Human Resource Management (HRM) is the strategic approach to managing an organisation’s most valuable asset — its people. In the CIE A-Level Business syllabus, HRM covers a range of interrelated modules, from workforce planning and recruitment to motivation, appraisal, reward systems, and employment relations. A firm grasp of these modules is essential for answering both data-response questions and essay questions in the examination.

The process begins by analysing demand and supply: demand is determined by sales forecasts, business expansion plans, and technological changes, while supply considers the existing workforce, expected retirements, and labour turnover rates.

A key equation used in workforce planning is the labour turnover rate:

Labour turnover rate = (Number of employees leaving during the period ÷ Average number employed) × 100%

For example, if 15 employees leave during a year and the average workforce size is 150, the labour turnover rate is 10%. A high rate may indicate poor motivation, low pay, or weak recruitment practices, whereas a low rate suggests stability but may also reflect limited career progression opportunities.

The recruitment process typically follows a structured sequence: identifying the vacancy, preparing job documentation, advertising the post, shortlisting candidates, interviewing, and offering the position to the successful applicant.

Two essential documents are the job description and the person specification. The job description outlines the tasks, duties, and responsibilities of the role, including the job title, reporting line, and working conditions. The person specification describes the qualifications, skills, experience, and personal attributes required of the candidate, often distinguishing between ‘essential’ and ‘desirable’ criteria.

Recruitment can be internal or external. External recruitment draws from outside the organisation, bringing fresh ideas and a wider talent pool, although it is usually more expensive and time-consuming.

Development focuses on preparing employees for future roles and responsibilities. Both are crucial for improving productivity, maintaining quality, and supporting long-term business growth.

Training can be classified into on-the-job and off-the-job methods. On-the-job training includes coaching, mentoring, job rotation, shadowing, and induction training for new starters, all of which take place in the workplace itself. Off-the-job training occurs away from the workplace and includes college courses, conferences, workshops, and e-learning programmes.

An effective appraisal system also opens a channel for two-way communication between employees and managers.

Appraisal can also be linked to performance-related pay (PRP), although critics argue that PRP may encourage short-term behaviour at the expense of long-term quality.
