners, led by Chief of the General Staff Helmuth von Moltke the Younger, believed that a European war was inevitable and that the longer it was delayed, the stronger Russia would become. The army’s calculation was that a preventive war in 1914 was preferable to a later conflict under less favourable conditions.

This risk-taking diplomacy reflected both military confidence and political anxiety. Germany saw itself as surrounded by hostile powers, particularly the Entente of France, Russia, and Britain. The refusal to attend a peace conference or to restrain Austria-Hungary during late July 1914 made the escalation to general war almost inevitable.

2. The Schlieffen Plan and Its Failure |

The German war plan, devised by Alfred von Schlieffen in 1905-1906, aimed to avoid a two-front war by defeating France in six weeks before turning against Russia. The right wing of the German armies would sweep through neutral Belgium and northern France, encircle Paris, and force the French army to surrender.

On 2 August 1914, Germany demanded free passage through Belgium; when this was refused, German troops invaded the next day. This violation of Belgian neutrality brought Britain into the war on 4 August. The German army encountered unexpectedly tough Belgian resistance at Liège, which slowed the timetable but did not stop it.

The plan failed at the First Battle of the Marne in September 1914. The German right wing, exhausted and overstretched, was held by the French Sixth Army and counter-attacked. By the end of September, the war of movement had ended; the armies began digging trenches from the North Sea to the Swiss border. Moltke was replaced by Erich von Falkenhayn in September 1914.

3. Eastern Victories: Tannenberg and the First Year in the East |

While the Western Front stagnated, Germany secured a spectacular victory in the east. In August 1914, the Russian First and Second Armies invaded East Prussia. The German Eighth Army, commanded by Paul von Hindenburg and Erich Ludendorff, defeated the Russian Second Army at Tannenberg (26-30 August 1914).

Tannenberg was followed by the First Battle of the Masurian Lakes in September 1914, which drove the Russians out of East Prussia. These victories made Hindenburg a national hero and created a cult of personality that would later have profound political consequences.

However, the tactical brilliance in the east did not solve Germany’s strategic dilemma. The Austro-Hungarian army suffered catastrophic defeats in Galicia in late August 1914, and German troops had to be transferred east to prevent the collapse of Austria-Hungary. Germany therefore failed to achieve the quick victory that its war plan demanded.

4. The September Programme and German War Aims |

In September 1914, Chancellor Bethmann Hollweg drafted a memorandum known as the “September Programme”. It outlined Germany’s aims in the event of a rapid victory: the annexation of French iron-orc regions, the reduction of Belgium to a vassal state, the creation of a Mitteleuropa economic sphere dominated by Germany, and the extension of German influence in central and eastern Europe.

The September Programme is significant because it revealed the extent of German expansionist ambitions. It was not merely a defensive plan to secure the Reich, but a vision of continental hegemony. Although never formally adopted as law, it shaped annexationist agitation in later years, especially among industrialists and the Pan-German League.

In practice, Germany’s occupation and exploitation of Belgium and northern France, including the seizure of raw materials and forced labour, came close to implementing this programme before any formal decision was taken. The wartime military governors in occupied territories pursued harsh policies of requisition, reprisals, and deportation of workers.

5. Consolidating the Home Front: The Burgfrieden |

On 4 August 1914, the Reichstag voted overwhelmingly for war credits, including the Social Democratic Party, which had previously opposed militarism. The Kaiser declared “I no longer see parties, I only see Germans”, and a political truce known as the Burgfrieden (“peace of the fortress”) was established.

The truce suspended normal party-political conflict. Trade unions agreed to refrain from strikes, promised industrial peace, and in return were recognised by employers as legitimate representatives of workers. This was a major shift in the status of organised labour within the German state.

Yet the Burgfrieden was not as comprehensive as it appeared. The radical left, led by Karl Liebknecht and Rosa Luxemburg, opposed the war from the outset. As early as December 1914, Liebknecht was among a minority of deputies voting against further war credits, though he did so initially to preserve party discipline.

6. The War Economy and the Blockade |

Germany’s war economy struggled under the pressure of mass mobilisation. In August 1914, the Prussian War Ministry established the Raw Materials Department (Kriegsrohstoffamt) under Walther Rathenau to control scarce industrial inputs, especially metals and chemicals. Private enterprise was increasingly subordinated to state direction.

The most severe external threat was the British Royal Navy’s blockade of the North Sea. Announced on 4 November 1914, it aimed to cut off Germany’s imports of food, fertiliser, and raw materials. Germany’s retaliatory use of submarines in 1915, including the sinking of the Lusitania in May 1915, provoked international protest and was temporarily scaled back.

By 1916, the blockade was causing measurable hardship. Although the “turnip winter” of 1916-1917 is associated with the next year, the food situation deteriorated steadily through 1916. The potato harvest failed in 1916, and cities faced acute shortages. Bread rationing and the creation of the War Food Office (Kriegsernährungsamt) in May 1916 reflected a growing crisis.

7. The Eastern Front Offensives of 1915 | 1915年东线攻势

After the stalemate on the Western Front, the German military command shifted its main effort to the east in 1915. The aim was to knock Russia out of the war and to relieve pressure on Austria-Hungary, which had suffered devastating losses in the Carpathian Mountains and in Serbia.

The most significant operation was the Gorlice-Tarnów offensive, launched on 2 May 1915 by the German Eleventh Army under August von Mackensen. The concentrated use of artillery and a break-through technique drove the Russian armies back across Poland. By September 1915, the Germans had captured Warsaw, Brest-Litovsk, and Vilnius.

Despite the territorial gains, the campaign of 1915 did not achieve a decisive result. The Russian army retreated but did not collapse. The front-line advances lengthened German supply lines and occupied territory that required garrison troops, while the fundamental problem of a two-front war remained unresolved.

8. Verdun 1916: The Strategy of Attrition | 1916

On 21 February 1916, the German Fifth Army attacked the fortified French city of Verdun. Erich von Falkenhayn, the Chief of General Staff, believed that France could be “bled white” because French commanders would feel compelled to defend the fortress for reasons of national prestige, and the smaller French army would suffer disproportionate losses.

The reality of Verdun was very different from Falkenhayn’s calculation. The German attacking force was itself ground down by determined French resistance under Philippe Pétain and Robert Nivelle. The claim of wearing down the enemy at a favourable loss ratio did not prove true; German casualties were almost as heavy as French ones.

By the time the battle ended in December 1916, approximately 700,000 men had become casualties, of whom roughly 300,000 were Germans. Verdun became the symbol of the horror of attritional warfare. In August 1916, Falkenhayn was dismissed and replaced by Hindenburg and Ludendorff.

9. The Somme and the Rise of the Third OHL |

While the battle of Verdun was still raging, the Allies launched a major offensive on the Somme on 1 July 1916. The German forces, in well-prepared defensive positions, inflicted huge casualties on the British Army, which suffered over 57,000 casualties on the first day, but the battle continued until November.

For Germany, the Somme was a defensive battle of intense attrition. The German army introduced defensive tactics, including deep dug-outs and immediate counter-attacks, but the high rate of casualties steadily eroded the quality of the front-line troops. The phrase “the blood mill” was used by soldiers to describe the experience.

In August 1916, Hindenburg was appointed Chief of the General Staff, with Ludendorff as First Quartermaster-General. This “Third Supreme Command” (Dritte OHL) quickly seized almost unlimited authority, countermanding the chancellor’s policy and directing all domestic resources toward total war. This marked the beginning of a quasi-military dictatorship.

10. Politics and Society: From Truce to Tension |

The political truce of 1914 began to crack under the strain of war. By 1916, the Social Democrats were divided; the more radical members, including Liebknecht and Luxemburg, published pamphlets and letters denouncing the war. Liebknecht was eventually arrested in May 1916 and sentenced to four years in prison.

Food prices rose sharply while wages lagged behind. The Jutland naval battle in May-June 1916 was not followed by any loosening of the blockade, and German governments responded with more rationing, requisitioning, and coercive controls. Strikes, although officially forbidden, were reported in munitions plants from 1915 onward.

The Burgfrieden kept the formal political system together, but it rested on a fragile consensus. Bethmann Hollweg feared parliamentary reform and the loss of the moderate parties’ support, while industrialists and military commanders pushed for harsher domestic policies and expropriation in occupied territories. Social tensions accumulated rapidly in urban centres.

11. Conclusion: Germany at the Crossroads, 1916 |

By the end of 1916, Germany had achieved important military victories in the east but had failed to win the war. The Schlieffen Plan had collapsed, the unrestricted submarine campaign was debated but not yet reactivated, and the economy was damaged by the blockade and by the enormous material demands of the battlefields. The Hindenburg Programme, launched in late 1916, demanded a huge expansion of arms production and labour conscription.

The strategic position was deeply unfavourable. Germany and its allies faced an increasingly powerful coalition of Britain, France, Russia, and, from 1917, the United States. The decision-makers in Berlin, particularly Hindenburg and Ludendorff, were already considering the calculus that would lead to the announcement of unrestricted submarine warfare in January 1917, with all the consequences that would follow.

In the first two and a half years of the war, the German Reich was transformed from a confident bid for continental supremacy into a crisis-ridden military nation. The cult of Hindenburg, the crisis of food supply, the militarisation of politics, and the radicalisation of war aims all prepared the ground for the catastrophes of 1917 and 1918. Germany in 1916 was still undefeated, but it was no longer in control of its own future.
