Microeconomics is the study of the behaviour of individual economic units. In the CIE IGCSE Economics syllabus, the key microeconomic decision makers are consumers, workers, producers and the government.

Each of these groups must respond to the fundamental economic problem of scarcity: wants are unlimited, but resources are limited. Every choice they make therefore involves an opportunity cost.

All decision makers must constantly compare the benefits of a choice with its costs, especially the next best alternative forgone — that is, the opportunity cost.

Consumers are individuals or households who purchase goods and services to satisfy needs and wants. Their main economic objective is to maximise utility, which means getting the highest possible satisfaction from the income they earn.

In making choices, consumers compare the satisfaction gained from each additional unit of a good with the price they must pay. The law of diminishing marginal utility explains why demand curves usually slope downwards.

Consumers allocate their income between current expenditure and saving for future use. Saving involves a trade-off: it postpones consumption, but in return it earns interest and allows larger future purchases.

The simplest budget identity for a consumer can be written as:
Income = Consumption + Saving
If interest rates rise, the reward for saving increases, so households may choose to save more and spend less, although the actual response depends on income levels and preferences.

Consumers also act as the ultimate buyers of goods and services, so their spending patterns tell producers what to make and how much to produce.

Generally, the supply of labour rises when the wage offered increases, because more people are willing to work, and existing workers may be prepared to work longer hours.

5. Workers: Wage Determination and Trade Unions | 工人:工资决定与工会
Wages are determined in markets by the interaction of the demand for labour and the supply of labour. The demand for workers is a derived demand: firms hire workers because they produce goods and services of value.

Workers who are more productive, skilled or experienced tend to be in higher demand and can negotiate higher wages. Education and training, known as human capital, therefore raise a worker’s earning potential.

Producers are individuals or organisations that create goods and services to sell. They may be sole proprietors, partnerships, private limited companies, public limited companies or even government-owned enterprises.

The most widely recognised objective of a firm is profit maximisation. Profit is the surplus of total revenue over total cost:

However, producers may also pursue other goals, such as increasing market share, ensuring survival in tough times, providing high-quality products, or meeting corporate social responsibility targets.

Producers are also decision makers about how to combine limited factors of production — land, labour, capital and enterprise — to produce efficiently.

7. Producers: Costs, Revenues and Output Decisions | 生产者:成本、收益与产量决策
To decide how much to produce, firms compare the additional revenue from selling one more unit with the additional cost of producing it. Fixed costs remain unchanged when output changes, while variable costs rise as more is produced.

The relationship can be summarised as below:
Total Cost = Fixed Cost + Variable Cost
Total Revenue = Price × Quantity Sold
A firm compares these totals to assess whether it is making a profit or a loss. If the price received for a good is greater than its average cost, the firm earns a normal or supernormal profit.

In competitive markets, producers must keep costs low, adopt efficient methods and respond quickly to consumer demand in order to survive.

8. Government: Roles and Objectives | 政府:角色与目标
The government is a major microeconomic decision maker because it can directly influence the allocation of resources, produce goods and services, and pass laws that shape market behaviour.

Governments pursue broad objectives such as economic growth, low unemployment, price stability and a balanced external trade position.

At the microeconomic level, governments aim to correct market failure, protect vulnerable groups, encourage competition and ensure that socially important goods such as health and education are provided efficiently.

The government also makes decisions about how to raise income through taxation and how to allocate that spending among different public services.
